The article analyzes the development of competency-based professional training standards and their implementation into educational process in foreign countries. It determines that the main idea of competency-based approach is competency-and-active learning, which aims at complex acquirement of diverse skills and ways of practice activities via mastering respective competences. The article states that competency is the product of competence due to which a person successfully realizes themselves in different spheres of their professional engagement, gains social independence and becomes mobile and qualified. The article also dwells on the international experience of professional and training standards development, it analyses specific internal national, as well as external all-European and worldwide conceptions of professional and training standards development, conceptual foundations of competency-based approach in national higher education within the framework of global information society formation. It highlights specific aspects of standards development based on activity-oriented technologies and professional competence assessment. The article states that within the framework of competency-based teaching and training, quality-assuring actions have to ensure the correspondence of standards and learning outcomes. It informs that the labour market is represented by employers, trade unions and the government. The article explores the fact that in Russia, Ukraine and many other countries the employers and the trade unions do not collaborate to formulate their needs with regard to professional training standards, that is why the government and its administration bodies have to do the task of predicting labour market needs on their own.

The article deals with analysis of challenges and objectives for higher education in the context of globalization: the forming of international labour market proves the fact that the process of international integration is affecting economy and technology as well as social and labour relations that are becoming more and more global. The peculiarities of structure (gradation, succession, multivectorability, continuity), content (narrow profile, sustainable development, competency-based orientation, specialization, curriculum flexibility, combination of core and optional subjects, possibility to choose courses and modules of different levels), forms (designing and modeling in small groups, workshops, practical intensive and extended learning, role playing, lectures, online sessions, problem-oriented excursions, seminars, internships and extended pedagogical placements) in training of specialists at universities in European countries have been established. According to the project “Implementation and Influence of Curriculum Reforms in Higher Education in Europe” a competency-based approach is given much significance on the institutional level. Urgent objectives for higher education in Ukraine in the context of the return of emigrants to their home country, highly qualified specialists, in particular, is fast effective reforming of education based on practical orientation; appreciation of social phenomena in the context of their cultural values and the dynamics of society; global character of curricula (ethnocentrism, multiculturalism, interdisciplinarity, universality, innovativeness of international comparison and large potential for fulfilling needs in developing skills).

The article attempts to analyze the fundamental principles of Vasyl Sukhomlynsky’s educational work concerning the purpose, content, specific aspects of the Pavlysh School elementary education organization and to compare them with the changes taking place in the modern Ukrainian elementary school system. The ideas of the teacher’s and pupil’s creative potential development, the use of innovative techniques and technologies, the creation of educational and developmental environment, which were incorporated by Sukhomlynsky and now form the basis of the New Ukrainian School Concept, are highly important for educational reforms. First of all, the article analyzes the influence of the Sukhomlynsky’s leading idea – person-oriented pedagogy – on the formation of child-centered pedagogy in the development of the new Ukrainian school. The comparative analysis has been carried out, which examines the goal and general approaches to the learning process organization, which were developed and implemented in the Pavlysh School learning process by Sukhomlynsky and then to the new Ukrainian school, and has showed their further development in modern ideas of elementary education. The article also proves that Sukhomlynsky’s ideas were way ahead of their time, and that the Ukrainian school reforming process is based on the best traditions of national pedagogy and education.

W artykule podjęto próbę przeprowadzenia analizy podstawowych postanowień Wasyla Suchomlińskiego w odniesieniu do celu, treści, specyficznych aspektów i organizacji podstawowego kształcenia w szkole pawłyskiej i porównania ich ze zmianami zachodzącymi we współczesnej ukraińskiej szkole podstawowej. Dla reform edukacyjnych znaczący jest rozwój potencjału twórczego nauczyciela i ucznia, stosowanie innowacyjnych technik i technologii, tworzenie środowiska edukacyjnego i form rozwoju wprowadzonych przez Suchomlińskiego i stanowiących podstawę koncepcji nowej ukraińskiej szkoły. Przede wszystkim przeanalizowano wpływ wiodącej idei Suchomlińskiego – humanistycznej pedagogiki – na kształtowanie się partnerstwa pedagogicznego i pedagogiki zorientowanej na dziecko w rozwoju nowej szkoły ukraińskiej. Przeprowadzono analizę porównawczą celu, ogólnych podejść do organizacji nauczania opracowanych i wdrożonych przez Suchomlińskiego w pawłyskiej szkole i nowej szkole ukraińskiej oraz pokazano ich dalszy rozwój we współczesnych ideach szkoły podstawowej. Autor dowodzi również, że idee Suchomlińskiego znacznie wyprzedziły swój czas, a reforma ukraińskiej szkoły odbywa się w oparciu o najlepsze tradycje pedagogiki krajowej i edukacji.
