Imaginings of the Future of Conflict and Communication Technologies: A Map of Four Anxiety and Two Hope Driven Scenarios

The article presents an analysis of the construction of future scenarios in relation to conflict and communication technologies (CTs), on the basic of Delphi+ workshops and essay-writing sessions. Grounded in a theoretical reflection on the various forms of conflict-distinguishing between armed, grey zone and democratic conflict-in combination with theoretical reflections on the role of CTs in conflict, and the future imaginings of (communication) technologies, the analysis discusses six future imaginaries. Four of these future scenarios are negative as in a power take-over, the intensification of both an armed conflict, and of democratic conflict, and the harm inflicted on the environment and society in general. The two positive scenarios are the protective role of supranational organizations and cultural change. Together, these six scenarios form a map of how European experts are concerned about media/technology and military/technology assemblages, and how they place their hope in supranational political institutions and cultural change.

Each group has its own dynamism of development which is mostly comprised of commonly shared values and personality features of the group and its leader. Conflicts are a natural phenomenon in the functioning of a group. If they are only half-solved, they lead to serious crises. An educator plays a vital role in the process of conflict resolution. To make problems arising in a group become the occasion for both personal and group development, an educator has to possess suitable skills of sincere communication with group members, has to determine the core of the conflict, be open to another person’s opinions and be capable of compromise.

Konflikt mający miejsce pomiędzy Osetyńczykami a Inguszami niósł za sobą wiele politycznych konsekwencji. Proces pojednania trwa od ponad dwóch dekad, niestety same rezultaty jawią się wątpliwymi. Federacja Rosyjska odgrywa decydującą rolę w samym procesie, władze Federacji Rosyjskiej nie doceniły siły Inguszy i poparły Osetyńczyków. Argument ten przyczynił się do eskalacji konfliktu i funkcjonował jako główne ognisko zapalne podczas mediacji.

The conflict, which took place between the Ossetian and Ingush ethnic groups, had severe political consequences. The process of reconciliation has been ongoing for over two decades, but the results are still questionable. The Russian federation played a decisive role in the processes. The authorities of the Russian Federation mistreated the Ingush and supported the Ossetians; this condition encouraged the conflict and served as an obstacle in mediating the dialogue. The article examines the scale and effectiveness of intergovernmental agreements by analyzing the relations between the Ossetian, Ingushetian and Russian authorities. The research proposes a general set of political factors that have been shaping the societal attitudes of the conflicting parties. The work attempted to some key reasons which determined the Kremlin’s position(s) in the conflict and reconciliation.

Kryzys finansowy nie tylko zdemaskował słabość kilku gospodarek europejskich, lecz także słabość konfiguracji euro i samej Unii Europejskiej. Europa nie uniknie konieczności zredukowania przeregulowania, ograniczenia zadłużenia, zrównoważenia rynku pracy, ograniczenia bezrobocia, zdefiniowania rozsądnej polityki imigracyjnej i walki z terroryzmem, postępu w integracji ekonomicznej i politycznej, zwiększenia zdolności obrony własnej suwerenności.

Financial crisis not only showed the weakness of several European economies but also institutional euro configuration and of EU itself. Calamities of an economy must have the meaning of political and social consequences. The result of these crises in the waste of money, the ruin of political careers and questioning ideological truths. Europe will not avoid the necessity reduce regulation, limiting depths, balancing labor market, limiting unemployment, defining rational immigration policy and fighting terrorism, progress in economic and political integration, increasing protection ability of the own sovereignty. Much depends on political leadership, which much show the ability of early reaction to the inequality and conflict in order to build the capability to survive.

Pragnie obudzić czytelników i przy pełnym poszanowaniu zachodniego pragmatyzmu, wschodniego szacunku i tradycji (któremu wszystko podlega), wyrwać ich z dziwnej niejasności, w którą byli tak bardzo pochłonięci, aby dać im więcej zaufania, oraz predysponowanie ich (przede wszystkim czytelników abchaskich i osetyjskich) do zapoznania się z tym dziełem. To naszym zdaniem będzie przydatne dla samych czytelników, którzy doświadczają własnych niepowodzeń i są zainteresowani lepszą przyszłością dla swoich ludzi.

The author has no intention to surprise the readers or to impose on them (people are already tired of the extraordinary lifestyle) his original vision even if it is based on his inner belief. He wishes to awaken the readers, and in full observance of Western pragmatism, Eastern deference and traditions (to which everything is subject), to pull them out of the odd vagueness in which they have been so badly engrossed, to give them more confidence, and to predispose them (primarily the Abkhazian and Ossetian readers) to get familiar with this work. That, in our opinion, will be useful for the readers themselves, who are experiencing their own failures and are interested in a better future for their people.
