The article presents the author’s insights into the Polish housing policy in the context of the country’s current housing needs and challenges. Special attention is given to the role of housing policy and citizens’ right to adequate and affordable housing, which are the main determinants of the national housing policy development. The author first defines the housing policy, the principles of its effectiveness, and describes its instruments. Next, she overviews the beginning and the achievements to date of Polish housing strategies and programmes, comparing them with the newest National Housing Programme (NHP). In the final section, the author assesses current housing needs in Poland and identifies how the NHP responds to the challenges of contemporary housing policy. The article draws on national and international statistics and the relevant literature on the subject.
In the first 20 years of the 21st century, the social housing policy in Poland underwent many changes. They resulted from the lack of consistency in this respect and low patience of the ruling parties, which led to profound modifications in the approach to the housing policy practically with every new government. Until the implementation of the National Housing Programme (NHP), the housing policy in Poland was characterised by fragmented solutions, without any comprehensive approach to the issue in question. The aim of the article is to verify the effectiveness of the NHP, especially in terms of its social part, i.e., Mieszkanie Plus [Apartment Plus] package. The programme was described using the framework of theoretical assumptions of the social housing policy and the implementation of this policy in Poland after the year 2000. The author claims that the NHP is the first housing policy in Poland which applies a holistic approach and moves away from the practice of short-term, fragmented solutions. He recommends that those who are in power should exercise patience and refrain from introducing alterations after a very short period from the point of view of investment processes, as the implementation of such a complex housing policy as the NHP is planned for many years.
The aim of this paper is to analyse the current housing policy in Poland in terms of its influence on spatial order. The author discusses the relationship between housing policy and spatial order, as well as housing policy instruments that can contribute to shaping spatial order. The article presents the results of a quantitative study of documents and a qualitative study of selected housing complexes in Katowice, Warsaw and Wrocław treated as an outcome of the general state housing policy.

Uruchomiony w kwietniu 2016 roku program Rodzina 500 Plus znacznie zmniejsza skalę niekorzystnego społecznie i ekonomicznie zjawiska tj. dotychczasowej najniższej dochodowości w rodzinach wielodzietnych. Kolejnym kluczowym programem społecznej polityki rodzinnej w Polsce uruchomionym w grudniu 2016 roku jest program Mieszkanie Plus. Program ten także powinien analogicznie pozytywnie wpłynąć w zakresie zmniejszenia rozwarstwienia społecznego w zakresie sytuacji mieszkaniowej. Głównym celem programu Mieszkanie Plus jest znaczące zwiększenie dostępności mieszkań w Polsce, a szczególnie tanich mieszkań czynszowych z możliwością wykupienia własności. Konsekwencją rozwinięcia tego programu na większą skalę w kolejnych latach będzie zaoferowanie takich mieszkań przede wszystkim dla rodzin, które do tej pory nie miały możliwości wynajmu i zakupu mieszkań ze względu na niskie dochody i brak zdolności kredytowej. Jeżeli przyjęty przez rząd plan rozwinięcia w kolejnych latach programu Mieszkanie Plus zostanie zrealizowany to do 2030 roku poziom dostępności mieszkań dla obywateli w Polsce osiągnie poziom zbliżony do średniej w Unii Europejskiej.

Launched in April 2016, the 500 Plus family program significantly reduces the scale of socially and economically disadvantageous phenomena, i.e. the current lowest rates in families of man y. Another key program of social family policy in Poland launched in December 2016 is the Apartment Plus program. This program should also have a positive impact on the reduction of social degradation in the housing situation. The main objective of the Apartment Plus program is a significant increase in the availability of housing in Poland, especially low-cost housing with the possibility of buying out properties. The consequence of the development of this program on a larger scale in the coming years will be to offer such housing primarily to families who have so far been unable to rent and purchase housing due to their low incomes and lack of creditworthiness . lf a government-approved development plan for the subsequent years of the Apartment Plus program will be implemented by 2030, the level of housing availability for citizens in Poland will reach a level close to the average in the European Union.
