The period since the 1960s has been characterised by growing societal concern with urban heritage protection and the development of legislative, fiscal and urban planning instruments that seek to ensure the protection and enhancement of historic buildings and environments. International organisations such as UNESCO and European level documents such as the European Spatial Development Perspective (ESDP) have stressed the cultural and economic value of the ‘wise management of natural and cultural heritage’. Since the 1970s many cities have sought to redefine and regenerate themselves through a revalorisation of their past and the protection and enhancement of their historic urban landscapes. Urban heritage has thus often come to be seen as a component of the territorial capital of places, and often had a symbiotic relationship with the objective of urban regeneration. However, urban heritage is not a static concept and ideas about what constitutes heritage, the value of different historic urban environments, and the contribution they can make to city development and regeneration continue to evolve. This paper reflects on this evolution in the context of the English planning system and illustrates some key trends and issues surrounding urban heritage through a consideration of recent and ongoing heritage related planning episodes in the northern English city of Liverpool.

This paper considers some aspects of the way historic public space is understood in England, drawing on a selection of relevant guidance and research published by Historic England. This builds a picture of the way public spaces are dealt with in official heritage publications in England, and how this relates (or not) to international thinking, particularly the Historic Urban Landscape (HUL) approach. This is followed by some reflections on figure-ground mapping, which leads into a brief discussion of the ’Townscape’ campaign of The Architectural Review. The paper concludes with some reflections on the implications for conservation more broadly of seeing the city in terms of cultural landscape.

W artykule przedstawiono problem, jakim jest tworzenie elementów kompozycji krajobrazu o znaczeniu symbolicznym zarówno w skali miasta, jak i całego regionu oraz ich wpływ na sposób zagospodarowania terenów sąsiednich, z uwzględnieniem zmiany znaczenia miejsca i jego charakterem. Z inicjatywy Związku Studentów Niemieckich podjęta została, zakończona ogłoszeniem konkursu w 1899 r., ogólnonarodowa akcja budowy „wież ” poświęconych Bismarckowi, zpłonącym na ich szczycie wiecznym ogniem lub te ż innych form mauzoleów wprost odwołujących si ę do starogermańskiej tradycji upamiętniania wybitnych władców lub mitycznych bohaterów. Stała się ona pretekstem do tworzenia całej serii kompozycji krajobrazowych na obszarze Rzeszy Niemieckiej. Wieża w Szczecinie może stanowić ważny przyczynek dla analizy i oceny zarówno kreacji, jak i deprecjacji przestrzeni symbolicznej, na skutek zmian politycznych, a tak ż e próby przywrócenia znaczenia i charakteru symbolu „wieży” trwale wpisanego w panoramę miasta.

This work presents the problem of creating elements in the composition is symbolic landscape in both the scale of the city and the entire region and their influence on the adjacent land use, including changing the meaning of place and its character. Taken the initiative of the Association of German students and ended the contest announcement in 1899, shares of construction nationwide, ‘towers” dedicated to Bismarck, with burning at the top of the eternal fire or other forms of mausoleums directly referring to the Germanic tradition of commemorating famous rulers or mythic heroes, became a pretext to create a series of landscape composition in the German Reich, which bristles example could be an important contribution to the analysis and evaluation of both the creation and depreciation of the symbolic space, as a result of political changes and to attempt to restore meaning and nature of the symbol “tower” permanently inscribed in the panorama city.

The paper aims at revealing the changing role of various discourses of identity in the urban landscape of the Upper Silesian town of Gliwice in southern Poland. The town was a part of Poland, then the Kingdom of Bohemia, the Habsburg Empire, the Kingdom of Prussia since the mid-18th century, Germany and again Poland since 1945. Discourses of identity of different geographical scope are analysed: local, regional (Upper Silesian and this of the former Polish Eastern Borderland), national (Polish and German in particular) and transnational (religious and socialist). The authors examine to what extent these various types of identity found expression in the street names, symbolic structures as well as functions and meanings of important buildings. They consider which elements of identity were continously present in the urban narrative despite the radical political changes. In addition, the role of various groups of stakeholders in the formation of the urban landscape is discussed, including the influence of the state and local authorities, enterprises and non-governmental organizations.

Celem artykułu jest pokazanie, jak zmieniła się od połowy XVIII w. w krajobrazie kulturowym miasta Gliwic rola odgrywana przez różne narracje tożsamości o zasięgu lokalnym, regionalnym (górnośląskiej i kresowiackiej), narodowym (głównie polskiej i niemieckiej) i ponadnarodowym (religijnej i socjalistycznej). Autorzy dokonują analizy, w jakim stopniu poszczególne rodzaje tożsamości znajdowały wyraz w nazwach ulic, symbolicznych obiektach oraz funkcjach i znaczeniu nadawanym budynkom. Pokazują, jakie elementy tożsamości wykazywały względną trwałość (ciągłość) w czasie pomimo zachodzących zmian politycznych, oraz oceniają, jaką rolę w kształtowaniu krajobrazu kulturowego miasta odgrywały różne grupy interesariuszy, w tym władze państwowe i lokalne, podmioty gospodarcze i organizacje społeczne.

The Town of Bamberg has been inscribed on the UNESCO World Heritage List in 1993 due to its medieval urban layout and its well preserved buildings mostly from the Middle Ages and the Baroque era. A large part of the historic streets and squares still exist. They make up an essential part of the city’s public space. Yet, the demands placed on this public space are currently undergoing some changes - especially under the influence of climate change and the Corona pandemic. In line with the UNESCO Recommendation on the Historic Urban Landscape, Bamberg’s urban fabric is based on the historical stratification of cultural and natural values and features. The urban fabric relates to the landscape in which it is embedded – river Regnitz and the surrounding hills – as well as to religious traditions, trade activities and building customs. The aim of this paper is to analyze recent developments in the planning and use of public spaces in Bamberg taking into account current methods of participation. In 2020, the City of Bamberg was awarded the contract by the Federal Ministry of the Interior, for Construction and Home Affairs, for a project period of seven years as part of the "Smart Cities Model Projects" funding programme to promote digitalization at all levels of urban development. Accordingly, the contribution of digital technologies to urban planning and of citizen participation will receive special attention.
