Artykuł dotyczy podstawowych zagadnień związanych z hałasem lotniczym. Przedstawiono charakterystyki hałasu słyszalnego i infradźwiękowego, który bezpośrednio oddziałuje na otoczenie lotnisk. Zaproponowano klasyfikację źródeł hałasu na przykładzie samolotu z napędem odrzutowym. Omówiono również wpływ hałasu lotniczego na otoczenie bliskie i dalsze.

The article is dealing with air noise and the characteristics of audible and infrasonic noise associated with it. Characteristics of the audible and infrasonic noise were described. These sounds directly have an influence for surrounding airports. A ranking of noise sources was presented using the example of turbo and fan jet engines. The influence of air noise on the immediate environment and more distant airfields were also discussed.

W artykule omówiono zagadnienie wpływu transportu lotniczego na środowisko naturalne. Jako podstawę rozważań przyjęto pojęcie zewnętrznych środowiskowych, obejmujące emisję hałasu oraz wpływ operacji lotniczych na jakość powietrza i zmianę klimatu. Hałas lotniczy jest najbardziej uciążliwy dla mieszkańców obszarów przyległych do lotnisk i stanowi główną barierę dla rozwoju infrastruktury lotniczej. Zanieczyszczenia emitowane przez statki powietrzne powodują wiele chorób oraz przyczyniają się do przedwczesnej śmiertelności. Operacje wykonywane na lotniskach zasadniczo wpływają na stan powietrza na obszarach do nich przyległych, jednak najnowsze badania wskazują, że emisja związków szkodliwych na wysokościach przelotowych, również wpływa na jakość powietrza. Powyższy fakt wymusza prace legislacyjne, mające na celu prowadzenie kontroli emisji związków szkodliwych w całym zakresie użytkowania statku powietrznego.

Paper discussed the issue of the impact of air transport on the environment. As a basis for deliberations adopted the concept of external environmental costs, including noise and the impact of airport operations on air quality and climate change. Aircraft noise is the most troublesome for the residents of areas adjacent to the airport and is a major barier to the development of aviation infrastructure. Pollution emitted by aircraft cause a number of diseases and contribute to premature mortality. Operations performed at airports are essential to the condition of the air in the areas adjacent to them, but recent research indicates that emissions of harmful compounds at higher altitudes, also affects air quality. This fact forces the legislative work aimed at carrying out the emission of harmful compounds in the entire range of the aircraft operation.

Fair and effective compensation of loss in restricted use areas surrounding airports in Poland

The intervention on the real estate market through a restricted use area (RUA) surrounding an airport changes the situation of the parties to the conflict and determines the manner of resolving the dispute, which is caused by noise externalities. The state, as a third party to the contract, influences the level of transaction costs on the real estate market. The aim of the publication is to present and compare the concepts of compensating loss relating to residential real estate located within RUAs surrounding airports according to the market value and fair value, as well as to present the methodology and estimates of social costs related to this kind of intervention. The methodological perspective is an effectiveness (market) based justifi cation of the intervention derived from R. Coase’s views, which are subject to critical assessment. Legal and economic deliberations are presented on the basis of studies, conducted in 2016-2018 for 5 largest Polish airports (according to the number of passengers), regarding the assessment of loss compensation in RUAs in the case of residential, single-family houses. The results of empirical research and the case study concern one airport, namely Poznań – Ławica. Theoretical considerations focus on comparing and searching for a legal, economic, and social justifi cation of utilizing two bases of valuation, namely: market value and fair value. The methodology of research has been arranged with the use of R.A. Posner’s approach. The discussion is divided into two parts: an analysis of the regulating element (the legal system) and the changes of the real estate market conditions from the point of view of price and cost levels after the implementation of a RUA.
