This paper investigates major factors of youth unemployment in Spain from 1999–2012 and suggests a policy reform in order to mitigate its structural youth unemployment problem. Previous work in the research area of youth unemployment in Spain has largely focused on the impact of the economic crisis on youth unemployment but failed to identify causes for the structural nature of the problem when providing policy recommendations. In the frame of this research project, a causal model consisting of twelve variables has been established and used in order to disclose which factors have been determining youth unemployment the most in Spain from 1999-2012. The relationships between each of the twelve (independent) variables and youth unemployment (dependent variable) is analyzed using SPSS. Based on the findings of this analysis, a policy recommendation to substantially decrease the youth unemployment rate in Spain is provided. This paper finds that active labor market policies (ALMP) are the key to solving the youth unemployment problem and suggests a three-step policy reform to mitigate the youth unemployment rate in Spain.

W publikacji są przedstawione główne założenia dotyczące duńskiego narzędzia aktywnej polityki rynku pracy – WellBox. Stanowi ono rodzaj programu społecznego, który łączy interesy osób poszukujących pracy, pracodawców oraz władz publicznych. Celem publikacji jest zaprezentowanie korzyści wdrażania modelu w Polsce, a także identyfikacja barier jego skutecznego działania. W publikacji posłużono się przykładem projektu „Klub Integracji Społecznej w Łapach i Zabłudowie” realizowanego w województwie podlaskim, który zakłada zastosowanie elementów WellBox. Publikacja została opracowana na podstawie zarówno pierwotnych badań jakościowych, jak i danych ze źródeł wtórnych.

The paper presents the main objectives of the Danish instrument of active labour market policy – WellBox. It represents a kind of social program that combines the interests of job seekers, employers and public authorities. The aim of the publication is to present the benefits of implementing that model in Poland, as well as to identify barriers to its effective operation. The publication is based on the example of the project conducted in Podlaskie Province – “Social Integration Club in Lapy and Zabludow”, which involves the elements of WellBox. This publication has been prepared on the basis of both qualitative primary research and sources of secondary data.

The aim of the article is to present a general overview of the selected legal measures supporting elderly unemployed people in returning to the labour market in Germany. Analyses taken will be the basis of further research on Polish theoretical model of preventing unemployment among older persons. The following considerations apply to the legal institutions most commonly featured in literature.

Celem artykułu jest ogólna charakterystyka środków prawnych aktywnie wspierających powrót osób starszych na niemiecki rynek pracy, która będzie stanowić podstawę dla dalszych badań nad opracowaniem modelu przeciwdziałania bezrobociu wśród osób starszych. Rozważania obejmują instytucje prawne najczęściej omawiane w literaturze przedmiotu.
