The quality of institutions is important for economic growth and inflow of foreign direct investment. Business environment institutions may introduce certain adaptations of the conditions as a response to foreign investors’ expectations. The main objective of the research was to evaluate business environment institu-tions, exemplified herein by Investor Service Centres, in terms of their active par-ticipation in the process of attracting foreign investors. The empirical investigation (using questionnaire forms, carried out in the first half of 2013) was completed by employees of 10 centres (62.5%). COI employees use most of the available sources of information about foreign investors. COIs are very active in their information search, and do not resort to the simplest possibilities, for example the Internet. Foreign investors contacted offices having previously found relevant information about chosen investment locations. COIs actively cooperate with other institutions in order to attract foreign investors. They undertake various activities to reach this aim, most of which demand a high degree of engagement. Most often COI employees promoted available investment sites themselves rather than delegate this task to agencies. In order to improve the efficiency of COIs, they should strive towards building relationships between institutions.

Nowadays, there is a great focus on the effects of cooperation between different entities. Creating social, economic and organizational relationships has become a fundamental reference of the modern innovative economy. An important fact is that connections between different economic entities are becoming more and more significant and can be seen as an instrument of solving economic problems. Business environment institutions influence economic development through supporting entrepreneurship, and consequently play a significant role in the socio-economic development of a country. Bearing that in mind, the author aims to present the significant role of business environment institutions and their activities for enterprises in the present economy.

The aim of the study is to identify the possibilities of using the services of business environment institutions by companies operating in the Polish economy. They may in fact actively use the services supporting their activities and the level of competitiveness. These services are provided by various types of institutions included in the business environment. These include: centers of entrepreneurship, innovation centers, non-bank financial institutions, self-government organizations. Unfortunately, the availability of services provided by these institutions varies greatly due to their geographical location in the individual provinces of Poland. Strong concentration of these institutions is particularly evident in the more developed regions. It appears that the system developed in Poland for supporting the competitiveness of enterprises, in principle, stimulates areas that are already dynamic, thus leading to a deepening of disparities in regional terms.

Purpose: The purpose of this article is to characterize the activity and establish the potential of business environment institutions (BEIs) in terms of supporting the innovativeness of enterprises in Poland. The business environment institutions are a group of entities offering consultancy, training, information and financial aid to businesses, particularly small and medium-sized enterprises (SMEs). This aid is necessary for the implementation of innovative processes and the development of enterprises. Design/methodology/approach: This paper utilizes subject literature studies, statistical data analysis, results of own research and observation of the economic practice. Findings: Based on the results of primary and secondary research, one can claim that cooperation between enterprises and business environment institutions leads to increased innovativeness of the former. The shrinking number of business environment institutions, reduction of their activity and clustering in more developed regions and cities, all of which have been happening in recent years, pose a great threat to the support small and medium-sized enterprises are able to receive for the implementation of innovative processes. Research limitations/implications: It would be worthwhile to learn the up-to-date opinions of entrepreneurs concerning pro-innovation support provided by business environment institutions. Practical implications: There is a need for wider cooperation between entrepreneurs, local authorities and business environment institutions for sake of building appropriate ecosystems to support the innovativeness of enterprises. The business environment institutions are a key part of such ecosystems, yet their presence in the implementation of innovative processes within small and medium-sized enterprises is insufficient. Originality/value: Study expands the knowledge about activities supporting the innovativeness of enterprises being carried out in Poland by business environment institutions.

The interviews were conducted with the 12 representatives of business environment institutions based in Lodz Metropolitan Area from July to October 2012. The purpose of this part of the study was to evaluate activities of business environment institutions aimed at supporting entrepreneurs in the Lodz Metropolitan Area.

