Celem opracowania jest wskazanie na różne wymiary procesów modernizacyjnych istotnych dla zrównoważonego rozwoju rolnictwa. Omawiane są: endogenizacja rozwoju rolnictwa, ekologizacja, dyfuzja wiedzy i informacji, warunki ponownego zakorzenienia rolnictwa w terytorium. Wskazano także na znaczenie uwarunkowań instytucjonalnych w inicjowaniu ścieżek modernizacyjnych. Analizy teoretyczne zilustrowano wnioskami z badań przeprowadzonych z wykorzystaniem wywiadu kwestionariuszowego w towarowych gospodarstwach rolnych regionu opolskiego. Potwierdzają one, że zakres i tempo zmian modernizacyjnych w poszczególnych wymiarach mogą być zasadniczo różne, a zrównoważony rozwój rolnictwa jest uwarunkowany terytorialnie.

Polish agriculture and rural areas need significant modernization in order to face the challenges generated by global and European economies. The concept of rural modernization has changed in last decade. It is not dominated now by the paradigm of industrialization and urbanization as it was for a long time. Modernization of agriculture and rural areas is understood as the process of institutional change enabling agricultural and rural people to participate in social and economic progress. Insufficient development of institutional structures is one of the major barriers in modernization of rural areas in Poland. Preparation to joining the European Union plays very important role in this aspect. Future Poland's accession to the EU is a kind of modernization pressure and a chance to receive some extra financial resources for rural and agricultural modernization.

The European Union re-defined the role of agriculture in developing rural areas earlier than it was done in Poland. Although the agricultural functions of rural areas are still viewed as the most important, much attention is now paid on to diversification, what means the incorporating of service sector and industries in the form of small and medium enterprises into rural space. After modernizing agriculture and introducing small business into rural areas, and especially after developing their tourist and recreational functions, the stage has been reached where the local activity is being stimulated. Governments, without exception, will find it hard to secure high living standards, to develop new infrastructure and to create jobs in the countryside without getting the communities actively involved in local development. Fostering active attitudes among rural communities is a slow process, one that requires patience and unceasing efforts. We must accept that the multifunctional development will take time. However, it is the policy of diversification that may have a great impact on the achievement of many strategic objectives in rural areas.

The circumstances prevailing in Poland at the beginning of the 90's significantly eroded real incomes in farming. The reproduction of fixed assets was thus of very limited scope, particularly in farms with small production scale. Therefore, a minimum level of production, assuring the level of income which would allow for the growth of the fanns and the expansion of their production capacities for various directions of agricultural production, has been specified in the study. Accordingly necessary growth rate in production scale for the next 10 years, which would assure the above mentioned developments, has been set. The study concerns additionally issues regarding those farms, which are based upon hired labour force and prerequisite activities for the farms with small scale of production.
