Artykuł jest próbą analizy sytuacji gospodarczej Białorusi na tle dokonujących się w tym państwie przemian. W tym kontekście ukazuje kondycję białoruskiej gospodarki, uwarunkowania wewnętrzne i zewnętrzne. W tym ostatnim aspekcie przedstawiony został niezwykle istotny wpływ Rosji na przemiany gospodarcze na Białorusi, a także rola inwestycji z Zachodu. Zaprezentowane rozważania dotyczące stanu białoruskiej gospodarki oraz wprowadzonych reform pozwalają na nakreślenie przyszłości białoruskiej gospodarki. Wydaje się, że w przewidywalnej przyszłości dotychczasowy model systemu gospodarczego zostanie utrzymany, choć może wzrosnąć ilość inwestycji, a także w pewnym stopniu zwiększy się sfera wolności w gospodarce.

The aim of this paper is to describe the economic situation of Belarus in the context of changes taking place in this country. The author presents the condition of the Belarusian economy against the ongoing changes. He describes the extremely significant impact Russia has on the economic transformation in Belarus, as well as the role of the investments from the Western countries. The author first analyses the state of the Belarusian economy as well as the introduced reforms and then he outlines the future of the Belarusian economy. It seems that in the foreseeable future the existing model of economic system will be maintained, although the number of investments and to some extend the liberalization of the economy may increase.

Стаття присвячена дослідженню особливостей еміграції високоосвітченої молоді з України, зокрема, звязку між різницею в рівнях економічної свободи, що включає вищий рівень оплаті праці та добробуту. За допомогою опитування отримано інформацію щодо впливу рівня економічної свободи на рішення щодо еміграції та вибору країни-реципієнта. У результаті аналізу результатів опитування через призму важливості економічної свободи та її значення для респондентів, автори дійшли до висновку, що економічна свобода насправді виступає важливим фактором для прийняття рішення про еміграцію.

This paper is based on the idea that there is a special pattern in migration of the well-educated youth from Ukraine connected with the difference in levels of economic freedom that include higher salary and welfare. The survey was conducted in order to obtain data regarding influence of the level of economic freedom on the decision to leave and choice of the target country. The analysis of the survey results was carried out in terms of economic freedom and its importance to the respondents, that has brought authors to the conclusion that economic freedom is indeed important factor for educated youth when the decision to leave is made.
