The article presents indispensable features and abilities which professional armed forces should possess in order to face the probable threats to the global security environment of 21 st century. It predicts the character and course of future conflicts. It also emphasises the fact that the future battlefield will be very complex, filled with state-of-the-art technologies and technological innovations. Moreover, it presents the future commander, soldier, as a professional of the highest level, characterized by extraordinary and special features. lt describes the Armed Forces of the Republic of Poland until 2030, a as modem organization, capable of solving social-military conflicts within the national and allied structures.

Purpose: The paper is part of a research project regarding the use of retired soldiers on the civilian labor market. The aim of the paper was to analysis the use of outplacement in the Polish Armed Forces. Design/methodology/approach: Participant observation and analysis of legal acts and source materials were used as research methods. The paper discusses theoretical aspects of staff allocation. Based on the premises indicated in the source literature, the authors present a detailed scope of outplacement. They describe the benefits which professional soldiers receive on account of termination of their service. Various forms of outplacement used in the Polish Army was assessed. Findings: The rules of outplacement used in the Polish Army are one of the basic benefits presented in recruitment. The termination of service has no pejorative effect and creates new opportunities and challenges for the soldiers. The model of employee training, severance pay and retirement rules used in the army is more useful than the amenities used in civilian companies. In outplacement, the army can be an excellent benchmarking partner whose can give proven solutions. Originality/value: The article may be a recommendation for corporations and companies to extend the scope of severance pay and facilities for employees, whose leave the organization. The research results were formulated in conclusions for use in civil companies.

Celem pracy jest przedstawienie funkcjonowania systemu finansowania wojskowej jednostki budżetowej oraz sposobu pozyskiwania funduszy przeznaczanych na Siły Zbrojne RP. Problem badawczy pracy został zawarty w formie pytania: Czy zmiany zachodzące w systemie gospodarczym mają wpływ na funkcjonowanie jednostek wojskowych? Hipoteza badawcza, przedstawia się następująco: System finansowania jednostek wojskowych funkcjonujący obecnie w Rzeczypospolitej Polskiej, pozwala na zabezpieczenie wyzwań stojących przed współczesnymi, nowoczesnymi Siłami Zbrojnymi. Artykuł został przygotowany w oparciu o szeroki przegląd literatury i aktów prawnych. Metody badawcze, jakimi się posłużono to: krytyczna analiza literatury przedmiotu badań, analiza opracowań teoretycznych i innych materiałów źródłowych oraz ich synteza. Zastosowana została również metoda indukcji i dedukcji. Ponadto wykorzystano metody statystyczne. Przeprowadzona analiza pozwala stwierdzić, że dokonujące się od dwóch dekad zmiany w systemie gospodarczym miały istotny wpływ na funkcjonowanie jednostek wojskowych, wymuszając od Sił Zbrojnych RP dostosowania ich zadań i struktur organizacyjnych do obowiązującego powszechnie prawa, w tym zakresie. Na podstawie literatury, badań i poczynionych obserwacji zdefiniowano istotę pojęć: wojskowy oddział gospodarczy, system finansowy, budżet państwa. Omówione zostały również uwarunkowania prawne działalności wojskowych oddziałów budżetowych rodzaje źródeł finansowania, wydatki budżetu resortu obrony narodowej na przestrzeni ostatnich lat oraz struktura rodzajowa ogólnych wydatków obronnych na rok 2022. Biorąc pod uwagę nowo wprowadzone regulacje prawne dotychczas powstało niewiele opracowań tego typu dotyczących systemu finansowania wojskowych jednostek budżetowych.

The aim of the paper is to present how the system of financing of the military budget unit works and how funds are obtained for the Armed Forces of the Republic of Poland. The research problem of the paper was included in the form of the question: Do changes taking place in the economic system affect the functioning of military units? The research hypothesis is as follows: the system of financing military units currently functioning in the Republic of Poland allows to secure the challenges faced by modern Armed Forces. The article was prepared on the basis of a broad review of literature and legal acts. The research methods used are: critical analysis of the literature of the subject of study, analysis of theoretical studies and other source materials and their synthesis. The method of induction and deduction was also used. In addition, statistical methods were used. The analysis allows us to conclude that the changes in the economic system that have taken place over the last two decades have had a significant impact on the functioning of military units, forcing the Armed Forces of the Republic of Poland to adapt their tasks and organizational structures to the generally applicable law. On the basis of literature, studies and observations made, the essence of the concepts was defined: military economic unit, financial system, state budget. It will also discuss the legal conditions of the activity of military budget units, types of funding sources, budget expenditures of the Ministry of National Defence over the past years and the generic structure of general defence expenditures for 2022. Taking into account the newly introduced legal regulations, there have been few such studies on the system of financing military budget units.

