The paper justifies socio-normative prerequisites for the formation of labour behavior and management culture, highlights the cultural and ethnic variability of management culture; notes that ethnic mentality, social values, economic activity, industrial relations and the system of according to ethnicity, sets specific direction of the management culture.

The urgency and significance of the managerial aspect of professional training of the future teachers at a pedagogical higher education institution is due to new priorities and socio-cultural values of the 21-st century, aimed at innovating the content, means, forms and methods of their vocational and pedagogical training. Modernization of the system of higher education requires the efforts of pedagogical workers to develop the creative potential of the participants of the educational process. Thepurposeofthestudyustohighlightthemainapproachestothedefinitionoftheessenceoftheconceptsof “culture”, “activity”, “management”, “managementculture”, “managementcultureof students-bachelors ofpedagogicalhighereducationinstitutions”; to define andcharacterize the structuralcomponentsofmanagement culture (motivational-value, cognitive, operational-activityand managerial-analytical). The methodologicalbasisofresearchconsistsofgeneralscientificmethods: analysis, synthesis, systematizationinordertofindoutthestateof the developmentoftheproblemunderstudy; comparison, generalizationinordertoformulateandconcretizethefindingsofthestudy. Theresearchdeterminesthestructuralcomponentsofmanagementcultureof the future teachers: motivational-value, cognitive, operational-activityand managerial-analytical. Thus, the motivational-value componentreflectsthesystemofmotivesandvalueorientationsof the studentsonthesuccessof the activitiesrelatedtotheformationofmanagementcultureanddirectlyinmanagementactivities. Thecognitivecomponentcharacterizesthepresenceofthestudentsofprofessionallyorientedknowledgenecessaryformanagementfunctionsand a creativeapproachtothesolutionofmanagerialtasks. The operational-activity componentreflectsthepresenceof prognostic-diagnostic, communicative, organizational, regulatoryand control-correction skillsandabilitiesof the students.Management-analytical componentcharacterizesthepresenceof the students’ communicativeandorganizationalskills, leadershipqualitiesandtheabilitytomakemanagerialdecisionsfortheeffectiveimplementationofprofessionalactivities. Theconductedresearchmakesitpossible todeterminetheperspectivedirectionsoffurtherdevelopmentof theproblemofformationofmanagement cultureof the future teachers: thestudyofthepeculiaritiesofformationof themanagementcultureof the students-masters inthecontextoforganizationofindependentwork on pedagogicaldisciplines.

The article analyzes the approaches to the interpretation of the notions “competency” and “competencies”. The current state of the problem is determined in the research literature. The purpose of the research is to work out the theoretical basis of competency approach and to define the formation of the future tourism managers’ culture during educational and training services. For the achievement of the main purpose of the research the following methods were used: analysis and synthesis of existing sources of world’s and native experience; comparison, generalization and theoretical data classification; expert evaluation method; generalized method of independent characteristic for tourism managers’ skills and others. In this paper the peculiarities of the competency-based approach were observed due to future tourism managers’ culture basis. It was also given a particular priority to the model basis of competency of the tourism managers as qualified specialists. Moreover, it was clarified the features of communicative competency and the level of its development which would have an influence on management efficiency, especially the sale of tourist service/product, common level of understanding between partners, customers and staff, psychological atmosphere in collaboration with business partners, organizations or state-run institutions. We defined the competencies of culture basis for future tourism managers’ who get bachelor’s degree in speciality 242 Tourism in the process of studying educational course “Management in Tourism”. It was grounded the expediency of the competency-based approach using in order to form the future tourism managers’ culture. Theoretical analysis of our investigation gives us the key for understanding that the competency-based approach of future tourism managers’ culture basis is an integrated system of their scientific, specific, psychological, professional course knowledge and skills. Taking into account this fact it’s necessary to create the methodological system of qualified tourism managers training which includes traditional and innovative technologies for studying in order to improve the degree of management competencies. In such way, we can find the way of constructive solution how to prepare future tourism managers to scientific, investigating, analytic, business, institutional and management activity.

Стаття присвячена одному із важливих аспектів трансформації місцевого управління в напрямку від галузевого підходу до територіального на основі поєднання функціонального і просторового розвитку. Розкрито форми та способи трансформації на базі культури публічного управління та адміністрування, а саме феномену культури, зокрема у сфері самоуправління та самоорганізації населення міста, управління територією та муніципального управління. Проаналізовано та узагальнено перший в Україні досвід впровадження однієї із технологій сучасного управління містом на основі міжнародних стандартів управління якістю ISO 9001:2000 на прикладі курортного міста Бердянськ у Запорізькій області. Розглянуто перспективи поширення практики муніципального управління у пострадянських країнах.

The article deals with one of the most important aspects of the local control transformation in the direction from sectoral approach to territorial one based on the combination of functional and spatial development. The forms and methods of transformation on the basis of the public management culture and administration are disclosed, namely cultural phenomenon, particularly in the sphere of self-government and self-organization of the population of the city territory and municipal management. The first experience of implementation in Ukraine of one of the modern technologies of city management based on the international quality management standards ISO 9001:2000, for example, the Spa town Berdyansk in the Zaporozhye region is analyzed and summarized. The prospects for the spread of the municipal governance practice in post-Soviet countries are discussed.
