The article is devoted to the controversial, pro-Russian Polish editor of “Tygodnik Petersburski”, Józef Emmanuel Przecławski. He was the alumnus of the Vilnius University and a contemporary of Adam Mickiewicz and the Philomaths, later to become loyal to the Russian Empire. The author of the article uses the Russian socio-political background to analyse the correspondence between Przecławski, the periodical’s censor and the Tsar’s advisors who, over the objections of chief editor, collaborated to transform the weekly into a bilingual Polish-Russian edition. The analysis is based on citations from the Russian archives sources.

In the years 2014–2015 there was a conflict in the town of Pieniężno lying on the borderland between Poland and Russia, i.e. the exclave of Kaliningrad over a monument of a Red Army general Ivan Chernyakhovsky (otherwise: Cherniakhovsky). Eventually, the bust of the general was dismantled on the 17th of September 2015. By that time it had been illegally divested of inscriptions and devastated. The scale of the dispute over the symbolic domain was not only local and regional, but also international (Polish-Russian, Ukrainian, German and Jewish/Israeli).

To trust or not to trust? Virtually all the actors of international relations, both state and non-state ones have to face this Hamletian dilemma. Understandably, trust constitutes the foundation of all social interactions and systems, including those extending the borders of nation-state. The question of trust in the Polish- Russian relations is crucial enough to be asked not only by scientists but also by societies and decision makers. The aim of the article is to identify the causes of mistrust in relations between neighbors – Poland and Russia.

This article is devoted to a diplomatic (formal) analysis of 13 documents, including 12 originals issued by Russian tsars between 1576 and 1707, which are kept at the Kórnik Library. Among them, there are two original letters by Tsar Michael of Russia dating to 1634 and 1645 and four documents by Tsar Alexis of Russia from 1645 and 1668–1669. The collection also includes Peter the Great’s mandate of 1707 given to Russian negotiators for talks with representatives of the Sandomierz confederation, two extremely interesting documents (in the form of scrolls) of border-related negotiations dating to 1634 and 1645, as well as a notebook of 40 pages containing the Russian party’s proposals presented to Polish envoys during negotiations in Moscow at the turn of 1671 and 1672. The article is enriched with an analysis of the content of four well-preserved tsar’s seals applied to the documents in question.

W artykule przeanalizowano rozwój współpracy między obwodem kaliningradzkim Federacji Rosyjskiej a północno-wschodnimi województwami Polski w latach 1991–2020. Autorzy poddali analizie historycznej regionalny wymiar stosunków polsko-rosyjskich. W artykule porównano dwa okresy realizacji programów mających na celu rozwój polsko-rosyjskiej współpracy transgranicznej: lata 1991–2014 oraz lata 2014–2020. Przeprowadzona analiza wykazała, że programy wsparcia współpracy transgranicznej są jednym z ważnych narzędzi rozwoju polskiego i rosyjskiego pogranicza. Co ważne, realizacja Programu Współpracy Transgranicznej Polska- -Rosja 2014–2020 zbiegła się z pogorszeniem stosunków politycznych: zarówno na poziomie polsko-rosyjskich relacji międzypaństwowych, jak i na poziomie relacji Unia Europejska-Rosja. Nie wpłynęło to jednak znacząco na warunki realizacji programu i efektywnej współpracy samorządów i organizacji pozarządowych.

The article analyzes the development of cooperation between Russia’s Kaliningrad region and Poland’s northeastern voivodeships in 1991–2020. The authors conduct a brief historical analysis of regional sphere of international relations. This study compares two periods of introduction of programs aimed at the development of Polish- Russian CBC: years 1991–2014, and years 2014– 2020. The conducted analysis proved that CBC support programs are one of the important tools for the development of border areas. Importantly, the implementation of the Poland-Russia CBC Program 2014–2020 coincided with the deterioration of political relations: both on the bilateral level of Polish-Russian interstate relations and at the level of the European Union-Russia relations. However, this did not significantly affect the conditions for implementing the program and effective cooperation between local governments and non-governmental organizations.

Публикация Дневников Виктора Ворошильского заставляет заново перечитать его произведения и посмотреть на его переводческие опыты и достижения в более широком контексте. Поводом для этого являются описанные им в дневнике столкновения с цензурой, постоянные уловки, стратегии, но также и компромиссы, на которые ему приходилось идти, что влияло на итоговый вид и сроки публикации, например, Антологии современной русской поэзии 1880-1967 годов. Особенное внимание в настоящей статье уделено русской литературе и многочисленным переводам писателя, т.е. той сфере творческой деятельности, которая лишь на первый взгляд казалась удобным способом продолжать печататься. Читая дневниковые записи, мы убеждаемся, что иногда не имело значения, кого именно Ворошильский переводил: отказ от публикации вызывала сама его фамилия. В статье автор касается не только дневниковых «кулис» создания литературных биографий и переводов, но и лекций о русской литературе, которые Ворошильский читал в Обществе научных курсов, и встречи польских и русских писателей в Радзеевицях.

The publication of Wiktor Woroszylski’s Dzienniki (Diaries) encourages one to reread his pieces, but also to present a wider, contextual depiction of his undertakings and translational accomplishments. In respect of this, the pretext are the struggles with censorship as recorded in the diaries, the everyday evasions and strategies, but also the compromises which one had to make, all of which had a direct influence on the final form and timing of publication of, for example, "Antologia nowoczesnej poezji rosyjskiej 1880-1967" [An Anthology of Modern Russian Poetry 1880-1967]. An area of special interest in the present article is Russian literature and numerous translations, that is those areas of creative endeavour which only seemingly appeared to be comfortable ways of remaining within the publishing circuits. Upon reading the diary notes we realise that, with time, it no longer matters who Woroszylski is translating – just his surname is significant enough that it predetermines a refusal to publish. In the present article, the author relates not only to the behind-the-scenes of the origins of literary biographies and translations based on the diaries. The author also refers to the lectures on Russian literature given as part of the Towarzystwo Kursów Naukowych [The Academic Courses Association], as well as the meetings of Polish and Russian writers in Radziejowice.
