Proposal for security plans creation for high consequence dangerous goods in road transport of dangerous goods

In the list of dangerous goods, there are materials and articles, which, due to particular criteria stated in the European Agreement Concerning the International Carriage of Goods by Road (ADR), are treated as high consequence goods. High consequence dangerous goods are those whose misuse may lead to a terrorist event and therefore pose a serious threat of mass casualties, destruction or socio-economic disruption. All personnel responsible for the carriage of high consequence dangerous goods should comply with ADR requirements, as appropriate. Basic ADR requirements, which should lead to the elimination of potential safety violations hazards, is to acknowledge, implement and respect security plans. The ADR reflects overall security plan regulations, describing the elements of which such plans should be created. The ADR itself does not prescribe methods for preparing documentation, nor implementation details. This article is to elaborate on these aspects.

W artykule zaprezentowane zostały rozwiązania w obszarze znaczenia innowacyjnych technologii wspomagających proces przewozu towarów niebezpiecznych. Zapewnienie szeroko pojętego bezpieczeństwa staje się w aspekcie występowania wielu różnorodnych zagrożeń, jednym z zadań strategicznych dla zarządów i kierownictw podmiotów gospodarczych świadczących usługi transportowe towarów niebezpiecznych. Działania na rzecz bezpieczeństwa, mają zasięg: lokalny, regionalny, krajowy i międzynarodowy. Przewóz towarów niebezpiecznych, ze względu na konieczność zapewnienia bezpieczeństwa ludzi i środowiska, podlega szczególnym rygorom w zakresie jego dopuszczenia do przewozu, doboru opakowania, oznakowania oraz wymagań odnoszących się do kierowcy, środka transportu i realizacji przewozu. Działania zabezpieczające obejmują permanentną kontrolę postępowania wszystkich zainteresowanych obrotem towarów niebezpiecznych, zgodnego z szczegółowymi zasadami bezpieczeństwa.

The article presents solutions in the area of the importance of innovative technologies supporting the transport of dangerous goods. Providing security in the broad sense is becoming one of the strategic tasks for management boards in terms of the presence of many different threats and the management of economic entities providing transport services for dangerous goods. Actions for security are local, regional, national and international. The transport of dangerous goods, due to the need to ensure the safety of people and the environment, is subject to special rigors in terms of its admission to transport, selection of packaging, labeling and requirements relating to the driver, means of transport and transport. Security measures include permanent control of the conduct of all interested parties trading of dangerous goods in accordance with the detailed safety rules.

The development of Environment Management Systems (EMS) commenced as a response to global environmental issues and as a recognition of awareness that sustainable development is prerequisite for keeping the natural system in a proper balance. Transport of dangerous goods by road is quite a complex activity that poses a major potential threat to people and the environment. Therefore, the introduction of certain system tools (standardization of business) contributes to a safer and better road transport operations of dangerous goods. Chemical industry combining their efforts for safety and the environment under the Responsible care program (RC). Such efforts have resulted in the development Safety and Quality Assessment System (SQAS) to assess the haulers. This paper presents tools standardization of business as an opportunity to improve the market positions of dangerous goods haulers.

Rozwój systemów zarządzania środowiskiem (EMS) jest odpowiedzią na globalne problemy środowiskowe a jednocześnie uświadomieniem, że zrównoważony rozwój jest wstępnym warunkiem do utrzymania środowiska w naturalnej równowadze. Transport drogowy ładunków niebezpiecznych jest złożoną działalnością, obarczoną dużym ryzykiem, stanowiącą jedno z głównych zagrożeń dla ludzi i środowiska. Dlatego też wprowadzenie określonych narzędzi systemowych m. in. w zakresie standardów operacyjnych przyczynia się do bezpieczniejszego i sprawniejszego przewozu towarów niebezpiecznych. Połączenie działań w zakresie bezpieczeństwa, ochrony środowiska i poprawy jakości świadczonych usług jest możliwe dzięki takim narzędziom, jak program Odpowiedzialność i Troska (Responsible Care) i system oceny bezpieczeństwa i jakości (Safety Quality Assessment Systems). W artykule przedstawiono wpływ tych standardowych instrumentów na poprawę pozycji rynkowej przedsiębiorstw przewożących ładunki niebezpieczne.

Zasadniczym celem niniejszej publikacji jest określenie roli i znaczenia zarządzania przewozem ładunków niebezpiecznych w transporcie i spedycji, ze szczególnym zwróceniem uwagi na Polskę. W części pierwszej publikacji: zdefiniowano pojęcie ładunków niebezpiecznych; zaprezentowano rodzaje pojazdów wykorzystywanych do ich przemieszczania; zidentyfikowano gałęzie transportu wykorzystywane w przewozie ładunków niebezpiecznych wraz ze wskazaniem wymagań odnoszących się do transportu ładunków niebezpiecznych i zwróceniem uwagi na wyposażenie i oznakowanie ładunku i jednostki przewożącej towary niebezpieczne; wskazano metody i sposoby zabezpieczania ładunków w czasie ich przemieszczania. W części tej zidentyfikowano obowiązki przewoźników w transporcie ładunków niebezpiecznych (z podziałem na gałęzie transportu). W części drugiej publikacji odniesiono się do międzynarodowych regulacji prawnych z uwzględnieniem rodzaju transportu (ADR, RID, IMDG, ICAO). Wskazano na wyniki analizy organizacji i realizacji procesu transportowego ładunków niebezpiecznych w Polsce. Omówiono te kwestie w kontekście regulacji prawnych oraz zaprezentowano schemat mechanizmu ich stosowania w transporcie towarów niebezpiecznych. Szczególną uwagę zwrócono na analizę najczęściej wykorzystywanej gałęzi transportu tych towarów, na bazie której dokonano oceny zarządzania przewozami drogą lądową. W ocenie transportu odniesiono się do adekwatności regulacji prawnych w przebiegu przemieszczania ładunków. Zidentyfikowano także przykłady utrudnień i nieprawidłowości w polskim prawie w zakresie transportu towarów niebezpiecznych. Dokonana ocena zarządzania przewozami ładunków niebezpiecznych stała się punktem wyjścia do zaproponowania autorskich modyfikacji w zakresie usprawnień i modyfikacji przewozu tego rodzaju ładunków.

The main objective of the publication is to define the role and importance of shipment of dangerous goods in transport and freight forwarding, with particular emphasis on Poland. In the first part of the dissertation, the concept of dangerous goods was defined. Also, the types of vehicles used for their movement were presented and shipping modes used to transport dangerous goods were identified along with the requirements for shipment of dangerous goods and proper attention to the equipment and marking of the cargo and the means of transport carrying such dangerous goods. Moreover, methods and ways of securing the loads during their movement were indicated. This part identifies the obligations of carriers during the shipment of dangerous goods (divided into particular modes of transport). The second part of the publication with deals with international regulation taking into account the mode of transport (ADR, RID, IDMG, ICAO) and underlines its importance in EU law. Attention was drawn to the results of the analysis of the organisation and implementation of the transport process of dangerous goods in Poland. These issues have been discussed i the context of the legislation and a model for their use in the transport of dangerous goods has been presented. Particular attention has been paid to the analysis of the most frequently used mode of transport for these goods, on the basis of which land transport management has been assessed. The evaluation of transport related to the adequacy of legislation on the transport of goods. Examples of difficulties and irregularities in Polish legislation in the field of transport of dangerous goods were also identified. The evaluation of the management of the transport of dangerous goods was the starting point for proposals to improve and modify the transport of dangerous goods.
