Obviously, providing unique answers to the alternatives of a decision is a prerequisite for each authentic decision making theory. It is common knowledge that the Eigenvalue Method, usually applied in the Analytic Hierarchy Process, in a unique way captures the transitivity in matrices that are not consistent. This could lead to the conclusion that maybe the Eigenvalue Method is the only proper way to enable reliable decision making based on priority weighing during pairwise comparison judgments in a situation when inconsistency takes place. Undoubtedly, however, the Eigenvalue Method, in spite of obvious benefits, also has a few drawbacks which perhaps, should be also taken into consideration before labelling it as exceptional. That is also the reason why a relatively novel and new approach is introduced in this article. In the approach presented herein, an optimization procedure is combined with the Eigenvalue Method, which enables the retaining of advantages of the latter, while at the same time avoiding its drawbacks.

Deriving true priority vectors from intuitive pairwise comparison matrices constitutes a key part of the Analytic Hierarchy Process. The Eigenvalue Method, commonly applied in the Analytic Hierarchy Process, is the most popular concept in the process of ratio scaling. It is known that the Eigenvalue Method captures transitivity in matrices that are not consistent in a unique way. However, there are other methods such as statistical estimation techniques and methods based on constrained optimisation models that are equally interesting. This article compares two novel methods for priority vectors deriving, which combine the eigenvalue concept with a constrained optimisation based approach. Evidence is provided that contrary to the logarithmic least squares method, they coincide with the Eigenvalue Method in capturing the ratio scale rank order inherent in inconsistent pairwise comparison judgments.

Landslides are one of the natural hazards that many countries around the world are facing. In Morocco, the Rif regions are the most affected by these phenomena. Each year they cause enormous damage to the road network and infrastructure, especially in our study region, the province of Larache. The study region is subject to several opening up and road construction projects, which is why it is necessary to predict and identify the most vulnerable areas beforehand, in order to propose measures and techniques which are adequate for protection and reinforcement. The main goal of this study is to develop a susceptibility map to ground movements using a multi-criteria spatial assessment approach, and in order to reduce subjectivity, we have used a method for analyzing such complex decisions, which is the analytic hierarchy process (AHP) implemented in the geographic information system (GIS). Seven factors have been considered as conditioning factors in the occurrence of landslides, which are: lithology, fracturing density, slope, aspect, land use, density of the hydrographic network, and altitude. To verify the results obtained, we performed a correlation analysis of ground movements, already inventoried and verified in the field, with the susceptibility classes that were calculated. This analysis is accompanied by a statistical study.

A prediction model is presented of the ship propulsion risk, i.e. a risk of the consequences of loss of the ship propulsion capability. This is an expert model based on opinions elicited by the ship power plant operators. The risk level depends, among other things, on the reliability state of the ship propulsion sys-tem components. This state is defined by operators in a linguistic form. The formal risk model parameters are determined by means of a neural network. The model may be useful in the ship operation decision processes.

The article presents a description and comparison of criteria used for choosing the location of a wind farm. The criteria include measurements of wind kinetic energy on a given location, location of wind turbines, location of the transmission line which is used for power transfer from a wind farm to a substation, location of local infrastructure and a grid connection related with technical requirements and project environment. In order to compare the above mentioned criteria, the AHP (Analytic Hierarchy Process) method was used, with a 1 to 9 point scale. As far as matching preferences with criteria is concerned, it embraces issues of obtaining decisions and permissions. The main objective of the article is to create a ranking of criteria in their correlation to probability of project success. The article presents the introduction of comparative analysis of a few planned projects, with regard to the time needed to obtain construction permit.

Artykuł przedstawia opis oraz porównanie kryteriów wyboru lokalizacji farmy wiatrowej. Kryteria te uwzględniają pomiary wietrzności na rozpatrywanym terenie, lokalizację turbin wiatrowych, lokalizację linii elektroenergetycznej służącej do przesyłu wyprodukowanej energii elektrycznej od farmy wiatrowej do stacji elektroenergetycznej (GPZ), infrastrukturę towarzyszącą, warunki techniczne przyłączenia do sieci elektroenergetycznej oraz otoczenie projektu. Do porównania kryteriów zastosowano metodę AHP (ang. Analytic Hierarchy Process), przyporządkowując skalę ocen preferencji od 1 do 9. Przyporządkowanie preferencji do danego kryterium uwzględnia problematykę uzyskania decyzji i pozwoleń wynikających z prawa polskiego oraz wiedzę ekspercką. Celem artykułu jest ustalenie rankingu kryteriów, biorąc pod uwagę ich wpływ na powodzenie projektu budowy farmy wiatrowej, co jest wstępem do dokonania analizy porównawczej planowanych projektów budowy farm wiatrowych ze względu na czas uzyskania pozwolenia na budowę.

