Scharakteryzowano Forum Parlamentów Południowego Bałtyku oraz omówiono poszczególne ich spotkania.

Regional co-operation in frames of the Southern Baltic Sea Parliamentary Forum is typical example of 'paradiplomacy' realized by subjects without legislative powers and competencies for unaided creating of foreign policy. Activity of the SBSPF members concentrates than on non-contrary national businesses of Germany, Poland and Russia on the Baltic Sea Area. This is not obstacle for accomplishing common initiatives in many spheres of great importance for Baltic Sea's states. From the other hand co-operation of the SBSPF regions have not gone beyond limits of maritime, energetic, touristic and youth policy only what have automatically made the Forum's position weaker in discussions including other questions of the Southern Baltic Sea development. Open formula of the SBSPF is limited only by legal competencies and organizational and financial abilities of its members. Other aspect of the Forum activity is liveliness and institutionalization of trans-border co-operation of all regions on southern coast of the Baltic Sea. Cyclic meetings of German, Swedish, Polish and Russian regions' representatives should be estimate as important instrument of macro regional political collaborating and which is more - as an element of shaping future Baltic identity process.
