XXV, 27 (4/2020), p. 165-174 October-December Krzysztof SUROWIEC1REPUBLIC OF CHINA ARMED FORCES AND THEIR MODERNIZATION IN THE YEARS 2017-2020 IN THE BACKGROUND OF THE GEOPOLITICAL CRISIS IN RELATIONS WITH THE PEOPLE'S REPUBLIC OF CHINA (PRC) This paper examines the development of the military potential of Taiwan (ROC) in 2017-2020 against the background of threats resulting from the aspirations of the People's Republic of China. Taiwan is one of the fastest developing countries in the world. This paper presents the latest trends in terms of the scale and scope of modernization of the Taiwanese armed forces, with particular regard to land forces in 2017-2020, and the factors that had a direct impact on the process, such as its geopolitical location and power, and the ever-increasing threat from China. Both of these countries strive to maximize their power and preserve their interests in joint relations. Realism as a doctrine of international relations is well known and implemented in the PRC, and factors such as nationalism only strengthen it. Taiwan is still considered part of its former "homeland," and Taipei's proclamation of independence could lead to war, even if the Chinese economy were to suffer. On the other hand, Taipei's raison d'être is to ensure its own security through the development of its military and economic potential and faith in external help. Mutual fears between Taipei and Beijing and other countries in the region are exacerbated by the so-called security dilemma, which means that any actions aimed at ensuring greater military potential by China will be poorly received in Tokyo, Seoul, Hanoi, Taipei, and especially in Washington, and will cause even greater armament on their part, which may lead to war. W opracowaniu pod tytułem Budowa i funkcjonowanie systemu bezpieczeństwa państwa omówione zostały: podstawy prawne systemu bezpieczeństwa, bezpieczeństwo narodowe, system obrony oraz bezpieczeństwo w systemach informatycznych. Głównym źródłem podstaw prawnych systemu bezpieczeństwa jest Konstytucja Rzeczypospolitej Polskiej z dnia 16 lipca 1997 roku oraz Ustawa z dnia 21 listopada 1967 roku o powszechnym obowiązku obrony Polskiej Rzeczpospolitej Ludowej. Na uwarunkowania bezpieczeństwa narodowego Polski mają wpływ czynniki wynikające z natury świata, życia społecznego, położenia geograficznego, historii, charakteru istniejących zagrożeń oraz stanu organizacji bezpieczeństwa narodowego. Rozwój właściwie zorganizowanego systemu bezpieczeństwa państwa jest podstawowym zadaniem polskiej polityki bezpieczeństwa. Istotą obronności państwa jest wykorzystanie całego potencjału militarnego i niemilitarnego państwa do przeciwdziałania zewnętrznym zagrożeniom kryzysowym, wojennym i polityczno-militarnym. Bezpieczeństwem informacyjnym definiuje się wszelkie działania, systemy i metody zmierzające do zabezpieczenia zasobów informacyjnych zawartych w pamięciach komputerów i sieciach teleinformatycznych. In the work 'Structure and functioning of the state security system' were described; legal basis of the security system, national security, system of defense and security in IT systems. Main legal source of the security system is 'Constitution of the Republic of Poland' dated 16th July 1997 and Act dated 21st November 1967 named 'General Defense Obligation' Polish national security system is determined by such factors as; world conditions, social life, geopolitical location, history, character of threats and the state of organization of national security. Development of properly organized national security of Poland is the main task for Polish policy of security. The essence of state defense is the ability to exploit wholly both military and non-military potential to prevent from external crisis, war, military and political aggression. security is defined by all activities, systems and methods which aim to secure IT resources included in computer memories and IT networks. Military thought and military issues traditionally played an important role in Russia's history. Even economic, political, social and educational reforms were mainly triggered by the needs related to military issues - preparation for wars or unsuccessful military campaigns of the Russian Empire (between the 17th and 19th centuries against Poland and Ottoman Turks and in the 20th century by Russia's defeat in the war against Japan). It should be noted that the reforms during the reigns of Peter the Great and Catherine II and also in the 19th century, were introduced under military and external security challenges. In this regard, after the seizure of power, despite their tremendous critics on Tsarist government militarization policies, Bolsheviks hugely relied on military power too. The military affairs were doctrinalized during the Bolsheviks rule for the first time in Russian history. This paper analyzes the military thought in the Russian Empire in the end of the 19th century and its transformation during the first years of Soviet rule in the early 20th century. It also studies discussions among the Soviet political and military elite on theoretical and practical facets of the military and methods of waging war in 1920s as well as explores the creation of the Russian non-linear warfare theory, the only warfare concept of the Soviet Union which is recognized worldwide. The paper concludes that the thought dating back to those periods is also used in contemporary Russia.(original abstract)
