The aim of the paper is to present the practical use of a combination involving two multicriteria methods: AHP (analytic hierarchy process) and TOPIS (The Technique for Order of Preference by Similarity to Ideal Solution), in order to expertly assess the level of sustainable development of counties in the West Pomeranian Province in 2010 and 2017. The article was divided into two main parts. The theoretical (methodological) part contains the characteristics of AHP and TOPSIS methods; in turn, the results of the analysis were presented in the empirical part. The main source of statistical data is the annual report published by Statistical Office in West Pomeranian Province, which contains the information on most important development areas (e.g. population, ecology, pollution, health, employment, macroeconomics, transport, tourism, agriculture, etc.). In other words, the purpose of the article is to build a synthetic measure of sustainable development, which will take into account socio-economic determinants for deliberately selected entities from a regional perspective. This approach will allow a detailed analysis of sustainable development according to the adopted criteria for 2010 and 2017, and may be the basis for further investigations in order to look for more complex dependencies among the factors which determine sustainable development of the studied phenomena and objects.

The management environment at the beginning of the XXI century is characterized by high volatility. Development projects should take into account not only certain deliverables but also any opportunities that may arise. These opportunities are called real options. The paper describes a systems approach to various types of real options that can be found in a project’s environment. A method is presented for using such options in the timing problem.

AHP and the Kano model are such prevalent TQM tools that it may be surprising that a true hybrid decision-making model has so far eluded researchers. The quest for a hybrid approach is complicated by the differing output perspective of each model, namely discrete ranking (AHP) versus a multi-dimensional picture (Kano). This paper presents a hybrid model of AHP and Kano model, so called two-dimension AHP (2D-AHP). This paper first compares the two approaches and justifies a hybrid model based on a simple conceit drawn from the Kano perspective: given a decision hierarchy, child and parent elements can exhibit multi-dimension relationships under different circumstances. Based on this premise, the authors construct a hybrid two-dimension AHP model whereby a functionaldysfunctional question-pair technique is incorporated into a traditional AHP framework. Using the proposed hybrid model, this paper provides a practical test case of its implementation. The 2D-AHP approach revealed important evaluation variances obscured through AHP, while a survey study confirmed that the 2D-AHP approach is both feasible and preferred in some respects by respondents. Although there have been rich research efforts to combine AHP and Kano model, most of them is simply about a series of individual usage of each methodology. On the other hand, the type of hybridization between AHP and Kano model in this paper is quite unique in terms of the two dimensional perspective. The model provides a general approach with application possibilities far beyond the scope of the test case and its problem structure, and so calls for application and validation in new cases.

Separation schemes along with Vessel Traffic Services have improved the safety of navigation, particularly within restricted waters. Their role is rather passive and common sense is still required whenever a decision is to be made. It is assumed that it could be beneficial in terms of collision or accident risk reduction once active measures are introduced. The concept raises a wide variety of problems that are to be discussed, defined and solved.

Systemy separacji wraz ze służbami ruchu przyczyniły się w znaczący sposób do poprawy bezpieczeństwa ruchu statków w rejonach ograniczonych. W większości przypadków ich rola jest pasywna a zdrowy rozsądek dominuje jako główny element podczas podejmowania jakichkolwiek decyzji. Zakłada się, że wprowadzenie systemu o charakterze aktywnym opartym na solidnych podstawach teoretycznych z zakresu podejmowania decyzji przyczyni się do redukcji ryzyka kolizji czy wypadku morskiego. Takie podejście rodzi jednak szereg problemów, które powinny być zdefiniowane, rozwiązane a następnie implementowane.

In today's world where intensive competition exists between enterprises, it is of great importance to work in cooperation with the right suppliers. Selection of the right suppliers is a significant factor in the success of enterprises. In the selection of the best supplier (s), the strengths and weaknesses of potential suppliers should be taken into consideration. Many qualitative and quantitative criteria are included in this selection process as well as the decision-maker. One of the issues that leaves the decision maker in a difficult position is selecting the most appropriate one from the alternatives available, as traditional methods may not produce a realistic solution in this process. However, multicriteria decision making methods facilitate the process of finding a solution and enable decision makers to reach the right decisions. In this study, the fuzzy TOPSIS method, which is one of the multi-criteria decision making methods, is used in this problem area to select the most appropriate supplier of garment 'X' operating in Turkey. It is detected through analyses conducted in line with the results obtained. The ranking of the three supplier firms determined by firm X are as follows in terms of closeness index values: supplier 1, supplier 3 and supplier 2.

Dla uzyskania powodzenia w prowadzeniu przedsiębiorstw bardzo ważna jest współpraca z odpowiednimi dostawcami. Decyduje o tym szereg kryteriów, które powinny być wzięte pod uwagę. Wybór oparty na tradycyjnych metodach analizy może być trudny i zawodny, dletego też zaproponowano nową multikryterialną metodę doboru opartą na analizie zbiorów rozmytych. Analizę porównawczą przeprowadzono porównując trzech zróżnicowanych dostawców.

Cultural heritage buildings have architectural, historical and cultural values creating one of the most dominant features, which is related to the local identity. Its preservation requires consideration, liability, know-how, know-why and experienced employee. Cultural heritage buildings' performance is complicated work, therefore selecting a contractor for heritage buildings' protection and restoration is a difficult assignment. The improper contractor's choice could activate cost overruns, lag, conflicts, declines, imperfect performance or added expenditure for project administration and accomplishment. This paper submits the quan-titative and qualitative criteria setting for selecting heritage's contractor. The Analytic Hierarchy Process technique is applied to decide important criteria and to get the weighting for each criterion. The PROMETHEE (Preference Ranking Organisation Method for Enrich-ment Evaluation) technique is applied for the selection of the most efficient cultural heritage contractor's alternative.

W artykule przedstawiono przykład wykorzystania jednej z metod wielokryterialnego wspomagania decyzji do oceny potencjalnych rozwiązań (wariantów) systemu transportowego w związku z występowaniem ograniczeń przepustowości układu drogowego w rejonie ulic Cienista i Gajowa w Gnieźnie. Autorzy przedstawili główne etapy realizacji prac związanych z analizą sytuacji decyzyjnej, budową wariantów, identyfikacją interesariuszy. Z wykorzystaniem eksperckiego modelu preferencji oraz metody Electre III wykonano ranking finalny.

The paper presents an example of using one of the methods of multi-criteria decision support to evaluate several potential solutions (variants) of the transport system in connection with the capacity limitations of the road system in the area of Cienista and Gajowa streets in Gniezno. The authors presented the main stages of their work involving the analysis of the decision-making situation, the construction of variants and the identification of stakeholders. The final ranking was prepared using the expert preference model and the Electre III method.
