It is proposed the description of interface for VHF/MF/HF for simplification of DSC communication for implementation in the frame of conception developments in GMDSS services, applied to Maritime Mobile Services. This interface is realized within its integration with INS by an appropriate way on the base of common communication protocol for all three DSC communication sub bands in standardized and harmonized format and significantly simplifies the DSC user interface. It is very important for application in Maritime services, including GMDSS services, VTS services and SAR service. Suggested approach for improving DSC communication is based on the three main outputs of e-navigation strategic direction development related to the integration of communication and navigation equipment/systems, including standardized mode of operation. Implementation of the standardization demands to include in this integration the satellite AIS system. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents.

In this paper are introduced alternative architectures for the novel development of the enhanced Global Maritime Distress and Safety System (GMDSS) satellite communication network and equipment within the Gostationary Erath Orbits (GEO and Non-GEO satellite constellations. Since its founding in 1959, the International Maritime Organization (IMO) and its member states, in close co-operation with the International Telecommunication Union (ITU) and other international organizations, notably the World Meteorological Organization (WMO), the International Hydrographic Organization (IHO), the International Mobile Satellite Organization (IMSO) and Cospas-Sarsat partners, have striven to improve maritime distress and safety radio and satellite communications, as well as general communications for operational and personal purposes. This paper also reviews the principal concept of the GMDSS network, an overview of existing LRIT and maritime Integrated Radio-Automatic Identification System (R-AIS) and Satellite-AIS (S-AIS) networks. In addition, new proposed by author networks of the Satellite Data Link (SDL), Maritime GNSS Augmentation Satellite Data Link (GASDL), Maritime Global Ship Tracking (GST), and Maritime Satellite Automatic Dependent Surveillance-Broadcast (SADS-B) are also described in this paper.

Results of investigations are presented of Digital Selective Calling (DSC) system applied to alerting within Global Maritime Distress and Safety System (GMDSS). The performed tests which have made it possible to determine correlation between time of the day, season of the year, mode of transmission, frequency of operation, and transmission error occurence are described.

High level solution S4 of the IMO E-navigation Strategy Implementation Plan provides integration and presentation of available information in graphical displays received via communication equipment. At the same time, the problem of the correct application of digital selective calling (DSC) operational procedures in navigation practice has existed since the introduction of the GMDSS and requires a solution. This problem may be resolved on the base of integration maritime navigation and radiocommunication equipment. The article proposes approach for practical realization of this integration by implementing a SMART (specific, measurable, assignable, realistic, and timely) DSC interface within S4. Using this approach the practical realisation integration of AIS – DSC – Information display was implemented. It makes possible implementation of user-friendly human-machine interface (HMI) for navigator. An experimental prototype of communication graphical interface is designed, which allows effective decision-making on radio communication control/monitoring. The use IEC 61162-1/2 (Maritime navigation and radiocommunication equipment – Digital interfaces) data transfer provides standard inter-module connections and eliminates the negative impact of the equipment diversity from different manufacturers by means uniform HMI implementation.

W artykule przedstawiono status procedury uznania systemu satelitarnego Iridium jako systemu spełniającego wymagania Światowego Morskiego Systemu Łączności Alarmowej i Bezpieczeństwa (GMDSS). Scharakteryzowano wymagania jakie musi spełnić system satelitarny aby był uznany jako spełniający wymagania GMDSS. Opisano system satelitarny Iridium. Przedstawiono wyniki oceny systemu Iridium jako elementu systemu GMDSS.

The article presents the status of the recognition procedure of the Iridium satellite system as a system that meets the requirements of the Global Maritime Distress and Safety System (GMDSS). The requirements to be met by a satellite system to be recognized as the GMDSS system has been given. Iridium satellite system has been described as well. Finally, the results of the assessment of the Iridium system as part of the GMDSS system has been presented.

Zaprezentowano zagadnienia radiokomunikacyjne powiązane ze wstępnym planem implementacji strategii e-nawigacji. Na koniec przedstawiono perspektywy koncepcji e-nawigacji oraz Światowego Morskiego Systemu Łączności Alarmowej i Bezpieczeństwa GMDSS.

The article presents maritime radio communication issues being the subject of the World Radiocommunication Conference (WRC) meeting in 2019, including issues related to the modernization of Global Maritime Distress and Safety System (GMDSS). The preparation process for WRC-19 have been presented. The discussed issues were described from the substantive side as well. Finally, the position of IMO in relation to the maritime issues have been discussed. Some aspects of the World Radiocommunication Conference meeting in 2023 (WRC-23) were also presented.
