Modern terrorism is often associated with Middle East Islamic fundamentalists. This association is a result of violent terrorist attacks that have been carried out in the past few years, in various forms and according to diverse methods. As a consequence, terrorism started to be perceived as a serious problem by the public. It is also the case in Poland, where real terrorist threats occur. The paper presents a multi-faceted assessment, with respect to substantive law and statistics, of the level of terrorist threats in Poland in the years 2010–2016, regarding specific threats as well as the response of special services. The results show that the level of terrorist threat in Poland is not high, even though terrorism encompasses a whole range of crimes penalised in many legal statutes. The high efficiency of Polish special services and the Polish police in this field results from them using in an effective way legally allowed measures of counteracting terrorism.

Ensuring and protecting the security of citizens is the responsibility of the state. The state accomplishes these tasks through the specialized bodies in the field of counteracting and combating all kinds of threats. One of them is terrorism, which has become a kind of symbol describing contemporary reality. The aim of the article is to present the state’s responsibilities towards the terrorist threat and new forms of terrorism.

Związane z tym zadania państwo realizuje poprzez swoje organy wyspecjalizowane w zakresie przeciwdziałania i zwalczania wszelkiego rodzaju zagrożeń. Jednym z nich jest terroryzm, który stał się swego rodzaju symbolem opisującym współczesną rzeczywistość. Celem artykułu jest przedstawienie obowiązków państwa wobec zagrożenia terrorystycznego oraz nowych form terroryzmu.

Obecnie w Polsce funkcjonuje kilka kategorii obiektów ważnych dla bezpieczeństwa państwa (faktycznie chronionych i doinwestowanych pod względem ochrony), gdy tymczasem brakuje jakichkolwiek wymagań wobec bezpieczeństwa wielu innych rodzajów budynków użyteczności publicznej (np. szkoły, centra handlowe lub kina i teatry). Nawet dość pobieżna analiza sytuacji problemowej w tym obszarze pokazuje, że istnieje wiele wątpliwości związanych przede wszystkim z nieadekwatnym do realnego zagrożenia zamachami poziomem ochrony antyterrorystycznej wielu kategorii obiektów użyteczności publicznej. 20. rocznica zamachów na WTC i Pentagon jest znakomitą okazją do podsumowania krajowych działań mających na celu zapewnienie bezpieczeństwa antyterrory¬stycznego w polskich obiektach. Autor artykułu przedstawia stan faktyczny ochrony antyterrorystycznej budynków wraz ze wskazaniem kierunków doskonalenia i zwiększenia efektywności takich aktywności.

Currently, in Poland, there are several categories of key facilities for state security (actually protected and subsidized in the area of security), with no security requirements for a number of other types of public buildings (e.g. schools, shopping centers or cinemas and theaters). Even a fairly cursory identification of the problem situation in this area indicates that there are many doubts, mainly related to the level of anti-terrorist protection of many categories of public utility facilities inadequate to the real threat of attacks. The 20th anniversary of the attacks on the WTC and the Pentagon is therefore an excellent opportunity to summarize national activities in the field of ensuring anti-terrorist security in Polish facilities. The aim of the article is to indicate the actual state of affairs in the field of anti-terrorist protection of buildings along with an indication of the directions for improvement and increasing the effectiveness of such activities.

Artykuł jest sprawozdaniem z badań prowadzonych w celu identyfikacji zadań realizowanych przez Siły Zbrojne Rzeczypospolitej Polskiej w celu przeciwstawienia się zagrożeniom o charakterze terrorystycznym na lądzie. Badania obejmowały analizę aktów prawnych, na podstawie których mogą być prowadzone tego typu działania. Wyodrębnienie zadań antyterrorystycznych może przyczynić się do zwiększenia wiedzy oraz może wspomóc przegotowanie się wojska do przeciwdziałania zagrożeniom terrorystycznym samodzielnie jak i we współpracy z Policją, Strażą Graniczną oraz Służbą Ochrony Państwa.

The article is a report on research carried out to identify the tasks performed by the Armed Forces of the Republic of Poland to counteract terrorist threats on land. The research included an analysis of legal acts on the basis of which such activities can be carried out. Separating anti-terrorist tasks may contribute to increasing knowledge and may help prepare the army to counteract terrorist threats independently and in cooperation with the Police, Border Guard and the State Protection Service.

The modern world is full of multifaceted security threats. These threats undoubtedly include terrorist threats. Currently, the phenomenon of terrorism is ubiquitous and has become an inseparable element of the landscape of the modern world. Terrorism is a challenge for entities of the state security system responsible for ensuring public security. Preparation of representatives of entities ensuring security requires actions both at the legal and training level. Conducting effective anti-terrorist activities requires preparation through a training process, which includes training in the use and use of firearms. The use of modern technologies in the process of shooting training due to a number of possessed functionalities that build, among others situational realism. The above is an important element supporting traditional training, thus creating an opportunity and a challenge for public and private research and development units in searching for innovative training tools.

Współczesny świat jest pełen wielopłaszczyznowych zagrożeń bezpieczeństwa. Do zagrożeń tych niewątpliwie zaliczają się zagrożenia o charakterze terrorystycznym. Obecnie zjawisko terroryzmu jest wszechobecne i stało się nieodłącznym elementem krajobrazu współczesnego świata. Terroryzm jest wyzwaniem dla podmiotów systemu bezpieczeństwa państwa odpowiedzialnych za zapewnienie bezpieczeństwa publicznego. Przygotowanie przedstawicieli podmiotów zapewniających bezpieczeństwo wymaga działań zarowno na płaszczyźnie prawnej, jak i szkoleniowej. Prowadzenie skutecznych działań antyterrorystycznych wymaga przygotowania poprzez proces szkoleniowy, ktorego elementem jest szkolenie z zakresu użycia i wykorzystania broni palnej. Zastosowanie współczesnych technologii w procesie szkolenia strzeleckiego jest istotne z uwagi na szereg posiadanych funkcjonalności budujących m.in. realizm sytuacyjny. Powyższe stanowi istotny element wspomagający tradycyjne szkolenia, tworząc tym samym szansę i wyzwanie dla państwowych i prywatnych jednostek badawczo-rozwojowych w poszukiwaniu innowacyjnych narzędzi szkoleniowych.
