W artykule omówiono sposób przygotowania i strategię rozwoju dla miasta Jelenia Góra. Strategia powstała przy współpracy "liderów miasta", władz lokalnych oraz osób przygotowujących docelową wersję strategii rozwoju miasta, podczas spotkań roboczych (warsztatów strategicznych), będących płaszczyzną wymiany poglądów i ujawniania konfliktów interesów.

The requirements of subsequent effective functioning of Jelenia Góra are connected with the necessity of strategic approach to local development. Strategy of local development is a complex concept of a long-term economic, social, spatial and financial policy. It is also a point of reference to current decisions taken by local authorities. Apart from cognitive and methodological focus, this paper realises also practical aim. The generalisations, opinions and references referred to the strategy of local development in Poland are formulated in this article. It is aimed at economic politicians and practitioners of the local level.(original abstract)

W artykule skoncentrowano się na możliwości poprawy konkurencyjności na rynku turystycznym powiatu jeleniogórskiego. Jako ilustrację analizy strategicznej zastosowano metodę SWOT.

The article presents the practical utilisation of the SWOT strategic analysis method for defining the competitive position of the area. The resources of Jeleniogórski district have been identified and evaluated, as well as the opportunities and threats for the development of tourism in this area have been described. Several factors have been analysed following two arrangements: descriptive and synthetic -tabular and graphic, including assessments (tab. 1, 2 and graph 1). Exemplary activities upgrading the analysed region competitiveness level have also been pointed to. (original abstract)

Celem artykułu jest przedstawienie teoretycznych i metodologicznych problemów jakościowej analizy strategicznej jednostek mikroregionalnych. Autor skupił się na omówieniu analizy strategicznej i scenariuszowaniu rozwoju społeczno-gospodarczego mikroregionów.

In the article the author presented methodological principles of an estimation of socio-economic microregions, adjusted in such a way as to fulfil the requirements of the market economy. The presented methods integrate strategic planning made Use of in corporations with prospects studies, that is, forecasts, prognoses and models of social and economic development. The discussion focuses on two sets of issues. One is related to an analysis of the advantages and disadvantages of the strategic situation of a particular mieroregion and its opportunities and external limitations . The other deals with forecasts of microregions' social and economic development, their types and principles of drawing them up. (original abstract)
