Logistyka odgrywa dziś niezwykle istotną rolę nie tylko w funkcjonowaniu pojedynczych przedsiębiorstw, ale także oddziałuje bezpośrednio i pośrednio na gospodarkę, społeczeństwo i środowisko. Celem artykułu jest ukazanie wpływu globalnych trendów na zmiany w podejściu do problematyki, miejsca i znaczenia logistyki w polityce gospodarczej Unii Europejskiej. W artykule przedstawiono wpływ logistycznych trendów cywilizacyjnych na funkcjonowanie i zarządzanie łańcuchami dostaw, a także na cele europejskiej polityki logistycznej.

Logistics plays a key role in functioning enterprises, ensuring sustainable mobility and also contributes to meeting directly and indirectly other objectives, like a cleaner environment, security of energy supply, etc. Aim of paper is presentation of impact of global trends on importance and role of logistics within the European Union policy. In paper are present civilization mega trends of logistics and their influence on functioning and management of supply chains as well goals of European logistics policy.

W artykule omówiono podstawowe czynniki decydujące o tworzeniu polityki logistycznej Unii Europejskiej. Podkreślono istotne znaczenie zmian systemowych i regulacyjnych w europejskim transporcie na kształtowanie polityki w dziedzinie logistyki. Określono cele i zakres polityki logistycznej. Przedstawiono zasadnicze czynniki wpływające na efektywność systemów logistycznych, takie jak: technologie telematyczne, kwalifikacje personelu logistycznego, stan infrastruktury i jej wykorzystanie, standaryzację czynności ładunkowych. Omówiono również wpływ liberalizacji na kształtowanie efektywnego funkcjonowania systemu transportowego oraz znaczenie transportu intermodalnego w europejskiej polityce logistycznej.

Some essential factors deciding on creation of the logistics policy of the European Union has been discussed in this article. It was underlined in this article the substantial importance of the system and regulation changes in the European transport to form the policy in the domain of the logistics. It was defined also in this article the objectives and the scope for the policy of the logistics. It was also presented there some essential factors having an influence on the effectiveness of the logistics systems, such as: telematics technologies, qualification of the logistics personnel, state of the infrastructure and its utilization, standardization of the loading operations. There was also discussed in this article the influence of the liberation on the formation of effective functioning the transport system as well as the importance of the intermodal transport in the European logistics policy.

Konieczność tworzenia polityki i strategii logistycznej na szczeblu państwa, regionu czy miasta (szczególnie aglomeracji), wywołuje dyskusję na temat wpisania tejże logistyki w struktury jednostki administracji publicznej, czy samorządowej, które z reguły są zbiurokratyzowane. Stąd Autorzy, przyglądając się z jednej strony – rzeczywistości Polski i Rosji, z drugiej zaś – dorobkowi teoretycznemu podejmują wstępnej odpowiedzi na pytanie czy da się wmontować logistykę w zbiurokratyzowaną strukturę organizacyjną. Autorzy bazując na opiniach logistyków - praktyków wskazują na szereg potencjalnych problemów, związanych z takim działaniem.

A necessity to formulate logistics policy and strategy on the national, regional or urban (agglomeration in particular) levels triggers discussions about the place of logistics in structures of public or self-government administration units that are in principle bureaucratised. Hence, the Authors who, on the one hand, analyse examples of Poland and Russia and on the other hand study relevant theoretical output, try to answer a question whether it is possible to place logistics in the organisation structure that is bureaucratised. Using opinions of logisticians who are practitioners, they point to a wide range of potential issues to be dealt with in the context described above.