This paper presents a model, based on Analytic Hierarchy Process, to support a maintenance manager with a suitable tool for focusing on the most relevant choices which need to be prioritized. The paper provides an insight on how structural and infra-structural decision elements, traditionally conceived for assessing the manufacturing strategy of a company, could be adopted as criteria for configuring a maintenance system. A model based on Analytic Hierarchy Process has been developed and tested in two industrial case studies in order to demonstrate how it can guide a maintenance manager in keeping the strategic decisions coherently with the overall company’s manufacturing strategy. Main beneficiaries are mainly maintenance managers who have to tackle relevant strategic decisions in managing their maintenance systems. Given the increasing role of maintenance within the operations strategy of a company, the heterogeneity of actors involved, with the relevant risk of assuming conflicting decisions, it is of utmost importance to lever on adequate and shared decision support systems rather than relying on a mere empirical knowledge. The model proposed in this paper, based on the Analytic Hierarchy Process, fills this gap since it provides a structured support in the decision making process by comparing and prioritising the relevant strategic decisions pertaining to the configuration of a maintenance system.

This paper recalls the definition of consistency for pairwise comparison matrices and briefly presents the concept of inconsistency index in connection to other aspects of the theory of pairwise comparisons. By commenting on a recent contribution by Koczkodaj and Szwarc, it will be shown that the discussion on inconsistency indices is far from being over, and the ground is still fertile for debates.

The paper discusses the problems of the methods for aiding the process of making multicriteria decisions. The meaning of the decision-making process in human activity is shown, with characterization of various ways aiding the process. A mathematical model of one of the most common methods of that type is presented, namely the AHP (Analytic Hierarchy Process). Proper algorithm is developed and computer implementation of the AHP Method is presented in the form of an application of the Web Forms type. In order to create the application the ASP.NET Technology and C# Language have been used, making use of the object-oriented programming paradigms. The advantages of the new application are characterized and the results of an example decision process are displayed.

The dynamic development of additive manufacturing technologies, especially over the last few years, has increased the range of possible industrial applications of 3D printed elements. This is a consequence of the distinct advantages of additive techniques, which include the possibility of improving the mechanical strength of products and shortening lead times. Offshore industry is one of these promising areas for the application of additive manufacturing. This paper presents a decision support method for the manufacturing of offshore equipment components, and compares a standard subtractive method with an additive manufacturing approach. An analytic hierarchy process was applied to select the most effective and efficient production method, considering CNC milling and direct metal laser sintering. A final set of decision criteria that take into account the specifics of the offshore industry sector are provided.

AHP and the Kano model are such prevalent TQM tools that it may be surprising that a true hybrid decision-making model has so far eluded researchers. The quest for a hybrid approach is complicated by the differing output perspective of each model, namely discrete ranking (AHP) versus a multi-dimensional picture (Kano). This paper presents a hybrid model of AHP and Kano model, so called two-dimension AHP (2D-AHP). This paper first compares the two approaches and justifies a hybrid model based on a simple conceit drawn from the Kano perspective: given a decision hierarchy, child and parent elements can exhibit multi-dimension relationships under different circumstances. Based on this premise, the authors construct a hybrid two-dimension AHP model whereby a functionaldysfunctional question-pair technique is incorporated into a traditional AHP framework. Using the proposed hybrid model, this paper provides a practical test case of its implementation. The 2D-AHP approach revealed important evaluation variances obscured through AHP, while a survey study confirmed that the 2D-AHP approach is both feasible and preferred in some respects by respondents. Although there have been rich research efforts to combine AHP and Kano model, most of them is simply about a series of individual usage of each methodology. On the other hand, the type of hybridization between AHP and Kano model in this paper is quite unique in terms of the two dimensional perspective. The model provides a general approach with application possibilities far beyond the scope of the test case and its problem structure, and so calls for application and validation in new cases.

