The conflict in the DRC has continued uninterrupted since 1994 and consumed about 5 million victims. Attempts to its completion are so far unsuccessful, despite the political commitment of the great powers and the UN forces. East African Community is the regional intergovernmental organization whose members are Burundi, Kenya, Rwanda, Uganda and Tanzania. Cooperation within the East African Community, which is dominated by the issues of economic development is realized also in matters relating to the process of restoring peace in the region. The purpose of this article is to present the mediation of politicians of the EAC — as the most interested — to restore stability in the African Great Lakes Region.

Afrykańska polityka znajduje się obecnie w punkcie zwrotnym, stojąc u progu wyborów, jakie w ciągu następnych dwunastu miesięcy zostaną przeprowadzone w wielu krajach tego kontynentu. Również w Demokratycznej Republice Konga (DRK) zaplanowano wybory prezydenckie w 2016 roku. Kraj popadł jednak w polityczny zamęt wobec pytania czy obecny prezydent, Joseph Kabila utoruje drogę pokojowej zmianie demokratycznej, czy też kraj stoczy się w pogłębiający się chaos i destabilizację, jeśli odmówi ustąpienia z urzędu. Artykuł przedstawia aktualną sytuację polityczną w DRK i ocenia wyzwania, wobec jakich kraj stoi na drodze do demokracji. Jego dalsza część poświęcona jest analizie ról, jakie w obecnym kryzysie odgrywają rozmaici aktorzy, tacy jak opozycja, społeczeństwo obywatelskie i społeczność międzynarodowa. Ostatnia część artykułu omawia możliwe scenariuszewydarzeń w czasie przygotowań kraju do wyborów prezydenckich w listopadzie 2016 roku.

It is a crucial time in African politics, as many nations in the continent will be holding elections over the next twelve months. The Democratic Republic of Congo (DRC) is also scheduled to hold a presidential election in 2016. However, the question that has left the nation in a political turmoil is whether the current President, Joseph Kabila will pave the way for a smooth democratic transition or, if he refuses to step down, will the country deteriorate into further chaos and instability? This paper looks at the current political situation in the DRC and assesses the challenges that lie on its road to democracy. In the following sections, it also analyses the role of the various actors in the current crisis including the opposition, civil society and the international community. The last section of the paper considers and lays out some possible scenarios, as the country gets ready to hold its presidential elections in November 2016.

Przedmiotem refleksji jest inkulturacja sakramentu małżeństwa u ludu Jansi w Demokratycznej Republice Konga. Występujące tam problemy wynikają z faktu, że lud ten nie posiada scentralizowanej władzy i jednolitych praw dotyczących małżeństwa oraz organizacji rodzinnej. Najpierw dokonano analizy wspólnotowego i sakralnego charakteru małżeństwa oraz rodziny u Jansów, która została wkomponowana w tradycyjny proces zawierania małżeństwa, głęboko zakorzeniony w mentalności tego ludu. Analiza okresu narzeczeństwa i procesu przygotowawczego do rytualnego zawarcia małżeństwa wskazuje na trudności, wynikające z formalnego przestrzegania prawa „nadanego" przez przodków. Na uwagę zasługuje tu bogata symbolika i błogosławieństwa. Następnie przedstawiono chrześcijańską perspektywę małżeństwa i rodziny u Jansów. Zaproponowano inkulturacyjne propozycje pastoralne, uwzględniające tradycyjny oraz sakramentalny wymiar małżeństwa. Dla afrykańskich Kościołów lokalnych zagadnienie małżeństwa sakramentalnego jest kwestią pierwszoplanową.

The topic of the essay is the inculturation of the sacrament of marriage among the Jansi people in the Democratic Republic of Congo. Jansi have no central power structures or universally binding law concerning marriage and family. The author describes the communal and sacral character of marriage and family among the Jansi, deeply ingrained in the minds of the people. His research into the engagement periods and preparations to ritual marriage reveals difficulties in copying with the law passed down by the ancestors. Especially noteworthy in this connection are elaborate symbols and benedictions. Next, the author discusses the idea of marriage and family among the Jansi from the Christian perspective. He puts forward some pastoral suggestions for inculturation, taking into account traditional and sacramental dimensions of marriage. Sacramental marriage is of the outmost importance to the local churches in Africa.

The change of threats appearing in the world shows a growing role of military police in solving crisis situations. The author, on the example of operation “Benga” conducted by EUFOR in the Democratic Republic of Congo features how Military Police (MP) played one of the most important roles in that operation. The description of actions of Military Police special forces on the background of the whole operation and social and political situation in Congo proves the possibility of independent military contingents’ organisation by Military Police. The evaluation and analysis of particular stages of the mission and threats appearing in the course of the operation as well as the specific character of tasks presented in the article makes the author draw a conclusion concerning further MP engagement in similar operations.
