Th is article presents the possibilities of increasing the role of railways in the public transport system of the Urban Functional Area of Olsztyn. First, the proposed extent of the rail service, the assumptions for the new transport off er and the principles for the development of the rail timetable were outlined. Taking into account the current state of the infrastructure, the feasibility of implementing the basic transport off er (10 pairs of trains per day) and its further development in the future was examined for each direction of transport, and graphical timetables were drawn up and presented, based on the assumption of cyclical departures (i.e. clock-face schedule for train departures). Part of the article is also devoted to measures in the area of bus transport in terms of organisation and infrastructure, which, if taken, would make it possible to better integrate it with the railway system. Taking into account the observations and conclusions in the previous chapters, the proposed investment activities involving the railway infrastructure necessary to implement and improve regional rail services, as well as a broader perspective on further investments enabling the development of the transport off er and increasing rail accessibility in the Urban Functional Area of Olsztyn, are presented. Th e main conclusion of the analyses carried out is the confi rmation of the feasibility of implementing a cyclical timetable in the area under study for the assumed base number of connections.

This article is an introduction to the issue of integrating rail transport with the local public transport system in the Urban Functional Area of Olsztyn. It presents the definition of the said area and the current information on the possibilities of rail transport within it, derived from strategic documents and public debate. This is followed by a detailed description of the technical conditions of the railway infrastructure in the Urban Functional Area of Olsztyn, taking into account investments carried out in recent years, those in progress and those planned, as well as a description of the rail transport services provided. Th e final part of the article presents the principles of operation of public transport in Poland and some Polish examples of organisational integration. Th e authors intend to continue the discussion in a further publication.

Rozwiązania zintegrowanego systemu będą wdrażane w miastach Słowacji w oparciu o zdefiniowane w artykule problemy.

The article deals with the key success factors of integrated transport system from the passenger’s point of view, what is the most important for passenger’s decision to choose the public passenger transport, how the services of integrated transport system can be competitive with an individual automobile transport. The article will define the key factors of successful integrated transportsystem. The solutions will be implemented in the region of Slovakia and it will be pointed out which problems have been identified in the conditions of preparing integrated transport system in Slovakia. The conditions will be compared with the conditions in other countries in which unlike Slovakia the integrated transport systems are successfully operated. Also there will be suggested the mechanisms how the process of integration should be realized in the conditions of Slovakia.

The paper is focused on the proposal regarding the regional transport organization within Integrated Transport System in a given territory using the selected multi-criteria analysis methods. Introductory parts of this research study include basic information related to this topic as well as description of the current state of the public passenger transport operation, specifically the Integrated Transport System,on a particular territory. Subsequent part of the paper consists of specification of all the data and methods used and applied to obtain the final outcomes. The most important part of the paper highlights all the acquired results and proposed recommendations that need to be established to achieve the more appropriate regional transport organization in the examined territory.

Odrębność organizacyjno-prawna organizatorów publicznego transportu zbiorowego oraz możliwość samodzielnego dezydowania o sposobie organizacji, realizacji i finansowania przewozów sprzyja powstawaniu systemów transportowych, które nie są ze sobą zintegrowane. W rezultacie na tych samych lub powiązanych ze sobą rynkach transportowych występuje zróżnicowanie taryf, brak koordynacji rozkładów jazdy różnych środków transportu, nieefektywne wykorzystanie potencjału oraz infrastruktury transportowej. Taka sytuacja obniża konkurencyjność transportu zbiorowego względem transportu indywidualnego i przyczynia się do spadku popytu na usługi transportu zbiorowego. W tym kontekście, integrację można traktować jako wielokierunkowy i złożony proces adaptacji rynkowej transportu zbiorowego. W artykule poruszono następujące zagadnienia: - zakres integracji transportu zbiorowego; - uwarunkowania formalno-prawne; - praktyka integracji; - proces integracji taryfowo-biletowej w Metropolii Zatoki Gdańskiej; - wprowadzenie przez MZKZG zintegrowanych biletów metropolitalnych.