One of the key factors that contribute to the proper growth and development of agricultural mechanization is the selection of a sustainable combination of agricultural machinery. This study aims to evaluate and select a sustainable combination of agricultural machinery for rice cultivation in a specific region using hybrid decision-making of AHP-fuzzy GRA methods. First, the agricultural operation program and related types of agricultural machinery applied in the region were investigated. Then several sub-criteria were selected for the selection process, in three main criteria (economic, social, and environmental) using literature, chosen by Delphi scores and weighted by pairwise comparison. Finally, available machinery options for each operation were ranked using fuzzy gray relational analysis. Results showed that hybrid methods are powerful tools for solving similar problems confronted with qualitative and quantitative criteria.

This paper proposes the application of the Analytic Hierarchy Process method to support decision making regarding the selection of an Enterprise Resource Planning system in a manufacturing company. The main assumption of the work is that the management of the selection of an ERP system should consider that the most important selection criteria are concerned with the functionality of the ERP system. Besides this, the aspects of total cost of ownership, technical support and implementation time or vendor experience are taken into consideration to guarantee a successful ERP implementation. The proposed procedure of an ERP system selection is dedicated for small and medium manufacturing enterprises. A structure of attributes for the AHP method is proposed on the basis of an analysis and identification of critical success factors. Different kinds of production (make-to-stock, make-to-order and engineer-to-order are taken into consideration). Illustrative examples are also given.

Przedstawiono metodę oraz program do oceny innowacyjnych rozwiązań, wspomagający podejmowanie decyzji o wprowadzaniu tych rozwiązań. Usystematyzowano czynniki i kryteria mające znaczenie dla wyboru rozwiązania innowacyjnego. Zastosowano Analityczny Proces Hierarchiczny, jako metodę bazującą na opiniach ekspertów, służącą rozwiązywaniu wielokryterialnych problemów decyzyjnych dla ustalania ważności czynników, mających znaczenie przy ocenie innowacyjnych przedsięwzięć. Dokonano wyboru najskuteczniejszego rozwiązania na podstawie przeprowadzonej analizy i oceny ważności przyjętych kryteriów.

The article describes a method and software for computer aided decision making on evaluation of innovative solutions. Factors and criteria relevant for innovative solution choice have been systematized. Analytic Hierarchy Process has been applied. This method based on expert opinions was conceived for multicriteria decision making through ranking the importance of factors relevant for evaluation of innovations. The analysis and the importance evaluation of applied criteria resulted in choosing the optimal solution.

Zastosowanie metod i narzędzi wielokryterialnych pozwala na kompleksową ocenę analizowanych wariantów inwestycyjnych. Szersze spojrzenie na inwestycje związane z rozbudową systemu gazowego, uwzględniające czynniki tech-niczne, ekonomiczne, społeczne, środowiskowe oraz ocen ryzyka pozwala na wskazanie najbardziej kompromisowych roz-wiązań rozwoju systemu gazowego. Podejmowanie decyzji w oparciu o wyżej wymienione metody wpisuje się w zrówno-ważone planowanie energetyczne, które w zależności od skali prowadzonych analiz może być stosowane w odniesieniu do gmin, powiatów, województw bądź kraju.

Application of multicriteria methods and tools allows a more complete verification of the analyzed in-vestment options. Broader view of investment in the expansion of the gas system, including technical, economic, social, environmental factors and risk, determine more optimal solutions from the gas system development side. This way of decision making is part of a sustainable energy planning. Depends on the scale of ongoing analysis, it can be easily applied to communes, poviat, districts or country.

The decisions involved in rural settings are of complex nature, with some aspects compounded by the presence of intangible criteria. Hence, a suitable approach is needed that can produce effective solutions. This paper describes the applicability of a multicriteria decision-making method, specifically the analytic network process (ANP), to model the selection of an appropriate telecommunications infrastructure technology, capable of deploying e-services in rural areas of developing countries. It aims to raise awareness among telecommunication planners about the availability of ANP, and to demonstrate its suitability to enhance the selection process. The proposed model is constructed based on concerned experts' views of relevant selection criteria and potential technology alternatives. Its network structure caters for all possible dependencies and interactions among criteria and alternatives.

