This paper presents partial outcomes of the project called ‘The Diversity of the Development Processes of Small and Medium-Sized Towns and its Influence on the Polycentric Development of Poland’. The research conducted within that project has been based on the identification of two basic groups of Polish towns, regarding their locations either within the functional area boundaries of the regional capital cities (functional areas of voivodship centre), or outside. The goal of our research is to determine whether small and medium-sized towns maintain their roles as stable elements of the settlement network and their development is diverse, depending on their neighbourhood in respect of the regional capitals. The population and the employment fluctuation rates constitute some of a dozen of development indicators under examination. The changes in those indicators’ values were identified in the period of 1995-2010, and additionally, two more subperiods were identified: 1995-2003 and 2003-2010. Our research discovered essential differences in the population rates of small and medium-sized towns located in the functional areas of regional capital cities (Group I) and outside (Group II). In 1995-2010, we observed an increase of population in Group I and it was the only Group of towns with growing population nationwide. In view of the generally non-beneficial changes in the number of the employed nationwide in 1995-2010, a better situation occurred in the towns belonging to Group I. In some of the Polish regions, we found an increase of the number of the employed in that group of towns. An essential national increase of the number of the employed, identified in the sub-period of 2003-2010, was larger in the towns of Group I than Group II.

Romania's polycentric development model was elaborated by the Interdisciplinary Centre for Advanced Researches on Territorial Dynamics within the University of Bucharest and by Urbanproiect SA. The elaboration of the polycentric development strategy is based on the human settlements' classification depending on their polarisation capacity and the designing of a polycentric network, able to ensure the territorial complexity necessary to the attenuation of negative impulses from the suprasystems' level. The world economic crisis may be considered the most powerful negative impulse after the Second World War, generating major disfunctionalities at the level of fragile territorial systems. The elaboration of some specific strategies, able to take into account the new challenges given by the global world, is an important preoccupation of the decision factors in order to increase territorial competitiveness.

The article is an analysis of developments of the settlement structure in the Czech Republic as seen from the perspective of well-balanced polycentrict development. Analysis is performed on changes that occurred in the 1990s and the first decade of the 21th century in municipalities and Regions and in the development areas and development axes defined by spatial planners. The study makes use of data resulting from the 1991, 2001 and 2011 censuses of population, housing, economic activity and job movement and the CORINE Land Cover 1990, 2000 and 2012 geographical data on land use. The analysis shows strong spatial polarization, which barely corresponds with the demarcation of development areas and development axes. Based on current developments in these areas in terms of housing and workplace locations, some tended to be identified as areas of potential development and others as areas of problematic development. Also, discrepancies were discovered in the demarcation: there are areas in which realistic space for development is much smaller than that demarcated and, on the contrary, areas in which the housing function exceeds their demarcation.

Článek analyzuje vývoj struktury osídlení České republiky z pohledu vyváženého polycentrického rozvoje. Sleduje změny, ke kterým v devadesátých letech 20. století a v prvním desetiletí 21. století došlo v obcích, krajích a rozvojových oblastech a rozvojových osách vymezených územním plánováním. K analýze byla využita data sčítání lidu, domů a bytů 1991, 2001 a 2011 o obyvatelstvu, bydlení, ekonomické aktivitě a pohybu za prací, a dále geografická data o využití území CORINE Land Cover 1990, 2000 a 2012. Analýza ukazuje, že ve sledovaném období docházelo k výrazné prostorové polarizaci, která ale není totožná s vymezením rozvojových oblastí a rozvojových os. Mezi rozvojovými oblastmi byly na základě dosavadních trendů indikovány některé, které lze na základě vývoje obytné a pracovištní funkce označit za spíše potenciálně rozvojové, a další, které jsou rozvojově problematické. Byly také zjištěny některé diskrepance ve vymezení rozvojových oblastí, a to jak případy, kde skutečný rozvojový prostor je výrazně menší, nežli vymezení rozvojové oblasti, tak i případy, kdy zejména rozvoj obytné funkce toto vymezení přesahuje.