Business environment institutions (BEIs) play an important role in the development of entrepreneurshipin their area of influence. Actual development strategies of administrative -territorial units and regional operational programmes support the creation of these institutions. In practice, however, with the emergence of subsequent BEIs, increase spatial disparities in their location. The aim of the study was to assess the spatial accessibility of existing business environment institutions in the Dolnośląske Voivodeship.On the basis of collected data on existing BEIs, distribution of population and enterprises, GIS multi -layeranalysis was performed, including transport network, nature restrictions. The conducted research showssignificant spatial disparities in the location of BEIs. On the territory of the voivodeship there are severalspatial concentrations of BEIs, as well as numerous areas with low and very low accessibility in relation tothe existing settlement network. In case of further lack of BEIs location plan on a regional scale, the existingdisparities in their location will increase, and thus the chances of entrepreneurship development in numerous areas with low accessibility to business support services will decrease. Due to the complexity of the issues undertaken, the findings in the article are of a directional nature and constitute a starting point for further in-depth research, inter alia designation of areas predisposed for the location of new BEIs.

Instytucje otoczenia biznesu (IOB) odgrywają istotną rolę w rozwoju przedsiębiorczości na obszarze ich oddziaływania. Obowiązujące strategie rozwoju jednostek administracyjno -terytorialnych i regionalne programy operacyjne wspierają tworzenie tych instytucji. W praktyce jednak, wraz z powstawaniem kolejnych IOB, narastają dysproporcje przestrzenne w ich rozmieszczeniu. Celem badania była ocena dostępności przestrzennej istniejących instytucji otoczenia biznesu na obszarze województwa dolnośląskiego. Na podstawie zgromadzonych danych o istniejących IOB, rozmieszczeniu ludności i przedsiębiorstw wykonanowielowarstwowe analizy przestrzenne. Badania wykazały istotne dysproporcje przestrzenne w rozmieszczeniu IOB. Na obszarze województwa występuje kilka koncentracji przestrzennych IOB, jak i liczne obszary o niskiej i bardzo niskiej ich dostępności w stosunku do sieci osadniczej. W przypadku dalszego braku planu rozmieszczenia IOB w skali regionu istniejące dysproporcje w ich rozmieszczeniu będą się nasilać, a tym samym szanse rozwoju przedsiębiorczości na licznych obszarach o niskiej dostępności usług wspierających biznes będą coraz mniejsze. Ze względu na złożoność podjętych zagadnień ustalenia w artykule mają charakter kierunkowy i stanowią punkt wyjścia do dalszych pogłębionych badań, m.in. do wyznaczenia obszarów wskazanych do rozmieszczenia na nich nowych IOB.

Purpose: The article's main aim is to present issues related to the importance of business environment institutions (BEIs) in creating startup ecosystems, particularly in developing the Wrocław startup ecosystem. The specific goal is to identify the most important actors of the Wrocław ecosystem and present the offer of business environment institutions operating in the city, along with their assessment. Design/methodology/approach: To achieve the intended goals, the author based her considerations on analyzing the literature on the subject, using both Polish and foreign sources, including scientific articles and reports prepared by Polish and foreign organizations. The analysis of business environment institutions in Wrocław was based on information available on the official websites of these entities, e.g., araw.pl or startupwroclaw.pl. Additionally, in the last part, the author used the results of empirical research conducted in the form of individual in-depth interviews among startups, BEIs, and experts rooted in the Wrocław startup ecosystem to learn the respondents' opinions on the quality of the institutional environment of the ecosystem in which they operate. Findings: Business environment institutions are a vital element of effective startup ecosystems worldwide. Access and support from these institutions play an important role for startups, and their importance is constantly growing. Wrocław is well-rated as an ecosystem, offering a wide range of diverse business environment institutions that support startups in consulting, incubation, technology transfer, innovation development, and access to capital. The advantages of the city include customer approach, service in English, promotion of startups, and access to infrastructure enabling development and innovation. Despite the rich offer, not all startups use it, mainly due to the lack of information, which is one of the main shortcomings and is an element that requires improvement. The lack of coordination and flow of information between BEIs, and duplication of ideas or initiatives is a problem also indicated by the business environment institutions themselves, which see the solution in greater integration of activities, e.g., under the patronage of ARAW, which is the main animator of the Wrocław ecosystem. Other problems include limited possibilities of financing activities at various stages of development, lack of audit programs, and access to certain experts/advisors. Social implications: The best startup ecosystems in the world can attract and retain the best, brightest innovators who create solutions that can revolutionize various areas of life. Well-functioning business environment institutions are part of this success while constituting an excellent example for other BEIs to follow in the international space. Although Wrocław is not among the best ecosystems in the world, it can be said that it aspires to such a group, which is reflected in various reports and rankings of the world's best ecosystems. However, in Poland and Europe, mainly Central and Eastern Europe, it is at the forefront and can serve as a benchmark for other cities. Originality/value: Many studies on startup ecosystems and startups are found in the literature. These are often studies of a general nature or relating to the most recognizable ecosystems, such as Silicon Valley, London, or Singapore. The situation is similar regarding business environment institutions, it is possible to find studies on the statistics of their occurrence, tasks performed, and the general role they play in supporting entrepreneurship. The literature lacks studies on specific examples of the functioning and creation of startup ecosystems in Poland by business environment institutions. This article refers to the example of Wrocław, which may constitute a benchmark for other cities. The article's value points out the most important BEIs in the Wrocław startup ecosystem, defining their tasks and their assessment from the point of view of entities operating in it and pointing out the most critical shortcomings requiring improvement.

