This article presents the process of customs clearance of goods using the SAD EC WIN IT system. It presents the basic procedures and legal requirements in the customs service of goods, and the need for electronic data flow in these procedures. The application of the IT system in the basic procedure with the opening of the TIR procedure was also presented.

Dynamiczne zmiany dokonujące się w konsekwencji procesów internacjonalizacji, globalizacji i wzrastających wymagań podmiotów gry rynkowej powodują, że jednym z najistotniejszych elementów determinujących rozwój przedsiębiorstw stają się wyzwania stwarzane przez czynnik czasu. Szczególnego wymiaru w obsłudze międzynarodowego obrotu towarowego nabierają rozwiązania mające na celu maksymalne skrócenie terminu wykonania usługi magazynowej, transportowej czy logistycznej. Celem opracowania jest wskazanie znaczenia uproszczeń celnych w optymalizacji przebiegu procesów importowo-eksportowych.

The increasing market competition influences the changes within the operations in the TSL, as well as within its units; changes concerning, among others, diversification of the services in the international flow of goods. The service offered, apart from typical transport or shipment, is being complemented with such professional actions as customs services. The research aim of the article is to define the meaning of customs simplifications in the import-export processes optimization. Based on both the literature and the empirical study, thanks to the direct contact with the database, there has been presented the practical perspective of performing the simplified customs procedures in the aspect of limiting the time of customs clearance and of making them independent from the customs officers’ working hours. Using customs tools significantly influences effectiveness of the units that perform actions necessary to satisfy the demand for certain products in the whole goods flow chain, from acquiring raw material to shipping the product to the final recipient.

Introduction/background: This article is based on a bachelor's thesis carried out by Karolina Mainka under the scientific supervision of the author (Administration part-time 1st degree: “Quality of customer service in public administration based on the example of Zespół Opieki Zdrowotnej w Świętochłowicach Sp. z o.o. - Health Care Complex in Świętochłowice Sp. z o.o.”). In the past years, there has been a noticeable increase in the importance of the term "quality" in various fields, as well as in the awareness of people in terms of a quality, which results in higher expectations regarding products and services. The notion of quality has accompanied us since ancient times. In everyday life, each person is surrounded by a large amount of products, such as cellphones, computers, clothes and others. Everyone also uses various services, such as hairdressing services, services provided by government offices or medical services. Each type of those services is related to the customer service provided to a greater or lesser degree of quality. The quality of products is somehow measurable, whereas the quality of service is hard to clearly define or measure. Therefore, we can only rely on positive or negative opinions of the customers. Aim of the paper: The aim of the paper is to analyse the quality of patient service in chosen district hospital on the basis of four chapters - two of theoretical nature and two practical ones dedicated to methodology of own research and interpretation of obtained results. Materials and methods: Literature analysis, analysis of source materials (internal), survey method - technique: indirect survey, tool: survey questionnaire. Results and conclusions: Considerations presented in the paper show the importance of the customer service quality. The main task of the hospitals is to provide a high quality service in the field of a health care. The basis for the improvement of health services is the results of the evaluation of the quality of services provided by the hospital. One of the elements of assessing the quality of healthcare is patient satisfaction. An important factor which influences the success of a health care facility management is the level of patient satisfaction. Customer satisfaction studies give the facility the opportunity to evaluate patients’ opinions on offered services, and consecutively - bring the prospects of defining the weaknesses in the hospital covered by the study. Regular evaluation of customer satisfaction translates into an increase in the quality of provided medical services. An increase of the standards impacts the mental well-being of the patients. Understanding patients’ expectations and meeting their requirements reflects in the quality of provided services. Patient satisfaction with provided services has a strong influence on repeat use of the health facility, as well as on recommending it to another person. Interest and care provided by the personnel influences mental condition of the patients. Good mental condition during a hospital stay results in faster recuperation. In evaluation of the hospital, each element is important. The quality does not only consists of the attitude of the staff, but also of the entire environment of the hospital, including adaptation of the building, proper signage, and maintenance of cleanliness. All these components form one whole, which is perceived and evaluated by the patient.

Gambling activity is a multifaceted phenomenon. Gambling is a special field of business. The government authorities ascribe the right to a monopoly of this area of economic activity. The randomness and financial size of gambling foster the development of the grey market. In addition to the economic effect, the moral dimension of this type of activity is an extremely important aspect. The Customs and Tax Control Service supervises the functioning of the gambling market in Poland. Subject and purpose of work: The article is devoted to the issue of gambling. The aim of the research was to present the activities of the Customs and Tax Control Service in the field of legal and illegal gambling. Materials and methods: The study methods used were literature review, legal acts, documents of the Ministry of Finance, statistic data, using quantitive and systems analysis. Results: As a result, the directions of the Customs and Tax Control Service activities were identified in the field of gambling market control. Conclusions: The activities of Customs and Tax Control Service bring results in fighting illegal gambling, protecting players, and raising social awareness of the dangers of using services of illegal gaming operators.

