This article is about the policy of the European Union and the Republic of Poland on small and medium-sized enterprises (SME). Small and medium-sized enterprises are very important in the economy of the European Union and the candidate countries (e.g. Poland). About 66% of the whole amount of workers work in such companies which produce about 65% of global value of production in the EU. Only 1% of all enterprises in the EU are not small or medium-sized enterprises. The importance of role of the SME sector in the economy of the EU is underlined in the Treaty of the EU from Maastricht and in the other sources of the European Law. Main points of the policy of the European Union and the Republic of Poland on small and medium- sized enterprises are realized by making use of financial or legal instruments and by financial advising. The policy of the Republic of Poland on the SME sector is very similar to the policy of the EU. The main bill of this policy is "An Act of Economy Activity" which defines what a small or a medium-enterprise is. The authors of the article define three main purposes which should be achieved by the policy on the SME sector in Poland: to strengthen its concurrency on the market, raising its export and investment value. These three purposes can be achieved by improvement in the public finance system and tax system- to be more clear and understable, by reduction of bureaucracy, by enlargement of advising system and of a loan market, by creating instruments which can help to strengthen the capital venture market. The role of the government and the municipal authorities in these processes is also underlined. At the end of the article there is a summary in which the authors state that Poland tries harmonizing its policy on the SME sector with standards of the European Union and -as a result- these enterprises can be stronger in the future. Small entrepreneurship state in Russia is still under its potential and demands for effective strategic management of regional authorities. Business performance indicators currently being used in regional management are old fashioned and they not effective in evaluation of performance of small enterprises. The authors calls for introducing a balanced system of quantitative indicators which, they believe, are more useful in measuring processes and results of small entrepreneurship.(original abstract)
Mikro i małe firmy stanowią niezmiernie istotny element polskiej gospodarki. Jak podają statystyki GUS - w pierwszym półroczu 2011 roku tempo wzrostu gospodarczego wyniosło 4,3% i było zbliżone do odnotowanego w 2010 roku - 3,8% i relatywnie wysokie na tle innych krajów europejskich. W przeprowadzonej analizie wyników ekonomicznych mikro i małych firm wyliczone indeksy wykazały wartości niższe niż neutralne 100, co oznacza pogarszającą się ich sytuację finansową. Również wyliczone średnie wartości indeksów za lata 2010 i 2011 potwierdzają ten stan, szczególnie w przypadku małych firm. Pocieszający jest jednak fakt, że wiele mikro i małych firm rozwija się przy wykorzystaniu unijnych i krajowych programów pomocowych. (abstrakt oryginalny)

Micro and smaller companies constitute the crucial element of the Polish economy exquisitely. According to statistics GUS in the 2011 first half-year to the economic growth rate amounted to the 4.3% and was similar to the year made a note in 2010 of the - 3.8% and relatively high relating to other European countries. Listed student record books showed lower than neutral values in conducted analysis of micro economic outturns and smaller companies 100 what is marking deteriorating their financial standing. Also enumerated mean of indices in years 2010 and are confirming this state 2011, particularly in case of smaller companies. However a fact is comforting, that a lot of micro and smaller companies are being developed at using EU and domestic relief programmes. (original abstract)
