Eugeniusz Kwiatkowski acted as deputy prime minister and minister of treasury between October 13, 1935 to September 1939, directing the state economy and treasury matters. Kwiatkowski’s economic policy of the period 1935–1939 can be called a policy of careful mechanism of „giving impetus” to economy. This was achieved specifically in government’s investment policies compliant with government budget balance and investment initiatives, the construction of The Central Industrial District, the development of Warsaw Industrial Region and the investment in Communication Ministry.

Eugeniusz Kwiatkowski held the position of minister of industry and trade from 8 June 1926 to 2 August 1930. The greatest success of Kwiatkowski as the minister of trade was the unusually efficient and courageous implementation of the maritime economy development program with particular emphasis on the construction of the Gdynia port.

The problem of developmental disproportions occurring within a state is not an uncommon phenomenon, and the case of Polish lands is one example of it. As a result of numerous disadvantageous conditions, Polish lands experienced dramatic developmental differences, which fully came to light in the interwar period, when the territories which had belonged to the three partitioners of Poland were incorporated into the Second Polish Republic. The disproportions were so deep that a much better developed Poland A and a much more backward Poland B (situated east of the Vistula River) were distinguished in the state. The scale of the differences was reflected in many economic and social indices, ranging from population density, to the degree of urbanisation processes and sources of population income, to the state of transportation infrastructure, to the involvement of workforce, to the production of basic goods. An attempt to reduce the disproportions was the establishment of the Central Industrial District in the mid-1930s and the Fifteen Year Plan for the state’s development prepared by Deputy Prime Minister Eugeniusz Kwiatkowski (1888–1974). These plans were thwarted by the outbreak of WWII, and the developmental disproportions on Polish lands, despite the post-war change of state borders, remain visible even today, especially in territories that were part of Poland B before 1939 (today Podkarpacie, Lubelskie, Podlasie Voivodeships).

In the paper the Author presents the reorientation of Polish policy during the period of fiscal expansion preceding the outbreak of the WWII. He argues that such intense public spending had obviously changed the structure of ownership in the national economy (in particular in production and banking sectors), but economic effect on growth was not sustainable.

Eugeniusz Felicjan Kwiatkowski żył w latach 1888-1974. Pełnił liczne funkcje menedżerskie i publiczne: w latach 1926-1930 ministra przemysłu i handlu; w latach 1935-1939 wicepremiera i ministra skarbu; w latach 1945-1947 kierownika Delegatury Rządu do Spraw Wybrzeża. Kierował się zawsze naczelną ideą zapewnienia Polsce warunków trwałego rozwoju gospodarczego i zachowania jej niepodległości oraz umocnienia jej pozycji na arenie międzynarodowej. Miał on cechy działacza gospodarczego i męża stanu, wyróżniał się wielką wiedzą i bogatą osobowością.

Eugeniusz Felicjan Kwiatkowski live from 1888 until 1974. He performed many managerial and public functions: in the years 1926-1930 he was the minister for industry and trade, in the years 1935-1939 he was a deputy prime minister and minister of the Treasury, in the years 1945-1947 he was head of governmental team for coastal matters. His main idea was to secure conditions for Poland’s durable development in the field of economy, to maintain her independence and consolidate our position on the international areana. He was economic activist and statesman. He distinguished by great knowledge and unusual personality.
