The purpose of the present paper is to present the most important aspects for competency-based education and training for both maritime and the Inland Waterways sector, to ensure that every student/trainee in the EU possesses the same competencies on operational level (OL) and management level (ML) after graduating from their study or training. To reach these goals, trainers need to be able to educate and train students in the competency based system, which serves two purposes: defining minimum key competencies needed for crew members on board maritime and IWT vessels throughout the EU or worldwide, and thereby improving safety of navigation at sea and on the European interconnected waterways, and an increased level of labour mobility for crew members educated with the competencies as laid down in STCW 2010 and the new European directive.
The article presents inspirational methods of command, which might be helpful in the decision making process on the battlefield on tactical and operational levels. The methods allow activating subordinates as well as delegating authority. They also carry qualities and functions that allow taking full advantage of the knowledge and wisdom of subordinates. They may also become useful in the implementation of the training process and current activities.

W artykule autor podjął problem dotyczący wykorzystania środków dowodzenia w zmieniającym się systemie dowodzenia na poziomie strategicznym i operacyjnym. Dokonano też próby wskazania miejsca lub miejsc, w którym należałoby skupić główny wysiłek w systemie dowodzenia SZ RP na dwóch poziomach: strategicznym i operacyjnym tak, aby przy wykorzystaniu środków dowodzenia zapewnić skuteczne i efektywne dowodzenie w operacji połączonej w układzie narodowym. Problematykę tę ujęto w trzech zagadnieniach prezentując zasadnicze kierunki zmian w systemie dowodzenia na poziomie strategicznym i operacyjnym i na takiej bazie określono kierunki doskonalenia środków dowodzenia, a w szczególności zautomatyzowanych systemów, które na tych poziomach umożliwiłyby jak najbardziej efektywne dowodzenie. W artykule, wykorzystano instrukcje, doktryny obowiązujące w Siłach Zbrojnych RP oraz materiały autorów traktujące m.in. o technologiach przyszłości i kierunkach rozwoju organizacji jak również swoje wieloletnie doświadczenie w pracy na stanowiskach związanych z systemami dowodzenia, w tym głównie środkami dowodzenia.

OBR CTM S.A. has developed a system to monitor under and above water situation in areas of critical maritime infrastructure. It is the integrated, multi sensor system dedicated for monitoring marine, river and lake borders, critical sea structures and infrastructure. The system utilizes a unique sensors configuration supplemented by external information sources. The solution is based on a combination of passive magnetic and active acoustics barriers and chosen, complementary sensors as cameras, infrared cameras, radars, passive acoustic antennas, sonars, etc.

The aim of this article is to present the methodology of selection of indicators to assess the transformation of production-logistics system. The authors define the production-logistics system and its transformations in order to determine the most effective indicators for its evaluation.
The maritime connections are vital to success of islands. Estonia has 19 permanently habited islands with at least five inhabitants. 16 of those are considered as small islands with an area below 100 km2. Their sea connections are secured (i.e. organized, financed) by the government or municipality. These small islands are very diverse - in terms of population, economic activity, infrastructure capacity and needs, etc. In this study, we have analyzed ten connections to seven Estonian small islands based on seven criteria. The criteria are as follows: passenger and vehicle volumes, frequency, reliability, speed and time, vessel suitability, harbours and transport access to the harbours from the landside. Thereafter, we have classified the connections to islands to four levels: (i) daily, (ii) scheduled, (iii) invitation-only and (iv) tourism. Finally, we raised several actions to improve the connections based on the defined service levels. This article addresses the problem of small island communities, the criteria that influence service, proposes service levels and scenarios and the tools for decision-makers to better organise the connections to island communities and to serve local residents and business as well as tourism.
