Artykuł w szerszym świetle przedstawia możliwości wykorzystania wolontariuszy podczas masowych imprez sportowych oraz jaką grupę społeczną tworzyły osoby nieodpłatnie pracujące w Poznaniu.

Nowadays volunteers are a permanent element of sport competitions around the world. In the article authors described functions performed by the volunteers working during UEFA EURO 2012™ in Poznan which were associated with the transport of merchandises, people and organizing matches. The sociodemographic status of volunteers working in the two Official UEFA EURO 2012™ Programs of Voluntary Work were described. In a broad sense, article shows numerous possibilities of employing volunteers for sport competitions.

Legal Prevention of Ambush Marketing – Case Study of UEFA Euro 2012

Given the seriousness and negative consequences of the ambush marketing phenomenon, it was necessary to fight with great force and strength ambush marketing activities by developing effective prevention strategies. There might be two categories of strategies distinguished: reactive and proactive strategies (Burton & Chadwick, 2008). The most common proactive strategy is to pass normative acts regulating the issues of ambush marketing by the host-country of the sporting event. The purpose of this paper is an analysis of Polish preparations to host the 2012 UEFA European Football Championship in the context of the legal response to unfair practices of ambush marketing. The scope of existing legislation of general application provides sufficient protection for the obligations arising from the Polish international agreements. Issues relating to the protection of intellectual property rights are governed by acts dealing with combating unfair competition, copyright and industrial property law. Poland has not introduced additional regulations protecting the rights of the organizers and official sponsors of major sporting events against fraudulent marketing activities. When analyzing the current legal status it can be concluded that Poland fulfilled the guarantees provided to UEFA. The government adopted the simplest solution: they accepted the facts and did not make any amendments to the existing legal system.

W ostatnich latach, jak wykazują statystyki, zmniejsza się liczba zachowań chuligańskich na samym stadionie, a przemoc i agresja zostaje przeniesiona poza obiekty sportowe. Stąd też z punktu widzenia bezpieczeństwa masowych imprez sportowych istotne miejsce zajmują kwestie związane z monitorowaniem przemieszczania się kibiców. Należy zaznaczyć, że football nie jest przyczyną zachowań chuligańskich a jedynie platformą, miejscem, gdzie sfrustrowani ludzie reagują korzystając z dużej zbiorowości, a często również anonimowości, która daje poczucie bezkarności. Kluczowa rolę w systemie bezpieczeństwa imprez masowych odgrywa Policja, ustawowo zobowiązana do zapewnienia i utrzymywania bezpieczeństwa i porządku publicznego.

Recent statistics show that incidents of hooliganism occurring within the football stadiums have been on the decline and violence and aggression have been transferred outside the sport facilities. Thus, from the perspective of the security of mass events it is essential to closely monitor the movements of football fans. However, it should be emphasized here that football itself is not the cause of hooligan behavior and only a platform on which frustrated individuals have a chance to release their anger by taking advantage of being anonymous in a large crowd. Being in a group of people gives hooligans the feeling of impunity. The key role in the system of providing security of mass events is played by the Police which is obliged by law to assure and maintain security and public order.

Zbliżające się Mistrzostwa Europy w Piłce Nożnej UEFA EURO 2012, które odbędą się w Polsce oraz na Ukrainie, stanowią ogromne wyzwanie transportowe dla miast gospodarzy. Doświadczenia miast w których organizowane były tego typu imprezy, ale również miast polskich, które organizowały lub organizują cyklicznie imprezy masowe dowodzą konieczności zapewnienia znacznej podaży w transporcie zbiorowym, jedynym środku, który jest w stanie obsłużyć ogromne ilości uczestników, w stosunkowo krótkim czasie. W artykule przedstawiono w skrócie wnioski oraz zalecenia dla obsługi transportowej z wykorzystaniem transportu szynowego Stadionu Miejskiego we Wrocławiu, jednej z aren UEFA EURO 2012, sformułowane przez zespół projektowy, w pracach którego uczestniczyli autorzy.

European Football Championship UEFA EURO 2012, which will be organized by Poland and Ukraine, determined a huge transportation challenge for the host cities. According to the experience taken during the similar events and by the cities which organized such events in the past, the only means of transport which are able to ensure a proper service are the means of public transport, due to the large number of participants in relatively short time. Polish host cities’ transportation systems enable fan’s PT service by bus, tram or rail, but the track systems have an advantage on the road one, taking into consideration reliability and capacity criteria. The conclusions formulated by the project team (including paper authors) for the Wroclaw Arena concerning the transportation service during the UEFA EURO 2012 have been presented in the paper.
