This article aims to identify the specific features of local financial crisis (stress). As an example for analysis, the author uses the Polish local government sector. The analysis relates to changes in the sector’s budgetary revenue and expenditure, limitation of local authorities’ financial autonomy, the deepening fiscal imbalance experienced by them, and their rapidly growing level of debt and its consequences. Comparisons are made with the situation in other European Union member states.
The article presents information about the co-operation between the local government sector and the local business sector. In particular, the purpose of this article is: 1. to discuss the role of local actors in economic development, 2. to present the cooperation forms between local government and the business sector, 3. to empirically analyse local government initiatives for local businesses (an assessment based on surveys). The article leads to the conclusion that the support of cooperation between sectors on a local level gives positive effects for local economic development.
