The paper deals with the functions and criteria by which research is classified. In particular, the author focuses on examining the applied sciences and R&D, presenting an analysis of the factors underlying their negligible impact on the country’s economic development. In part, the fault for this state of affairs lies with the poor system of research in Poland and with the research and researcher evaluation criteria, regardless of their functions or the requirements posed.
This paper includes discussions about the issue of evaluating CROs. They are an expression of the theoretical exploration of factors and criteria which may have a significant impact on such an evaluation. It should be noted that evaluation of CROs is an important and complex problem, because today, in the real environment dominated by conflicts and crises, there is a real need to involve some of the resources of third party countries to resolve tensions in unstable areas. The need for a response from multinational forces (national, alliance) is dictated by the dynamics of the changes taking place in the security sphere, the multi-dimensionality of crises and conflicts, and their unpredictability (Iraq, Afghanistan). Today it is emphasised that such a commitment will form the basis of future international relations.
W referacie przedstawiono proces opracowywania w Polsce systemu oceny jakości kształcenia w szkołach wyższych. Inicjatorem była Rada Główna Szkolnictwa Wyższego, która równiez przez kilka lat koordynowała weryfikację systemu. Wyniki tych prac zostały następnie upowszechnione w celu wykorzystania ich przez środowisko akademickie. Nowelizacja ustawy o szkolnictwie wyższym (w 2001) umożliwiła powołanie Państwowej Komisji Akredytacyjnej i tym samym proces oceny jakości kształcenia w szkołach wyższych został formalnie włączony w system edukacji w Polsce.

In the report the process of elaboration of the evaluation system education quality in higher schools has been presented. The elaboration was initiated by the Chief Council of Higher Education, which coordinated the verification system for a few years. The results of those works have been propagated for use of the changes in the higher educational law (2001) permitted to call to life the National Committee of Acreditation; the connsequently the process of the quality evaluation education in higher schools has been formally included into the educaton system in Poland.
