Reporting a 2013 Eurobarometer survey of participation in the informal economy across eight Baltic countries, this paper tentatively explains the informal economy from an institutional perspective as associated with the asymmetry between the codified laws and regulations of the formal institutions (state morality) and the norms, values and beliefs of citizens (civic morality). Identifying that this non-alignment of civic morality with the formal rules is more acute when there is greater poverty and inequality, less effective redistribution and lower levels of state intervention in the labour market and welfare, the implications for theorising and tackling the informal economy are then discussed.

This paper proposes a way of explaining the undeclared economy that represents participation in undeclared work as a violation of the social contract between the state and its citizens, and as arising when the informal institutions comprising the norms, values and beliefs of citizens (civic morality) do not align with the codified laws and regulations of a society’s formal institutions (state morality). Drawing upon evidence from 1,018 face-to-face interviews conducted in Bulgaria during 2013, the finding is that the greater is the asymmetry between formal and informal institutions (i.e., citizens’ civic morality and state morality), the greater is the likelihood of participation in the undeclared economy, and vice versa. The outcome is that tackling the undeclared economy requires a focus upon reducing this lack of alignment of formal and informal institutions. How this can be achieved in Bulgaria in particular and South-East Europe and beyond more generally, is then discussed.

Objectives This study aims to evaluated the effectiveness of participatory action-oriented training (PAOT) intervention for hypertension management among intercity van drivers. Material and Methods This quasi-experimental study applied concept and process of participatory action-oriented training and self-management to guide the development of the intervention addressing improvement in hypertension management behaviors. A total of 104 intercity van drivers with uncontrolled hypertension in Thailand were recruited to participate in this program. The intervention group (N = 52) received PAOT program, while the control group (N = 52) received conventional program. Data on hypertension management behaviors, and blood pressure were measured at baseline, 1 month and 3 months after intervention. Results At 3 months after intervention, hypertension management behavior, and systolic blood pressure were significantly different between 2 groups (p < 0.05). Conclusions This PAOT was found to be feasible and could potentially improve hypertension management, and blood pressure level of intercity van drivers. The program should be applied in further studies with other workplaces in both formal and informal sectors with different characteristics and other health issues.

The aim of this paper is to evaluate contrasting policy approaches towards undeclared work. To do so, evidence is reported from 1,000 face-to-face interviews conducted in Croatia during 2013. Logistic regression analysis reveals no association between participation in undeclared work and the perceived level of penalties and risk of detection, but a strong association between participation in undeclared work and the level of tax morality. It thus confirms recent calls for the conventional direct controls approach, which seeks to deter engagement in undeclared work by increasing the penalties and risk of detection, to be replaced by an indirect controls approach which seeks to improve tax morality so as to encourage greater self-regulation and a culture of commitment to compliance. The implications for theory and policy are then discussed.

Contrary to the predictions that the informal sector in developing countries, particularly Africa is marginal and exhibits tendency to disappear as most of these nations’ experienced satisfactory level of economic development. The informal sector has not only increased in intensity, it has grown to dominate economic activities in Africa countries. The purpose of this paper is to examine the epistemic reflections of the traditional view of the informal sector in developing countries vis-à-vis evidence of the failure of its transient predictions in Africa. To achieve the objectives of this paper, systematic review of literature on these issues were presented and discussed. The paper revealed that the growth of the informal sector has occurred in connection with declining competitiveness and productivity performance in Africa resulting to rising economic depression, growing unemployment and poverty level among others. Additionally, the informal sector has been generally neglected and has suffered severe discrimination in a number of important dimensions; hence, there is growing neglect and political will to propel the transition of the informal sector into formal economy. Against the aforementioned backdrops, the paper concluded that though, the informal sector is neglected, it has however, come to be a key components of the Africa economy. Similarly, against the apparent economic challenges presently ravaging most Africa countries, the informal sector will continue to gain popularity. On this note, the paper recommended the need to promote equitable linkages between the informal and the formal sector through appropriate inclusive policy framework with a view of increasing the wider development implications of the informal sector initiatives, as well as the political and institutional barriers that impede its activities and growth.
