Najważniejszym wyzwaniem rozwojowym województwa opolskiego na najbliższe lata jest zapobieganie i przeciwdziałanie depopulacji. Istotnym czynnikiem wpływającym na sytuację demograficzną regionu jest jakość rynku pracy. W województwie opolskim obserwuje się z jednej strony zbyt małą liczbę satysfakcjonujących miejsc pracy, a z drugiej – niewystarczające dostosowanie kwalifikacji pracowników do oczekiwań pracodawców (w tym przedsiębiorców). Poprawa tej sytuacji wymaga przede wszystkim podjęcia reformy systemu kształcenia, m.in. poprzez rozwijanie systemu kształcenia dualnego. Wdrożenie takiego systemu powinno być oparte na rzetelnej diagnozie potrzeb pracodawców, zwłaszcza przedsiębiorców, a w kolejnym kroku — na określeniu katalogu kierunków kształcenia dualnego dostosowanych do tych zdiagnozowanych potrzeb. Służyć temu może zaproponowany w artykule model badań.

Preventing and averting depopulation is the most important development challenge facing the Opolskie Voivodship in the coming years. An important factor that affects the demographic situation of the region is the quality of the labour market. There is too few rewarding jobs in the Opolskie Voivodship; moreover, the workers’ skills do not adequately meet the expectations of employers, including entrepreneurs. Improving the situation requires, first of all, carrying out a reform of the education system by — among other things — developing the dual education system. The implementation of such a system should be based on a reliable diagnosis of employers’, especially entrepreneurs’, needs, leading to a specification of such fields of dual education, which are adjusted to those diagnosed needs. The research model presented in the article can serve this purpose.

Along with the dynamic development of the business services sector in Poland, both in terms of quantity (increase in the number of employees) and quality (increase in handling complex processes), the competence of employees and candidates to work becomes an important determinant of this process. The article analyzes reports on the sector of modern services and the labour market in the scope of desirable competencies of employees in the context of upcoming technological changes (Industry 4.0). As a result of the analysis, a catalogue of meta-competencies was identified, which are key from the point of view of the development of the business services sector and other branches of the modern economy.