Celem pracy jest przedstawienie podstawowego elementu systemu obronnego państwa jakim są Siły Zbrojne RP, przeznaczonego do skutecznej realizacji polityki bezpieczeństwa i obrony. Praca wyjaśnia czym są siły zbrojne, jednostka wojskowa, wojskowy oddział gospodarczy, które mają znaczący wpływ na prawidłowe funkcjonowanie systemu. W dalszej części autorka przedstawiła zasoby obronne sił zbroj¬nych, z podziałem na zasoby: ludzkie, finansowe, informacyjne oraz rzeczowe. Na koniec przedstawiono istotę stanów gotowości obronnej państwa, w których to określane są zdolności systemu obronnego do planowego i zorganizowanego działania w sytuacji wystąpienia zagrożenia bezpieczeństwa kraju i w czasie wojny. Problem badawczy pracy został zawarty w formie pytania: Czy funkcjonowanie jednostek wojskowych w Siłach Zbrojnych RP jest efektywne? Hipoteza badawcza, przedstawia się następująco: Jednostki wojskowe Sił Zbrojnych RP działają niewłaściwie poprzez niepoprawny kontekst organizacyjny. Artykuł został przygotowany w oparciu o szeroki przegląd literatury i aktów prawnych. Metody badawcze, jakimi się posłużono to: krytyczna analiza literatury przedmiotu badań, analiza opracowań teoretycznych i innych materiałów źródłowych oraz ich synteza. Zastosowana została również metoda indukcji i dedukcji. Ponadto wykorzystano metody statystyczne. Przeprowadzona analiza pozwala stwierdzić, że utworzenie wojskowych oddziałów gospodarczych pozwoliło na udoskonalenie funkcjonowania Sił Zbrojnych RP w kontekście logistycznym, w szczególności dzięki możliwości oddzielenia w wojskowych jednostkach budżetowych funkcji finansowo-gospodarczych od operacyjno-szkoleniowych. Na funkcjonowanie SZ RP pozytywnie wpłynęło również określenie wykonywanych zadań w poszczególnych stanach gotowości obronnej państwa pozwalające na utrzymanie nie tylko siły, ale również środków na jak najbardziej efektywnym poziomie wykonywania wyznaczonych zadań obronnych.

The aim of the work is to represent the fundamental element of the defence system of the State, such as the Armed Forces of the Republic of Poland, which is intended for the effective implementation of the security and defence policy. The work explains what armed forces are, a military unit, a military economic unit, which have a significant impact on the proper functioning of the system. In the next section, the author presents the defence resources of the armed forces, broken down by human, financial, information and material resources. Finally, the report highlights the nature of the state’s defence readiness, which determines the ability of the defence system to act in a planned and organised manner in the event of a threat to national security and during war. The article is based on a comprehensive overview of literature and legal acts. Applied research methods include the critical analysis of research literature, the analysis of theoretical studies and other sources and their synthesis. The induction and deduction method was also used. Statistical methods were also used. The analysis leads to the conclusion that the creation of military economic units has improved the functioning of the Armed Forces of the Republic of Poland in the logistical context, in particular through the possibility of separating financial and operational functions in military budgetary units. The functioning of the Armed Forces of the Republic of Poland has also had a positive impact on the determination of tasks in the various states of the State’s defence readiness, which makes it possible to maintain not only strength but also resources at the most efficient level of performance of assigned defence tasks.

Celem tego opracowania jest przedstawienie istoty cywilnej, demokratycznej kontroli nad Siłami Zbrojnymi RP i przebiegu jej ustanowienia w Polsce, w okresie przemian społeczno-politycznych w kraju zapoczątkowanych w 1989 r. oraz w nowych uwarunkowaniach geopolitycznych w Europie Środkowo-Wschodniej. W tym czasie władze Polski doskonale oceniły sytuację strategiczną w obszarze bezpieczeństwa w otoczeniu naszego kraju i rozpoczęły aktywne działania na rzecz jego włączenia w zachodnie struktury bezpieczeństwa. Doskonale zdawano sobie sprawę z konieczności przeprowadzenia reform w całym systemie bezpieczeństwa Polski, który w tym czasie nie spełniał demokratycznych standardów obowiązujących członków Sojuszu Północnoatlantyckiego. Jednym z pilnych wymogów była restrukturyzacja Sił Zbrojnych RP z jednoczesnym ustanowieniem cywilnej, demokratycznej kontroli nad nimi. W opracowaniu nawiązano do wzorców cywilnej, demokratycznej kontroli nad wojskiem, opracowanych i prezentowanych przez wielu myślicieli i publicystów zachodnich, zajmujących się powyższą problematyką w tym okresie. Należy nadmienić, że w czasie rozpoczęcia przemian – w tym obszarze – w państwach członkach Układu Warszawskiego brakowało doświadczeń. W dalszej części opracowania przedstawiono wysiłki czynników politycznych państwa polskiego w celu ustanowienia cywilnej, demokratycznej kontroli nad Siłami Zbrojnymi i przeprowadzenia wojska przez trudny, skomplikowany proces restrukturyzacji. W zakończeniu przedstawiono potrzebę usprawnienia relacji cywilno-wojskowych, które mają znaczny wpływ na sposób funkcjonowania Sił Zbrojnych i informowania społeczeństwa o sprawach obronnych.

The purpose of this study refers to the presentation of the civil and democratic aspects of the control over armed forces of the Republic of Poland as well as the course of its establishing in Poland in the period of political and social transformations in Poland launched in 1989 and with regard to new geopolitical determinants appearing in the Central and Eastern Europe. The authorities of Poland at this time perfectly evaluated the strategic situation concerning the security around our country and undertook activate efforts to introduce it into the western security structures. It was perfectly known that it was necessary to carry out reforms with regard to the whole security system of Poland which at this time did not meet democratic requirements binding placed for NATO members. One of an urgent requirement referred to the restructuring of the armed forces of the Republic of Poland with a simultaneous establishing of a civilian, democratic control over them. This study refers to examples of civilian, democratic control over the army prepared and presented by numerous Western thinkers and publicists dealing with the above mentioned themes during that period. It shall be stated that at the beginning of the transformations within that area member countries of the Warsaw Pact had no sufficient experience. A further part of the study presents efforts of political factors of Poland undertaken to establish a civilian democratic control over armed forces and to lead the army through a difficult and complicated process of restructuring. The conclusion presents the need to enhance the civil and military cooperation which exerts a considerable impact on the manner of the operation of armed forces and informing of the society about defense matters.