Działalność hazardowa jest zjawiskiem wielopłaszczyznowym. Urządzanie gier hazardowych jest szczególną dziedziną wykonywania działalności gospodarczej. Państwo przypisuje sobie prawo do sprawowania monopolu w tym obszarze aktywności ekonomicznej. Dodatkowo losowość i rozmiar finansowy gier hazardowych sprzyjają rozwojowi szarej strefy. Obok wymiaru ekonomicznego, niezwykle ważnym aspektem jest wymiar moralny tego rodzaju działalności. Kontrolę nad funkcjonowaniem rynku hazardowego w Polsce prowadzi Służba Celno-Skarbowa. Przedmiot i cel pracy: Przedmiotem pracy jest branża hazardowa. Celem artykułu jest przedstawienie działań podjętych przez Służbę Celno-Skarbową w obszarze legalnego i nielegalnego rynku hazardowego. Materiały i metody: Badanie zrealizowano za pomocą przeglądu literatury, aktów prawnych, dokumentów Ministerstwa Finansów, danych statystycznych, stosując metodę ilościową oraz systemową. Wyniki: W wyniku badania zidentyfikowano kierunki działania SCS w zakresie kontroli rynku gier hazardowych. Wnioski: Działania Służby Celno-Skarbowej przynoszą efekty w walce z nielegalną działalnością hazardową, zapewniając ochronę uczestnikom gier i podnosząc poziom świadomości społeczeństwa co do zagrożeń wynikających z nielegalnego hazardu.

The aim of this paper is to analyze the employer as a party to an employment court case. According to the Polish legal system status of such a party can have not only a commercial entity (e.g. a company) but also a public authority’s entity. To exemplify this problem should be pointed out not only administrative authorities but also police and customs ones. Entities employing volunteers possess the status of an employer as a party to a labor court case too.

Ma ono istotne znaczenie zwłaszcza w sprawach z zakresu prawa pracy na tle zatrudnienia cywilnoprawnego, społeczno-prawnego oraz administracyjnoprawnego. W opracowaniu zostały przedstawione konkretne – inne niż pracodawcy z art. 3 k.p. – podmioty biernie legitymowane do uczestnictwa w postępowaniu przed sądami pracy.

Polska administracja celna w ostatnich latach przeszła ogromne zmiany nie tylko w strukturze, ale również w zakresie wykonywanych zadań. Po przystąpieniu Polski do Unii Europejskiej zachodnia granica przekształciła się w granicę wewnętrzną, natomiast granica wschodnia w granicę zewnętrzną Unii Europejskiej, co wywołało szereg zmian w Służbie Celnej. Przekształcenia te spowodowały konieczność zniesienia kontroli celnej na przejściach granicznych od strony zachodniej. Polska, stając się granicą zewnętrzną Unii Europejskiej, została zobowiązana do dostosowania procedur celnych do procedur unijnych. Powyższe zmiany spowodowały konieczność przekształcenia organizacyjno-strukturalnego w Służbie Celnej. Służba Celna, wykonując ustawowe zadania, zapewnia bezpieczeństwo obywatelom, ułatwia prowadzenie działalności rzetelnym przedsiębiorcom i dba o finanse państwa. Efektywność Służby Celnej w dużej mierze zależy od funkcjonalnej infrastruktury, nowoczesnych urządzeń kontrolnych, niezawodnego systemu łączności oraz innowacyjnych rozwiązań informatycznych. Powinna ona poprawić jakość świadczonych usług, które ułatwiłyby obrót towarowy i umożliwiłyby dostarczenie towaru bezpośrednio do przedsiębiorcy, który sam dokonuje formalności celnych. Wprowadzenie nowych rozwiązań – ułatwień przez Służbę Celną zapewni większą akceptację jej działań przez obywateli oraz przedsiębiorców poprzez świadczenie usług bardziej wartościowych dla społeczności, stwarzających nowe możliwości w zakresie obsługi biznesu, przy wykorzystaniu już istniejących zasobów (efektywność – lepsze ukierunkowanie zasobów, oszczędność – lepsze wykorzystanie zasobów).

In recent years Polish customs administration has undergone substantial changes not only in its structure but also in terms of tasks execution. Upon Poland’s accession to the European Union the western border was transformed into the internal border whereas the eastern border into the external border of the European Union, which led to a range of changes in the Customs Service. Those transformations made it necessary to lift customs control at border crossings from the western side. While becoming external border of the European Union Poland was obliged to adjust customs procedures to the Union standards. The abovementioned changes necessitated the need for organizational and structural transformation within the Customs Service. While performing statutory tasks the Customs Service provides safety and security for its citizens, makes it easier for reliable entrepreneurs to run their business activity as well as cares for the country’s finances. The effectiveness of the Customs Services depends to a large extent on functional infrastructure, state-of-the-art control devices, reliable communication system and innovative information solutions. It should improve the quality of the services provided, which would facilitate commodity circulation and make it possible to provide the merchandise straight to the entrepreneur, who deals with customs formalities on his or her own. Implementing new solutions – improvements by the Customs Service will provide substantial acceptance of its activities by citizens as well as entrepreneurs through providing more valuable services for the community, creating new possibilities in terms of business servicing by tapping into the already existing resources (effectiveness – better resource orientation, economy – better resource employment).

W ostatnich latach Służba Celna wprowadza wiele innowacyjnych, elektronicznych rozwiązań, które poprawiają jakość obsługi klientów i organizację pracy w administracji celnej. W ramach usprawnień stopniowo ogranicza się papierowy obieg dokumentów. Jednym z wdrożonych przedsięwzięć są elektroniczne Rejestry Służby Celnej zastępujące papierową ewidencję stosowaną w toku sprawowania kontroli celnej. Celem artykułu jest zaprezentowanie informacji o Rejestrach Służby Celnej m.in. o sposobie ich realizacji, modelu przechowywanych danych, podstawowych przypadkach użycia i o ich dotychczasowym wykorzystaniu.

In recent years, the Customs Service introduced many innovative electronic solutions that improve the quality of customer service and organization of work in the customs administration. As part of the improvements the circulation of paper documents is gradually reduced. One of the projects electronic Registers of the Customs Service to replace paper registers used in the course of customs control are implemented. The aim of the article is to present information about the Registers of the Customs Service, among others, the manner of their implementation, the model data storage, basic use cases and their current use.