Właściwa analiza lokalizacji źródła wytwórczego istotnie wpływa na pomyślność realizacji projektu inwesty-cyjnego. Na etapie planowania inwestycji, oprócz analizy opłacalności finansowej, należy uwzględnić wymagania dotyczące lokalizacji, które są regulowane prawnie. Ustawy: prawo energetyczne, prawo budowlane, prawo ochrony środowiska zawierają wytyczne, które należy uwzględnić przy planowaniu nowych inwestycji. Celem artykułu jest wskazanie kryteriów określających parametry lokalizacji inwestycji i wspomagających jej wybór w taki sposób, aby szanse na jej realizację były jak największe. Poszczególne funkcje kryterialne, ze względu na ich nieliniowy charakter, mogą przyjmować wartości decydujące o ich nie uwzględnieniu w procesie wyboru bądź zadecydować o konieczności rezygnacji z danej lokalizacji. Praca przedstawia opis programu wspomagającego decyzje o lokalizacji źródła wytwórczego energii elektrycznej. Podstawą działania programu jest dokonanie oceny poziomu zaawansowania poszczególnych etapów realizacji projektów budowlanych. Program określa również ryzyko nieuzyskania kompletu decyzji i pozwoleń, co prowadzi do nieplanowanego wydłużenia realizacji projektu lub do jego zamknięcia. Przeprowadzenie tego typu analizy jest ważne zarówno dla projektanta jak i dla inwestora, dostarcza bowiem wielu dodatkowych informacji przed podjęciem ostatecznych decyzji.

Analysis of the electricity generation sources location significantly affects the success of the investment project. At the planning phase, except for feasibility studies, requirements regarding the location regulated by law should be also considered. During planning new investments a number of guidelines should be taken into account. The guidelines are included in the act on energy law, construction law, environmental law and others. This article aims to identify important issues which are to be considered in planning the location of investments so that the chances of its realization could be the greatest. The issues are presented in the form of criteria for the investment localization parameters which due to non-linear type may be negligible or prompt to abandon the location. The paper presents a description of the program supporting a decision maker in terms of deciding the location of electricity generation sources. The basis of the program is to assess the level of advancement of individual stages of construction projects. The program also defines the risk of failure to obtain a set of decisions and permits, leading to unplanned extension of the project or to its closure. Carrying out the type of analysis in question is important for both the designer and for investors because it provides plenty of additional information before making the final decision.

In order to compare the above mentioned criteria AHP (Analytic Hierarchy Process) method was used, with 1 to 9 point scale. As far as matching preferences with criteria is concerned it embraces issues of obtaining decisions and permissions. The aim of the article is to create a ranking of criteria in their correlation to probability of project success. After analysis indicated that the dominant influence on the time to obtain a permit for the construction of a wind farm is to obtain the environmental conditions for the wind farm area and obtaining issue terms of connection to the transmission grid.

The evaluation of risks discharges very often into subjective assessments of the probability of occurrence and / or the extent of loss. These assessments show a low transparency concerning the development of the judgements and are influenced by various different cognitive effects hindering the assessing persons to better accomplish this important step in the handling of risks. The Analytic Hierachy Process [AHP] is an instrument which has especially been used in the field of strategic decision making to solve similar problems of inducing people to make their tacit knowledge explicit. This way it seems reasonable to adopt the AHP methodology for the assessment of risks. For that purpose an AHP risk evaluation model is built up on the basis of the analysis of advantages and disadvantages of existing risk evaluation models. The elaborated risk evaluation using AHP is finally founded upon the separated judgement of the risk parameters and the quantification with the concept of fixed points. The model delivers an adequate base of operations for risk regulation and reduces the problem areas of low transparency and negative impacts of cognitive effects.

Sedno niniejszego artykułu stanowi opracowanie i przybliżenie kilku, spośród licznie występujących w literaturze, metod pomiaru i ewaluacji odporności rozpatrywanych struktur (w tym przypadku – łańcuchów dostaw). Artykuł ten poprzedzono wskazaniem definicji odporności, a także bardziej precyzyjnie – odporności łańcucha dostaw.

In the face of numerous events that threaten both people’s sense of security, as well as the continuity of technical systems, the issue of considered structures’ resilience to negative external factors is becoming increasingly important. Resilience is an interdisciplinary term interpreted in numerous fields of science, as well as the daily life of human. The crux of this article is to develop a few methods of considered structures’ (supply chains) resilience measurement and evaluation. This work was preceded by indication of supply chain resilience definitions.
