Developing Method for Evaluating Attractiveness, Accessibility and Safety of Visiting Historical Recreational and Tourist Sites

The main purpose of the article is to present a method for assessing the attractiveness, accessibility and safety of historical recreational and tourist places, including facilities related to military tourism and dark tourism. The paper seeks to introduce the issues of the above-mentioned forms of tourism and – based on a survey – identify factors that make recreational and tourist space accessible and safe. The authors present and analyze the indicators and measures of the assessment, as well as demonstrate the procedure of evaluation. On the basis of surveys conducted on a group of one hundred experts in the field of tourism and recreation, the ten most important elements of space were selected. Subsequently, using weight values, we proceeded to indicate the strength of impact imposed by individual elements of space on the attractiveness and accessibility of facilities and the safety of visitors. Furthermore, determining the weight values allowed for the use of the weighted sum method during the assessment. Surveys were conducted from June to September 2017. The method was verified against one of the historical recreational places located in Poland – the Wolf’s Lair in Gierłoż. The developed method allowed us to assess the attractiveness, accessibility and safety of historical recreational and tourist facilities. The results of evaluation of the Wolf’s Lair in Gierłoż proved instrumental in identifying elements that have a positive impact on the level of tourism development, and those that are either missing or may be inadequate.

In the last decade of the 20th century, turbulent changes took place among the local reconstruction movement. This was caused by the collapse of the repressive regime of the People’s Republic of Poland and by the demand of the Polish liberated society for the ventures of historical reenactment. In the first half of the 1990s, this movement was characterized by a low level of professionalism, and the substantive level was not at a high level. In the mid1990s, the idea of creating an institution associating performers from all over the country was created in the environment of the re-enactors. The main assumption of its initiators was to create an institution whose activity would be based on historical sources. The Association was established in 1997 under the name of the Polish Knights’ Chapter, and its activity is characterized by a high degree of merit.

W ostatniej dekadzie XX stulecia w gronie rodzimego ruchu rekonstrukcyjnego doszło do burzliwych przemian. Spowodowane było to upadkiem represyjnych rządów PRL-u oraz popytem społeczeństwa wyzwolonej Polski na przedsięwzięcia odtwórstwa historycznego. W pierwszej połowie lat 90. ruch ten charakteryzował się niskim stopniem profesjonalizmu,a poziom merytoryczny nie był na wysokim poziomie. W połowie lat 90. XX wieku powstała w środowisku odtwórców idea stworzenia instytucji zrzeszającej odtwórców z całego kraju. Głównym założeniem jej inicjatorów było stworzenie instytucji, której działalność opartoby na źródłach historycznych. Stowarzyszenie powstało w roku 1997 pod nazwą Kapituła Rycerstwa Polskiego, a jej działalność cechuje się wysokim stopniem merytorycznym.

Tereny poforteczne bardzo długo pozostawały na marginesie zainteresowań specjalistów różnych dziedzin. Obecnie podlegają procesom rynkowym – zmienia się ich stan prawny, własnościowy. Może to być dla nich zarówno szansą, jak i sporym zagrożeniem. Obiekty militarne nie są też najczęściej postrzegane przez społeczeństwo jako odznaczające się szczególnymi wartościami estetycznymi, co dodatkowo komplikuje ich sytuację. Od kilku lat zmienia się tendencja do ich niszczenia lub przyzwalania na dewastację. Przełomem była druga połowa lat 90. XX w., kiedy to zaczęto prace nad programami ochrony i zagospodarowaniem najważniejszych twierdz na ziemiach polskich. Zaczęto wytyczać trasy turystyczne po obiektach fortecznych, otwierać hotele i schroniska młodzieżowe, muzea i kawiarnie. Ciągle jednak w Polsce występuje duży dysonans pomiędzy znacznym potencjałem, jaki posiadamy w zakresie turystyki militarnej, a słabo rozwiniętą ofertą turystyczną i nie do końca przemyślaną promocją. Rozwój turystyki obiektów powojskowych dopiero od niedawna zaczyna dotyczyć Polski. Może on przynieść istotne korzyści ekonomiczne, zaś znalezienie właściwej funkcji, odpowiednia akcja promocyjna i informacyjna, mogą doprowadzić do tego, że staną się one atrakcją dla odwiedzających i spowodują wzrost gospodarczy regionu i podniesienie poziomu życia mieszkańców.

For a long time fortifications were on the margin of interests of different types of specialists. Now we could observe the situation in Poland is changing, because of free market (regards as well ownership as legal status). That situation could be simultaneously a chance or a threat. The biggest problem is with XIXth and XXth century military objects, because of their dimension. They should be treated as a whole, but it is hardly possible. Fortifications are considered by the societies rather as a source of building materials than a valuable monuments. But it is going to be better. Taking into consideration number of styles and schools of architecture, fortifications in Poland seem to be of a big potential for tourism and could raise up the living standard. The 90s of the XXth century became a breakthrough, management plans, protection programmes were created. Also tourist routes, culture and recreation parks, hotels, museums, restaurants were opened in previous military buildings. But co-operation between local and central governments and support from local societies is needed.
