In effectively managed companies, the answer to the question of whether employees should be perceived as cost or as investment, is obvious. Investment should be made in human resources as this allows for reducing the cost of company's activities, increasing its effectiveness, efficiency, etc. A similar question can be put for machine operation, but here the answer is not so straightforward. The conflict between production managers and machine maintenance managers still exists; it is usually settled with the production side winning. This paper is an attempt to assess the effectiveness of machine operation and the effectiveness of the whole company based on an analysis of so called OEE (Overall Equipment Effectiveness) index, calculated from a timekeeping study of a big food producing company.

The paper presents execution of a debtor’s bank account and the factors which, according to the author, influence directly its effectiveness. Despite the fact that the legislator seemingly has included a complete solution of this issue in the Code of Civil Proceedings, in the light of practical experience, the issue is more complicated and the solutions stated in the regulations cause serious trouble to the creditors, debtors, executive authorities as well as banks. The paper describes different types of bank accounts, for which it is possible to proceed with the execution, methods of searching for bank accounts by the executive authorities, and also the impact of Article 54 of banking law, which involves restriction on the execution.

The main thesis of the article assumes, that honesty and effectivenes or eficacy are complementary values of political action. This claim is still valid especially in conemporary normative political theory. Meanwhile, the results of empirical research shows, that voters perceive voters both of these features, as the contradictions of political action. The author analyzes the key reasons of this contradiction and indicates the conditions of its limitations.

In a knowledge-based economy, the human capital that is capable of innovative thinking and entrepreneurial action is the factor responsible for the creation of prosperity. Technology parks are an example of a high concentration of innovative human capital. In the past five years several new park initiatives have been established in Poland. In some large cities such as Poznan and Wroclaw, there is already a kind of fashion for technology parks. These initiatives are called technology parks, research and business parks. The activities of parks should be development measured, for example, by employment growth in the regions, and the innovativeness of companies. Technology parks are from an organizational and conceptual point of view the most advanced innovation centers in Poland. Entrepreneurs, representatives of the scientific sector, business environment institutions as well as regional authorities expect of them a permanent, intensive development, which translates into the development of the environment in which they operate. The main aim of this paper is a multidimensional comparative analysis of the spatial diversity of the development of technology parks in Poland. For the study of spatial differentiation in the development of technology parks in Poland a taxonomic measure of development zi was used, which was based on the statistical information collected during the study ”Benchmarking of technology parks in Poland – 2012 edition”. The statistical information of the 19 technology parks selected for the study was analyzed. The multi-dimensional comparative analysis in the study of technology parks shows that the phase of growth of parks does not always translate directly into the position they occupy in the taxonomic hierarchy.

Spectator attendance to professional basketball in Turkey is significantly less than desired. Keeping in mind how important spectators are for team sports, understanding factors that affect game attendance will offer essential clues in terms of increasing spectator attendance. The main purpose of this study was to determine the relationships between basketball spectators' motives and points of attachment. With consideration to this purpose, the present study has tested the validity and reliability of the Motivation Scale for Sport Consumption and the Points of Attachment Index for Turkish basketball spectators. 197 basketball spectators participated in the study. Confirmatory factor analysis results demonstrated that the original models of the measurement tools employed for the study showed an acceptable degree of fit with the data. The internal consistency coefficients of the scales were found to be between 0.59 and 0.80 for the Motivation Scale for Sport Consumption and between 0.53 and 0.88 for the Points of Attachment Index. The canonical correlation analysis only returned a single significant function. The motives aesthetics and escape stood out in terms of the significant function, while the sport type (basketball in this study) stood out in the sense of attachment. Relationships identified between basketball spectators' motives and points of attachment could help sports managers and marketing experts to develop strategies focusing on increasing spectator attendance to their teams' games.

The effectiveness ofthe organization is a measure of effidency and innovation. According to P. Drucker effectiveness is a key element of development of an indwidual and the organization. It serves the purpose of self-realization and mastering skills of the modern society to survive. It is also regarded as the degree of mastering the purpose.. Effectiveness translates directly to the competitiveness ofthe organization. The problem of effective and efficient management remains in close relationship with consistency in actions of managers and employees. Effectiveness is a basie economic category with many dimensions: economic, market, system, social, cultural, ecological and other. It translates directly to the competitweness of the organization. It lays foundations under the market success of the organization functioning in conditions of many changes, uncertainties and risks. Effectiveness is an ability to implement of strategies and achieve deliberate objectives. The measurement of the effectiveness should be carried out on the level of organization, processes and workstation. The measurement of the effectiveness of processes is exquisitely important for the organization which implemented and constantly improves their quality management system. In the article presented are preliminary results of research carried out in the Quality and Knowledge Management Research Unit, Economics Departament, Marie Curie- Skłodowska in Lublin, Poland. The research problem addresses the influence of the effectiveness on the maturity of the organization. The need for the measurement of effectiveness on the level of processes in organization was favored by nearly all respondents. Improving existing and possibly inventing new methods of measurement of effectiveness in the organization, among them relating to the measurement of the effectiveness of processes, is where further scope of research will head.

