This paper is intended to prove the need to teach entrepreneurial society from kindergardens and to prepare all necessary measures to boost creative activity and entrepreneurial skills in children and teenagers. Every third Pole lives in poverty currently in Poland. These people have poor intelligent entrepreneurial features and this is one of the reason of their poverty. What can we do with those people from the depressed and ‘nothing to do’ culture? We can inoculate them with entrepreneurial culture and they have to believe in themselves. Entrepreneurial culture means developing creativity and innovation constantly. Economy and school have to cooperate together because the world is business. Where there is a good education, there is a wealth of economy. The entrepreneurial spirit leads students to success in their life. Therefore, teachers should prepare to teach them and shape of entrepreneurial attitudes in students. This programming period distributed password ‘economy knowledge-based’ and in the new programming should be altered ‘economy skills-based’. While access to knowledge is easy, student’s willingness and skills play a vital role. Therefore, boosting skills is a key aspect of economy development.

Scharakteryzowano czynniki wpływające na powstawanie regionów centralnych i peryferyjnych. Omówiono także znaczenie infrastruktury transportu w umacnianiu spójności Unii Europejskiej.

In the article was shown the fundamental premises of integration's processes. There was indicated mutually connections between the integration, the globalisation and the regionalization. There was characterizing factors which have an influence on the creation of central and periphery regions. Also there was described an importance of the transport infrastructure in conjunction of European Union.

The author of this article describes and analyses the problem of CSR (Corporate Social Responsibilityand also Sustainable Development) as a strategy to run a business. The main problemconcerns the possibilities of working out an agreement in order to recognize the commonvalues shared by key member states of the EU. Despite their different views, the author of this text has the opinion that a good place for anachievement of consensus in this matter is the business arena. It seems probable that businesswill be the most neutral field to achieve harmony in social issues during the European integrationprocess.

The latest project of the frame directive CO M/97 161 4 prepared by the European Commission has been discussed in the paper. This directive will provide a basis for water politics of the European Union in the beginnings of the XXI century. Particular attention has been paid to implications resulting from the new directive for Poland. The paper presents proposals for implementation of some of proposed in the mentioned above project regulations.

Increasingly intensified processes of globalization and the connected processes of European integration create new challenges for particular individuals and societies, and also business entities and institutions that are present in various scales of spatial systems. They refer to the rules of progressing process of concentration of capital (business activity) which results in the emergence of larger and larger global corporations. Their activities intensify polarization of global, European, national or regional social, economic and cultural space, and to some extent they lead to their standardization. That is why aspiring to learn complex regularities of changes that happen both in companies, and in particular spatial systems is so crucial during the process of development managing. Thus, it is advised to remember that problems concerning development of businesses, which refer both to the way of managing an enterprise as well as to spatial systems, are of great importance and they are part of current research subjects in the area of theoretical inquiries and within the scope of development of empirical analyses. They lead to more precise cognition of mechanisms and determinants, which in domestic conditions should be used to activate society within the range of developing resourcefulness. A model, which can serve as a pattern to conduct analyses and construct strategies of development of particular categories of companies and their surroundings, with attention paid to the impact of such features as: institutions and members of the EU, markets, economic policy and potential alternatives concerning behaviour of decision-makers of any kind, was proposed in this paper.

Increasing the potential and quality of the intellectual resources of a society by the means of higher education (which in consequence leads to an acceleration in the development of a knowledge- based economy) plays a very important role in the intensifying process of integration. This article presents activities supporting research and scientific activity and international cooperation among European Union states and the consequent differentiation of intellectual resources in national and regional systems in the light of selected indices and synthetic measures. Furthermore, the role of personal traits and attitudes towards enterprise, which enable active participation in the integration process, is also emphasised. The analyses conducted indicate that there is a significant differentiation in the potential and the quality of intellectual resources in the European zone. A highly competitive position of national and regional systems largely results from various levels of social development, the policies within the scope of the shaping of a knowledge-based economy and financial backing given to research and development activities and tertiary-level education, combined with international cooperation in these areas. The levelling of any existing discrepancies in Europe should take place by means of increasing the quality of intellectual resources.

W lipcu 1997 r. na forum Parlamentu Europejskiego Komisja Europejska zap-rezentowała opinię (Avis) o Polsce. Opinia Komisji Europejskiej jest bardzo ważnym fragmentem procesu przygotowywania decyzji o rozpoczęciu negocjacji. Autor przedstawił procedurę przyjmowania nowych krajach członkowskich do Unii Europejskiej, odnosząc poszczególne jej elementy do warunków polskich.

Informal beginning of Poland's accession process to the EU started in 1990. In July 1997 an opinion (Avis) of Poland was presented in the European Parliament by the European Commission. The opinion represented a very important part of the decisive preparation process to commence the negotiations. T11e author presents a procedure for admission of new member. countries to the EU, relating its particular items to Polish conditions.
