The use of the concept of policy networks in the study of relations between national parliaments and the EU institutions

The article examines the relationship between national parliaments and the EU institutions from the perspective of the concept of policy networks. We verified the hypothesis that the varied and complex forms of cooperation between national parliaments and EU institutions developed through good practices and self-organisation had positive impact on the political processes of the EU. The studied policy networks were analysed for: determining the limits, the level of integration and openness, the nature of existing relationships, the causes of network creation and ultimately the impact of these networks on the political processes taking place in the EU.

The article aims to examine the role of non-farm actors and environmental interest groups in the Common Agricultural Policy (CAP) of the European Union (EU). It uses policy networks as an analytical tool to understand the structure, dynamics and outcomes of the EU’s agricultural decision-making processes. Both locations of actors in the CAP policy structures and interaction modes between actors are examined. Also, the role of networks in shaping the CAP’s reform decisions is assessed. The article shows that non-farm actors, and specifically environmentalists, researchers and other agents interested in major CAP reforms, have limited influence on final policy outcomes. At the same time though it has been found that non-farm actors play an increasingly important role in framing the CAP policy debate. They form active and vocal issue networks that impinge upon initial stages of the agenda setting phase in the policy cycle process. Also, the EU institutions become more and more dependent on non-farm actors’ expertise when it comes to policy evaluation. Although the pro-reform approach of these actors is clearly noticeable, it is still too small to bring more than incremental changes within the policy

Celem artykułu jest próba scharakteryzowania teoretycznego znaczenia perspektywy sieci społecznych w badaniach nad lokalną polityką społeczną. Autorka stara się odpowiedzieć na pytanie: jeśli badaczka lub badacz stosuje to podejście, jak rozumie politykę społeczną? Jakie aspekty lokalnej polityki społecznej pomaga ta perspektywa zrozumieć? Analiza „sieciowych” badań nad lokalną polityką społeczną, przeprowadzonych w ostatnich latach w Polsce, przywodzi autorkę do wniosku, że w nurcie tym istnieją trzy odmienne sposoby konceptualizowania związków między lokalną polityką (w znaczeniu politics) a programami polityki społecznej (policy). Są to, po pierwsze: Putnamowski nurt wyjaśnień, w którym gęste sieci powiązań obywatelskich skutkują sprawnością lokalnych instytucji, po drugie: nurt governance, w którym sprawność instytucji uzasadniana jest współpracą podmiotów posiadających zróżnicowane zasoby, oraz, po trzecie: nurt „koalicji rzeczniczych”, pozwalający na wyjaśnianie także treści lokalnej polityki społecznej.

The goal of the article is to analyze theoretical consequences of applying a network perspective to the research on local social policy. I try to answer questions: if a researcher uses this research perspective, how does he or she understand local social politics and policy, which aspects of social politics/policy does this approach help to understand? The analysis of a network research on local social policy conducted in Poland in the recent years leads to the conclusion that three diverse understandings of the link between politics and local policy appear. In the fi rst one, based on Putnam’s approach, it is the dense civil society network that helps to understand the effectiveness in the provision of local services. In the second, it is the governanceapproach, the effectiveness is explained by pooling diversifi ed assets of local actors. The third approach allows to distinguish local advocacy coalitions and includes values in the analysis enabling to understand not only the effectiveness but also the contents of local social policy.

Zagadnienie sieci i wspólnot politycznych oraz ich znaczenie we współczesnych systemach rządzenia konstytuują zakres problemowy tego tekstu. Dokonano w nim krytycznego przeglądu podejść konceptualnych do sieci i wspólnot politycznych z perspektywy badań porównawczych nad politykami publicznymi. Autorzy, eksponując użyteczność tych podejść do wyjaśniania procesów politycznych, dostrzegają zarazem ich immanentne ograniczenia. Nie przesądzają one jednak, zdaniem autorów, o nieprzydatności tych podejść, a jedynie oznaczają konieczność posługiwania się nimi w sposób umiejętny i rozważny.

The paper focuses on the issues of policy networks and communities as well as their signiﬁcance in contemporary systems of governance. The authors critically explore co nceptual approaches to policy networks and communities from the standpoint of comparative studies of public policies. While emphasizing the explanatory value of these approaches in the area of political processes, the authors are at the same time aware of their inherent limitations. The latter, however, do not imply their ineﬀectiveness, but suggest the need to apply such approaches in a competent and prudent manner.