In our times, a growing interest of organizations, including also the public ones, in crowdsourcing, can be observed. It enables to acquire knowledge located in virtual communities. However, despite many benefits, crowdsourcing initiatives very often fail. Therefore, a need for their evaluation is recognized. Nonetheless, in the subject literature, a shortfall of criteria and methods of evaluating crowdsourcing may be observed. The existing proposals do not ensure a comprehensive picture of crowdsourcing, and they do not take into account its multidimensionality. The article is intended for a presentation of the ways of evaluating crowdsourcing and an original proposal of a list of indicators, which may be used for evaluating crowdsourcing in public organizations. The article presents the original proposal of activities, by which it is possible to assess the degree of implementation of the adopted tasks and determine the level of obtained crowdsourcing results. The conducted research allowed to recognize that it is possible to measure crowdsourcing results using quantitative and qualitative indicators. A prerequisite for selecting the appropriate means is first of all to indicate the purposes for which crowdsourcing should be used.

The aim of the article was to show the result of the research on the effectiveness and competitiveness of Polish agricultural farms. The study backed up for results from the system of collecting accountancy data agricultural farms (FADN). This data was collected from agricultural holdings with the economic size below 4, 4-8, 8-16, 16-40, 40-100 and higher than 100 ESU (European Size Unit) in 2008 and 2009. The field of ob-servation of this article included specialist cereals, oilseed and protein crops farms, specialist permanent crops farms, specialist dairying farms and specialist granivores farms. The indicators of effectiveness and competitiveness was income per FWU (Family Work Unit) and management income. The competitive specialist cereal farms have 16-40 ESU and about 100 hectare UAA (utilised agricultural area), specialist permanent crops farms have 40-100 ESU and about 7 hectare UAA and specialist dairying farm have 28 dairy cows. Moreover, the competitive specialist granivores farms have 36 cows or 400-600 tones of poultry meat from farm. The estimate number of competitive farms in 2010 equalled to two hundred twenty thousands, also their share in total number of farms under 1 hectare amounted to about 14%. The share of the farms is very low.

The purpose of this article is to present the possibilities of measuring the efficiency of processes in public administration offices in the context of quality management systems which operate in them and which are conformable to the requirements of BS EN ISO 9001:2009. The first part of the paper presents the results of the analysis of the possibility of measuring the effectiveness and efficiency of processes. Next, the article describes the results of the diagnosis implementation of measurement processes studied in marshal offices, for the analysis of these processes effectiveness. The study involved three selected marshals’ offices having implemented a quality management system complied with the requirements of ISO 9001. In these units a self-assessment based on the guidelines of ISO 9004, unstructured interviews with proxies for the quality management system and in-depth documentation studies were conducted. Studies showed an insufficient preparation of these units to measure the effectiveness of processes, including the implementation processes of administrative services. In the final part taxonomic meters are proposed to measure the effectiveness of processes .

This paper reviewed the existing literature on effectiveness of construction waste minimization in Nigeria with particular interest in Bauchi State. The study highlighted the menace of construction waste to the environment. The Nigerian construction industry comprises foreign and indigenous firms which are classified into small, medium and large according to their level of capitalization and annual turnover. In the real industrialized countries, the construction industry can be responsible for up to 20 % of the GDP and employs up to 12 % of the total labour force. In Nigeria, the sector contributes 3.2 % of GDP. This is a clear indication that construction industry in Nigeria failed to meet expectations of governments, clients and society. The material and method of this research study utilized a secondary source of data. A critical review of this recent journal articles posited new findings of effectiveness of construction waste minimization. To ascertain the actual happenings in the construction industries within and beyond the study area. The findings of this research study indicated that environmental pollution is caused by construction waste in the study area. It is also revealed that indigenous firms generate large volume of construction waste. It was evident that construction waste is ineffective to the health condition of the environment. The conclusion is drawn from the study also revealed that different approach and method should be applied to curtail and minimize construction waste effectiveness in the study area.

In the terms of market economy the effectiveness of the invested capitals in a short and long term is the subject of the great importance. Thus there is a need for appropriate measurement and furthermore analysis. The paper is focused on the presentation of the issues connected with the measurement of the rate of return on the invested capitals in two approaches: traditional one which is based on the book values, and a new one - financial - which is adjusted to the firm's value management.

