The article focuses on the Ordinance of the Ministry of Science and Higher Education on the System of the Information on Higher Education and its implementation at the Wroclaw University of Science and Technology (WRUST). Some organizational solutions and communication ways with the POL-on — the System of the Information on Higher Education were presented. Aspecial attention was paid to DONA database as the main WRUST source of reliable bibliographic and statistical data for estimation and comparison of the research performance. It discusses the way of publication data transfer to the Reporting Module of the PBN — Polish Scholarly Bibliography, especially: organization of work, modifications in DONA database structure, process of data enhancement, a new data range in accordance with the new Ministry Ordinance as well as data import details. A particular attention is given to information extension about authors, publication affiliation assignment to the university organizational unit, Open Access availability of publications, OA licenses and information about conferences. The main goal of the article is to present the experiences of the big technical university with agreat practical expertise in the field of development of the complex multitask information platform — asource of information about scientific output of the University. It analyses also problems connected with the data transfer to the POL-on System and discusses the important issue such as evaluation of scientific units in Poland.

Introduced in 2015 amended law on science financing regulations brought in big changes in higher education units. Universities and also academic libraries got new tasks. Legislators introduced in our country so called Science Information System under Integrated Information System regarding Science and Higher Education — POL-on. Academic units applying for statutory activity funds are obliged to send information related to their research and development activity to the System. One of the elements of POL-on System is Polska Bibliografia Naukowa PBN (Polish Scholarly Bibliography) in which we distinguish two modules — repository and reporting. Activity reports of higher education units will be sent to reporting module of PBN periodically. The system will collect information on research and development activity of the academic units and their effects, including publications and patents. Practically, the function of reporting the list of publications is realized by academic libraries in cooperation with scientific units. The paper discusses the most important assumptions of the System and its influence on documenting academic achievements realized by libraries. It tries to analyze and evaluate previous experiences regarding this task. It is avoice in an ongoing discussion and tries to answer some of difficult questions like: — to what extend the introduced system meets the expectations of academic world?— what kind of changes has the POL-on System forced in academic libraries and academic units? — has the obligation of reporting publications had impact on libraries and academic units cooperation? — would it be justified to introduce one computer system to develop and report publications of scientific units for reporting module of PBN?

Celem artykułu było przedstawienie dostępu online do polskich czasopism branżowych i naukowych w ofertach wydawniczych niektórych polskich wydawców oraz ich udostępniania w Bibliotece Nauki CEON i Polskiej Bibliografii Naukowej. Dokonano przeglądu stron internetowych wybranych wydawców, z uwzględnieniem oferty online periodyków. Zbadano opisy bibliograficzne czasopism wybranych z ofert wydawców w Bibliotece Nauki i PBN pod kątem dostępu do zasobów online. Ustalono, że dostęp online do polskich czasopism branżowych i naukowych podlega rozmaitym zmianom. Bezpłatne periodyki online oferują głównie wydawnictwa uczelniane i PAN. Komercyjni wydawcy m.in. Abrys, INFOR PL, SIGMA-NOT, Wolters Kluwer Polska utrzymują odpłatną ofertę online. W bezpłatne udostępnianie zasobów włączają się Biblioteka Nauki CEON i Polska Bibliografia Nauki. Kierunek rozwoju oferty online zależy od podejścia do publikowania, dystrybucji, rozpowszechniania i udostępniania czasopism.

The aim of the paper was to present, the availability of online access to Polish professional and scientific journals in publishing offers of some Polish publishers and how they can be shared through the Library of Science (Biblioteka Nauki CEON) and Polish Scholarly Bibliography. Bibliographic descriptions of journals selected from publishers’ offers in the Library of Science and Polish Scholarly Bibliography were examined for online access. It has been established that online access to Polish professional and scientific journals is subject to various changes. Free online periodicals are mainly offered by university publishing houses and the Polish Academy of Science. Commercial publishers including Abrys, INFOR PL, SIGMA-NOT, andWolters Kluwer Polska maintain paid access. Free access to resources is partly available at the Library of Science (Biblioteka Nauki CEON) and the Polish Scholarly Bibliography. The direction of online availability depends on the approach to publishing, distribution, dissemination, and sharing of journals.
