An issue of mean residence time (MRT) evaluation, i.e. the period of time from rainfall until drainage of groundwater by rivers (Danube River Basin, Vistula River Basin and Narew River Basin), is discussed Asimple method of evaluating the groundwater MRT for the Danube River Basin based on tritium data is introduced. It has been confirmed that the historical tritium level in the rivers, being higher than in precipitation, has its end and is reversed, opening a new pathway in understanding the surface-groundwater interaction and specifically in evaluating MRT of groundwater. The authors have defined a separate notification for mean residence time of the whole water in the basin (τ) and mean residence time for groundwater in the basin (τwp). Based on the tritium study the obtained τ values are 6.5 and 5.7 years for the Vistula River Basin (VRB) and the Narew River Basin (NRB), respectively. In turn, the obtained τwp values are 8.0 and 6.0 years, respectively. NRB is a lowland plain and a morphologically, geologically and hydrogeologically uniform basin. The obtained τ wp of groundwater is thus representative for the whole basin. Instead inmorphologically non uniform VRB basin groundwater τwp is a generalized value,i.e.averaged over contributed parts of the basin.

W artykule omówiono rezultaty sześciomiesięcznego okresu konsultacji społecznych dotyczących dokumentów planistycznych podstawowych dla procesu planowania w gospodarce wodnej na lata 2009–2015. W grudniu 2008 roku zostały one przedstawione przez Prezesa Krajowego Zarządu Gospodarki Wodnej do oceny społeczeństwa na obszarze całego kraju, natomiast omówienie procesu konsultacji w artykule ograniczone zostało do obszaru działania Regionalnego Zarządu Gospodarki Wodnej w Krakowie. Poprzedza je omówienie struktury i zawartości planów gospodarowania wodami dla obszarów dorzeczy oraz programu wodno-środowiskowego kraju. Konsultacje przedstawiono w podziale na cztery podstawowe kategorie – rezultaty spotkań konsultacyjnych, wyniki badan ankietowych, stanowiska ciał doradczych dyrektora RZGW w Krakowie, a także uwagi samego RZGW, instytucji administrującej regionami wodnymi Górnej Wisły, Dniestru i Dunaju.

The article presents the results of six-month public consultations on the basic planning documents for the planning process in water management for the years 2009–2015. The documents were presented for assessment to the general public in Poland by the President of the National Water Management Board in December 2008, whereas the discussion about the consultation process was limited to the area of activity of the Regional Water Management Board in Krakow (RZGW in Krakow). The article discusses the structure and content of the river basin management plans and the programme of measures. The latter consultation process results are divided into four basic categories: results of consultative meetings; results of opinion surveys; positions taken by advisory bodies to the Director of the RZGW in Krakow; and comments coming from the RZGW in Krakow, an institution which manages the water regions of the Upper Vistula, the Dniester and the Danube rivers.

Ustalane w drodze aktu prawa miejscowego warunki korzystania z wód regionów wodnych to dokumenty, które służą uszczegółowieniu zapisów zatwierdzonych przez Radę Ministrów w dniu 22 lutego 2011 r. planów gospodarowania wodami na obszarach dorzeczy Wisły, Dunaju oraz Dniestru. Głównym celem opracowania warunków korzystania z wód regionów wodnych jest stworzenie narzędzi wspomagających osiągnięcie wyznaczonych w planie gospodarowania wodami (zgodnie z Ramową Dyrektywą Wodną) celów środowiskowych związanych z ochroną wód oraz uszczegółowienie wytycznych służących do wydawania decyzji administracyjnych, ustalających zakres i formę korzystania z wód. Warunki korzystania z wód regionu wodnego, zgodnie z zakresem wskazanym w art. 115 ust. 1 ustawy Prawo wodne, określają m.in. ograniczenia w korzystaniu z wód w zakresie poboru wód powierzchniowych, wprowadzania ścieków do wód oraz wykonywania nowych urządzeń wodnych. Istotnym zagadnieniem związanym z wyżej wymienionymi ograniczeniami są obliczenia hydrologiczne wykonywane na potrzeby korzystania z wód, służące określeniu wielkości przepływu nienaruszalnego, przepływów głównych oraz przepływów prawdopodobnych. W artykule zostały omówione ustalone wytyczne w zakresie obliczeń hydrologicznych, które należy stosować w przypadku ubiegania się o pozwolenie wodnoprawne na szczególne korzystanie z wód.

Established by an act of the local law water–use conditions of water regions that are documents which aim to detail the arrangements approved by the Council of Ministers on 22 February 2011, the Water Management Plans within the Wisła, the Dunaj and the Dniester river basins. The main objective of the development of the water–use conditions of water regions is to create tools to support the achievement of designated in the water management plan (in accordance with the Water Framework Directive) environmental objectives related to water protection and detailing guidelines to issue administrative decisions, setting the scope and form of water use. Water–use conditions of water region, according to the scope specified in Art. 115, Paragraph 1 of The Water Act, define inter alia restrictions on the use of water in the surface water abstraction, discharge sewage into the water and making new water facilities. An important issue related to the above mentioned restrictions are hydrological calculations performed for the purposes of water use, to determine the amount of the instream flow, main flows and probable flows. This article discusses the established guidelines for the hydrological calculations, to be used when applying for a water permit for special use of water.