Tworzenie odpowiednich warunków do prowadzenia działalności gospodarczej przez instytucje otoczenia biznesu może przyczynić się do ogólnego rozwoju gospodarczego poprzez przyciąganie nowych inwestycji i rozszerzanie już istniejących. Głównym celem badań była identyfikacja potencjalnych zmian dotyczących znaczenia instytucji otoczenia biznesu i ich wpływu na inicjowanie i prowadzenie działalności gospodarczej oraz ustalenie, czy zmiany te są istotne statystycznie. Z badań wynika, że zarówno przedstawiciele instytucji otoczenia biznesu jak i przedsiębiorcy uważają, że działania realizowane przez instytucje w czasie trwania badania nabrały większego znaczenia w porównaniu z okresem sprzed 10 i więcej lat. Ponadto, wpływ działań wdrażanych przez wszystkie wymienione w kwestionariuszu instytucje był statystycznie różny pomiędzy dwoma badanymi okresami.

The creation of adequate conditions for business activities by business environment institutions may contribute to the overall economic development by attracting new investments and expanding the existing ones. The main aim of this research was to identify the potential changes in time concerning the importance of business environment institutions and their impact on initiating and operating economic activities, and to establish whether these changes were statistically significant. The research indicates that both the representatives of various business environment institutions and the entrepreneurs found that the measures implemented by institutions during the time of this research became more significant in comparison to the period of 10 and more years before. In addition, the impact of the measures implemented by all the institutions enumerated in the questionnaire was statistically different between the two periods under investigation.

Niniejszy artykuł ma stanowić pewną przeciwwagę dla entuzjazmu, z jakim w wielu opracowaniach przedstawia się innowacyjność polskich przedsiębiorstw. Dużo pisze się na temat działań innowacyjnych organizacji, przedsiębiorstw czy korporacji, podczas gdy wielokrotnie, pomimo posiadanego przez te podmioty potencjału innowacyjnego, opisywane działania nie zawsze mogą być zaliczane do przełomowych, liczących się w świecie rozwiązań innowacyjnych. Celem przeprowadzonych badań było uzyskanie odpowiedzi na pytanie sformułowane w tytule. Metodą wykorzystaną w realizacji tego celu była analiza wybranych danych opublikowanych w oficjalnych źródłach (Komisja Europejska, GUS). Zaprezentowano wyniki najnowszego raportu Komisji Europejskiej dotyczącego innowacyjności gospodarek państw Unii Europejskiej oraz pozycję Polski w przedstawionym rankingu. Analiza ta została poprzedzona uwagami metodologicznymi, wyjaśniającymi zasady klasyfikacji państw oraz sposoby budowy wykorzystywanych wskaźników. W dalszej części przedstawiono wybrane informacje dotyczące działalności innowacyjnej polskich przedsiębiorstw oraz sposobów finansowania tej działalności, opierając się na badaniach opublikowanych przez GUS. Artykuł jest nie tylko przeglądem informacji zgromadzonych w podanych źródłach, ale przynosi również własne spostrzeżenia i wnioski, które potwierdzają tezę zawartą w sposób niejawny w tytule: gospodarka w Polsce powinna przejść jeszcze wiele przeobrażeń, aby można ją było nazwać gospodarką w pełni innowacyjną.

