The evolution of character and a range of public goods is a derivative of social and economic development of countries and their international milieu. Functions which were concerned with public goods management and had been initially attributed to sovereign nations, were transferred to local government and together with emergence of problems in international or even global scale were transferred to international institutions. It contributes to re-defi ne the range of public goods and institutions which are responsible for their management. This article is an attempt to identify factors which either positive or negative infl uence on local government. There is an assumption, that in view of qualitative character there is a need of exploratory direct research to measure the connection between changes and their effects.
