Each process that takes place in social and economic space is conditioned by a number of factors and determinants that may affect this area in varying degrees and with different strength. Nowadays the most important process is connected with new economy (where the emphasis is put on intangible factors such as knowledge, creativity, innovation). In this process identifying the development factors is especially crucial for small territorial units, because it is a place where real processes of production of goods take place. The article aims to identify the basic determinants of local communities development in Kłodzko districts with special impact put on endogenous factors. (original abstract)

The paper is focused on the evaluation of management and analytical concepts employed either for performance measurement and local government management quality measurement or as a system approach for coordination of local development processes. At present, there are many theoretical concepts; some of them are similar to a wider extent both with respect to used methodology and indicators (CAF, EFQM). For the selection of a suitable conceptual framework for the development of a specific territory, the selection of a specific theoretic concept is not as much important as the level of its implementation in decisionmaking and management mechanisms at the local or regional level, because vast majority of the characterized concepts provide, in principle, sufficient evaluation and strategic approach applicable for strengthening of competitiveness of a municipality or a region. The article discuss the objectives of European cohesion policy for the period 2014- 2020. The article next presents the trends which are required in terms of stimulating the development of polish regions in the future. Regional policy in Poland is dominated by European cohesion policy. Most of the funds which finance investment projects in the regions come from the EU budget, despite the fact that European cohesion policy is supposed to be complementary, and not dominant, in relation to national policies. The challenge of Polish regional policy is to develop the kind of operating model in which participation of the country and regional governments in decision-making and financial matters is dominant.

Modem concepts of regional development connected with such features as those of forming networks, clusters of enterprises, etc. assume that creating the best conditions for innovative regional development is possible only by the union of forces of various types of its participants: such as their enterprises, self-government, supporting institutions and research institutions. The greatest barrier to cluster formation and development in Poland is the absence of cooperation among companies, also considered as one of the lingering factors of communism. The main cause of these situations is approach the lack of knowledge about the clusters of enterprises and the fear of own enterprises. The lack of these proinnovations mechanisms in Poland like cluster is causing a situation where enterprises do not introduce innovations on the expected scale. (original abstract)

This article contains information on assumptions and goals of planned up-dating of strategic documents that govern development of the region of mazowieckie voivodship. Development conditions of the region has changed since the time, when development strategy and spatial development plan for the region were adopted. New challenges have appeared and development conditions have changed. Thus the up-date of the strategic documents is necessary. They form the basis for operational management of programs and projects implemented at the regional level. As such, they must be prepared in collaboration with many partners coming both from the public and the private sector. Up-dating is needed in order to properly diagnose the current challenges that must be addressed by development policies. In the first part of the article legal basis for formulation of development policy conducted by the regional government are outlined. In the second part an approach to the update of these documents is outlined. The outline contains the planned work schedule and the method of the documents development. Development strategy and spatial development plan constitute documents for strategic management of the region development. In the procedures anticipated the focus is placed at consultations, which are supposed to consolidate all parties involved in different ways in preparation and implementation of development plans.

Tymczasem nowy projekt ustawy o obszarach metropolitalnych wyklucza Szczecin z listy polskich metropolii. Wykluczenie Szczecina z grupy polskich metropolii pogłębiłoby problemy miasta i całego Pomorza Zachodniego i byłoby całkowicie niespójne z diagnozą i ustaleniami przyjętej właśnie "Krajowej strategii rozwoju regionalnego". Byłaby to decyzja niezrozumiała, nielogiczna, nieracjonalna i z pewnością sprzeczna z polską racją stanu. (abstrakt oryginalny)

The article discusses the major objectives of the "National Strategy for Regional Development 2010 2020". Then it focuses on the role of the city of Szczecin in Poland's regional development policy. The diagnosis and directions of the activities approved indicate that Szczecin is to be one of Polish metropolises, which considering the objective problems of the region and the city itself need to be addressed by the development policy. The new bill on metropolitan areas, however, does not list Szczecin among Polish metropolises. This exclusion would inevitably contribute to the problems of the city and the region on the one hand, and be entirely inconsistent with both the diagnosis and the very idea of the National Strategy for Regional Development. It would be an incomprehensible, illogical and irrational decision against the Polish raison d'etat. (original abstract)

This article relates to those issues which are further expanded with efforts to find the determinants of regional development. The article is an attempt to answer the question whether the method of implementation of structural policies in West Pomerania Voivodeship includes contemporary paradigm of development. An analysis of spending trends in 2004-2006 in the scope of the European structural policy in the West Pomeranian region, and obtained results demonstrate that during that period the implemented policy goal was to achieve alignment and consistency level especially in the social sphere, which did not take into account the contemporary paradigm of development. Therefore it could not meet the declared willingness of the strategic documents of long-term development of a competitive economy. (original abstract)

The article contains results of a survey conducted in several regions of Poland, Lithuania and Latvia. Its purpose was to gather the views of representatives of local communities and local authorities on the conditions of the development process of entrepreneurship as a factor of regional development. This study showed that almost all respondents attributed high rank to this factor but views on methods and instruments for the creation of entrepreneurship were diversified. The conclusions of the study can be applied in regional policy.(original abstract)

The article shows the making use of Integrated Regional Operational Programme in Warmia and Mazury region. The data concern the period of Poland's European Union access by the end of the year 2005. In the studied period of time the value of signed agreements reached over 50% of available financial resources. Payment index was running at a considerably lower level. By the end of 2005 only 7% of contracted resources were paid off. The actions concerning road infrastructure and the action directed at microcompanies aroused the biggest interest. The lowest level of making use of contracted financial resources featured the actions concerning Priority 2, which were financed from the European Union Social Fund. (original abstract)

W artykule przedstawiono wyniki badania ankietowego przeprowadzonego wśród mieszkańców dwóch województw, dotyczącego m.in. rozumienia pojęcia innowacyjności, identyfikacji jej wpływu na procesy rozwojowe w regionie oraz określenia podmiotów i działań niezbędnych do dalszego jej wzrostu. Stanowi więc przyczynek do studiów nad podejściem pracowników przedsiębiorstw, urzędów publicznych i innych organizacji do wdrażania innowacji.

Innovativeness of a region is an important development factor that supports the improvement of the economy and standard of life of region's inhabitants. The results of the European innovation scoreboards show that most Polish voivodeships are characterized by the weakest innovativeness among the EU regions. The article presents the results of questionnaire research conducted among the inhabitants of two Polish voivodeships on their understanding of the innovativeness, identification of its influence on development processes in a region and subjects and action important for its improvement. It is a study on attitudes towards innovation implementation of the employees of enterprises, public bodies and other organizations.(original abstract)