Purpose: The purpose of this article is to confirm the thesis that the amount of public funds expenditure has no impact on the effectiveness of state functioning, which – to a greater extent – is dependent on the efficiency of these funds. In the article, the author claims that in the case of the European Union there is no explicit evidence concerning the efficiency of public funds in Member States – both on the micro and macro level. Methodology: A literature review conducted on the basis of collections of academic and scientific articles and an analysis of particular solutions implemented in the European Union and in OECD Member States as well as concerning the consolidation of public funds in the context of the effectiveness of state functioning. Originality: The author of this work – on the basis of the (performed) analysis presented in the article, explains that the optimal fiscal policy should use appropriately selected tools allowing to achieve the best (optimal) method for the management of public funds, in particular the external and internal position of the economy of the given country. The key factors that decide on the effectiveness (excluding non-financial factors) are neither universal (absolute) nor relative extent of public spending. The author concludes that the level of effectiveness is either dependent on the structure of this spending and procedures connected with public expenditure planning, executing, accounting and reporting processes, or the level (quality) of the effectiveness and efficiency evaluation system.

This study examined the effects of computer-assisted cognitive rehabilitation in a group of 16 brain-damaged patients. Therapeutic effectiveness was assessed by improvement on computer tasks, the results of neuropsychological tests and quality of life ratings. Participants suffered from mild to moderate attention and memory problems or aphasia. The procedure involved baseline assessment (pretest), a 15-week course of therapy conducted twice a week (30 hours in total) and posttest. Neuropsychological tests assessing attention, memory and language problems and quality of life ratings were administered twice: in pre- and posttests. Twelve healthy controls were also examined twice (with a 15-week interval) using the same battery of neuropsychological tests. The RehaCom program and the Polish computer therapy program for aphasics called Afa-System were used for rehabilitation. The computer-assisted rehabilitation tasks were selected individually for each patient. The results showed signifi cant improvement on computer-assisted tasks in all braindamaged subjects. However, none or very little improvement was observed on neuropsychological tests and quality of life ratings. The results of the study confi rm the importance of using different types of measures to estimate the effectiveness of computer-assisted neuropsychological rehabilitation as well as the necessity of applying various kinds of therapy to improve cognitive, emotional and social functioning in brain-damaged patients.

The effective development of regions depends not only on the size of the national income, but also on the source of its origin. Differences in approach to the factors describing the competitiveness of regions and cities have evolved from a more general level in the direction of specialization, including both factors related to the quality of human capital and economic potential. The selected methods of multidimensional comparative analysis in terms of dynamics was selected to study the effectiveness of the parks.

This study presents the state and prospects of use of electricity production from wind energy, which is a renewable energy source. Obligations by the EU countries to ensure 20% share of renewable energy in consumption of primary energy until 2020 also stimulate searching and analysis of opportunities to improve wind energy utilization as an energy source. The problems and directions connected with operation of wind energy power plants as well as their advantages and drawbacks were also characterized. Economic analysis was also presented by comparison of use of different renewable energy sources for production of electricity. This study employed a number of statistical data which allow for assessment of the level of electricity production from wind energy in the countries of the European Union and worldwide.

W artykule zaprezentowano aktualny stan i w perspektywie 2020 roku wykorzystania energii z wiatru, jako jednej z odnawialnych źródeł energii. Zgodnie z unijnymi ustaleniami udział energii odnawialnej w ogólnej konsumpcji energii pierwotnej w perspektywie wymienionego roku powinien wynosić 20%. Wykorzystanie energii wiatru oprócz ewidentnych korzyści stwarza również określone problemy, które wymieniono w prezentowanym materiale. Przedstawiono również analizę porównawczą wykorzystania różnych źródeł odnawialnych w UE i na świecie do produkcji energii elektrycznej posiłkując się danymi statystycznymi.

The paper aims to clarify the misunderstandings concerning the semantic description of derivative verbs created through exchange of prefixes. The description of a class of verbs which up to now have been regarded as expressing the intensity of an action (e.g. przekarmić ‘to overfeed’, przesolić ‘to oversalt’) had to undergo deep changes, including the elimination of lexemes which were created using two morphemes simultaneously (napracować się ‘to have worked a lot’ ← pracować ‘to work’). A detailed analysis has enabled us to prove that where others saw intensity, there was in fact effectiveness. Derivatives included in this category express three grades of effectiveness: high (as in ubawić się ‘to have rather enjoyed oneself’, wybiegać się ‘to have run enough’), excessive (as in przesolić ‘to oversalt’, zapić się ‘to loose life due to alcohol addiction’) and maximal (wytruć ‘to poison everyone’, domyć ‘to wash something clean’). Moreover, other lexemes need to be included in this class, namely those which are incorrectly seen as determining methodicalness (objeść ‘to eat all of someone’s food’), as well as exhaustivity (wybić ‘to kill everyone’, wyniszczyć ‘to thoroughly destroy’). Such a description will promote effectiveness, while eliminating small semantic sub-groups that are not uniform in their structure.
