W referacie omówione zostały działania w zakresie budowy chodników, porządkowania i lokalizacji przystanków komunikacji zbiorowej, projektowania przejść dla pieszych i ich oznakowania oraz wprowadzenia elementów uspokojenia ruchu w Województwie Małopolskim. Podjęte działania mają na celu przeciwdziałanie niekorzystnym tendencjom w zakresie bezpieczeństwa ruchu drogowego na sieci dróg wojewódzkich.

Some activities in Małopolska Province were undertaken to counteract disadvantageous tendencies in the field of road traffic safety at province road network. The activities towards pavement construction, location of bus and tram stops, designing and signing of pedestrian crossings and implementation of some elements towards traffic calming down are described in the paper. This study aims to cognize the current effects of land use decisions on traffic in the city centre and predict the future effects of these decisions. The researchers studied and analyzed the effect of changing land uses in the eastern part of Al-Kut city centre on traffic in the city centre. The study adopted the descriptive analytical approach based on the study area data and information. A field survey of the land uses that are most attractive to movement and another field survey of the traffic volume in the study area's main streets. The study found that the transportation problems in the city centre will be exacerbated in the future due to the inappropriate position of many activities in the past two decades. All these changes attracted many transport trips and thus increased the volume of movement in the area. Kut city's specificity exacerbated the problem as all the crossings between the two river banks are located in the city centre. This problem will be exacerbated in the future when Wasit University colleges are completed, and the number of transport trips to them increases and at completing the mall construction.(original abstract)

W artykule zaprezentowano sposób symulacji dostawy urobku z zespołu odkrywkowych wyrobisk górniczych, z zastosowaniem oprogramowania FlexSim. Opisano metodykę tworzenia schematu pracy kopalń, jak również sposób budowy oraz importu branżowych modeli 3D. Szczególny nacisk przyłożono do przedstawienia problematyki modelowania potoków pojazdów górniczych oraz tworzenia miejsc ich intensyfikacji. Publikacja zawiera opis integracji oprogramowania FlexSim z Systemami Informacji Geograficznej (GIS), celem rozszerzenia funkcjonalności modelu symulacyjnego. Podsumowaniem opracowania jest określenie możliwości stosowania oraz rozwijania opisanych rozwiązań, celem konstruowania systemów zarządzania gospodarką surowcową oraz sterowania transportem górniczym.(abstrakt oryginalny)

Article presents mineral transport simulation made in FlexSim application. Method of creating mine working scheme and 3D models was shown. Special attention was paid on vehicle streams forming, and creating its concentrations points. Publication includes integration of FlexSim with Geographic Information Systems. Articles summary shows usefulness of computer simulations for mineral market management.(original abstract)

W niniejszym artykule autor dokonuje prawno-konstytucyjnej oceny, wprowadzonego § 5 rozporządzenia Rady Ministrów z 31.03.2020 r. w sprawie ustanowienia określonych ograniczeń, nakazów i zakazów w związku z wystąpieniem stanu epidemii, zakazu przemieszczania się po terytorium Rzeczypospolitej Polskiej. Rozważania zostały oparte na trzech argumentach wskazujących podstawy odmowy uznania przyjętej regulacji za zgodną z konstytucją, opierające się na możliwości wprowadzenia takiego ograniczenia w świetle Konstytucji RP, formy aktu prawnego zawierającego przedmiotową normę oraz zachowania wymogów stawianych procesowi wydawania rozporządzeń. Argumenty zostały poparte wieloma orzeczeniami Trybunału Konstytucyjnego oraz poglądami prezentowanymi w doktrynie. W konkluzji autor wskazuje konsekwencje przyjętych w artykule założeń oraz warunków, jakie hipotetycznie omawiana regulacja musiałby spełnić dla ocenienia jej jako zgodnej z Konstytucją RP. In this article, the author makes a legal and constitutional assessment of the introduced to §5 of the Regulation of the Council of Ministers of 31 March 2020 on the establishment of certain restrictions, orders and prohibitions in connection with the occurrence of an epidemic, the prohibition of movement within the territory of the Republic of Poland. The considerations were based on three arguments indicating the grounds for refusing to recognise the adopted regulation as consistent with the constitution, based on the possibility of introducing such a restriction in the light of the Constitution of the Republic of Poland, the form of a legal act containing the norm in question, and compliance with the requirements for the process of issuing regulations. The arguments were supported by many judgements of the Constitutional Tribunal and the views presented in the doctrine. In conclusion, the author indicates the consequences of the assumptions adopted in the article and the conditions that the discussed regulation would hypothetically have to meet in order to assess it as consistent with the Constitution of the Republic of Poland.(original abstract)