This study is intended to be a counterweight to the enthusiasm with which many studies show how innovative Polish enterprises are. A lot has been written about innovation activities done by organisations, companies or corporations in Poland. However, despite innovation potential held by them, their activities may not always be regarded as breakthrough solutions, bearing any importance for the global economy. The aim of the study was to answer the question formulated in the title. The method used to achieve this goal was to analyze selected data, published in the official sources (the European Commission, the Central Statistics Office in Poland), as well as to present the results of the latest Innovation Union Scoreboard, with a special attention given to the innovation performance of Poland. This analysis was preceded by methodological notes explaining the principles of the classification of countries as well as methods applied for the construction of the indicators used in the study. Based on a study published by the CSO, the study later presents selected information on innovation activities of Polish enterprises and ways of financing these activities. The article is not only a review of the information gathered in the given sources, but it also contains its own findings and conclusions that support the opinion implied in the title: in order to be called a fully innovative economy, the Polish economy has to underg a lot of changes.

This article addresses three fundamental issues. The first issue is Polish small and medium-sized service enterprises, the second - Business Environment Institutions, and the third one - the impact of these institutions on the innovation of the entities in question. The article presents part of the outcome of the research carried out on a group of over two hundred and sixty small and medium-sized service enterprises. The focus of the analysis made was on the intensity of cooperation between these entities and business environment institutions within the area of their innovativeness. The research objective of this article was to assess the impact of business environment institutions on the innovation of Polish small and medium-sized service enterprises. Prior to the commencement of the research we formulated the following research hypothesis - universities are institutions that have the most positive impact on the innovation of micro, small and medium-sized service enterprises. The research questionnaire technique was applied in the survey. The results obtained indicated that the level of cooperation between Polish small and medium-sized enterprises operating in the BEI services sector is very low. This cooperation was found to be usually sporadic or only periodic. Most of the institutions have no influence on the innovativeness of the enterprises surveyed. Only cooperation with entities representing the area of science, research and development transpires to have a significant impact on the level of innovativeness among the respondents.

Niniejszy artykuł porusza trzy zasadnicze zagadnienia. Pierwszym z nich są polskie małe i średnie przedsiębiorstwa usługowe, drugim Instytucje Otoczenia Biznesu, a trzecim wpływ tychże instytucji na innowacyjność wyżej wymienionych podmiotów. W publikacji zaprezentowano fragment wyników badań przeprowadzonych na grupie ponad dwustu sześćdziesięciu małych i średnich przedsiębiorstw usługowych. Analizowano intensywność współpracy tych podmiotów z instytucjami otoczenia biznesu w zakresie ich innowacyjności. Celem artykułu stała się ocena wpływu instytucji otoczeniu biznesu na innowacyjność polskich małych i średnich przedsiębiorstw usługowych. W badaniach zastosowano technikę badań ankietowych. Wyniki wskazały, że poziom współpracy polskich małych i średnich przedsiębiorstw działających w sektorze usług z IOB jest bardzo niski. Współpraca jest z reguły sporadyczna lub tylko okresowa. Większość z instytucji nie wywiera żadnego wpływu na innowacyjność badanych firm. Jedynie współpraca z jednostkami sfery nauki, badań i rozwoju okazuje się mieć istotne znaczenie dla innowacyjności respondentów.
