In the research, the author points out that it is essential for Polish agriculture to apply, develop and improve more and more ecological practises and emphasises the importance of involvement and cooperation of the government as well as various agricultural and ecological organisations as this is a common tendency in highly developed countries of the European Union and the conditions mentioned above must be fulfilled to obtain. Equally subsides important for the economic policy is the sustainable development of agriculture and the rural areas in Poland as this is - according to the author - the key factor that can contribute to the better cohesion of the society. W artykule przeprowadzono analizę celów i struktury Programu Rozwoju Obszarów Wiejskich na lata 2007-2013. Przedstawiono działania wprowadzone do polskiego PROW-2013 oraz środki publiczne przeznaczone na ich sfinansowanie. Autor wnioskuje, że PROW-2013 nie jest jedynym, ale najważniejszym i największym programem, współfinansowanym z budżetu UE, wspierającym rozwój rolnictwa i regionów wiejskich.

The article describes the Programme for the Development of Rural Areas for 2007-2013 (the PROW-2013) in Poland, founded from the European Agricultural Fund for Rural Development (EAFRD). The PROW-2013 enables continuation of the modernisation and development process of Polish food and rural areas launched in the previous years. It is a programme that, in compliance with the ED intention, complements the Common Agricultural Policy. Under EAFRD, which finances the RDP in this period, Poland has received 13.2 billion EUR that together with the national funds constitutes a total budget in the amount of 17.2 billion EUR. The author analyses the objectives and structure of the Programme indicating its weak points and suggesting possible modifications. (original abstract)

Dokonano analizy efektów Programu SAPARD w ramach Działania 2 Inwestycje w gospodarstwach rolnych, na tle zaplanowanych rezultatów tego działania. Podstawą oceny były dane uzyskane z ARiMR i MRiRW. Z analizy wynika, że część przyjętych założeń w zakresie liczby gospodarstw objętych wsparciem nie została zrealizowana, jednak liczba złożonych projektów była na tyle duża, iż pozwoliła na pełne wykorzystanie środków finansowych przewidzianych na to Działanie. Spośród 15 586 wniosków, 12 927 projektów otrzymało wsparcie na kwotę 588 511,2 tys. zł, średnio 45,5 tys. zł na 1 projekt, co oznacza, że rolnicy w ramach Programu SAPARD przeciętnie zainwestowali 91,0 tys. zł w rozwój swoich gospodarstw. Program SAPARD nie doprowadził jednak do przekształcenia rolnictwa w silną ekonomicznie gałąź polskiej gospodarki, niemniej miał znaczący wpływ na rozwój tych gospodarstw, które skorzystały z jego wsparcia. A detailed analysis of the SAPARD Programme results achieved within the frame of Measure 2 "Investments in agricultural holdings " was carried in the paper against the background of the planned results. The assessment based on the data obtained from ARMA and MARD. The analysis demonstrated that although some part of the tasks concerning the number of farms involved in the assistance was not realized, yet the number of submitted projects was big enough to allow for full absorption of financial means allocated to this measure. From among 15 586 applications, 12 927 projects received assistance for the amount of 588 511.2 thous zlotys, on average 45.5 thous zlotys per project, which means that farmers participating in the SAPARD programme invested on average 91.0 thous zlotys in the development of their farms. However, SAPARD Programme did not lead to transformation of agriculture into economically strong branch of the national economy, it still had a marked influence on the development of farms which used provided support. Przedstawiono najważniejsze wnioski z przebiegu realizacji programu SPO ROL w zakresie projektów wspierających rozwój turystyki w woj. warmińsko-mazurskim w latach 2004-2006. Doświadczenie zdobyte w trakcie wdrażania tego instrumentu polityki rolnej miało pozytywny wpływ na zapoczątkowanie procesu przemian zachodzących na obszarach wiejskich pod kątem rozwoju agroturystyki, który jest kontynuowany w nowej perspektywie finansowej 2007-2013. In article has been carried out an analytical investigation of project implementation course and have been devised conclusions by author about implementing Eu support programs: SOP Agriculture and RDP 2004-2006 which co-finances the implementation of projects supporting tourism development of rural areas. SOP Agriculture was one of the first programmes co-financed by the EU appropriations supporting rural development and rural areas at the beginning of a community membership. Under the Operation 2.4 in Warmia and Mazury province European Community support has been focused on the 111 projects of a total amount 9 139 768,00 zl, within this envelope the amount of liabilities has reached 7 824 695,87 zl. Although The Warmia and Mazury province came last positions in view of the submitted proposals amount as well as signed contracts co-financed by EFOiGR means, the programme implementation experience gained throughout this period can be considered as satisfactory solution. Kapitał ludzki stanowi istotny czynnik rozwoju wszelkich organizacji niezależnie od branży i zakresu działania. Na obszarach wiejskich w Polsce sytuacja w zakresie wykształcenia ludności ulega znaczącej poprawie. Ważnym instrumentem kształtowania kapitału ludzkiego są różnego rodzaju szkolenia. Human capital is a significant factor affecting development of all economic phenomena existing within different categories and areas. On rural areas in Poland the level of people formal education has been permanently improving. Also, employers and unemployers in rural societies use from different kinds of professional and management training education forms which are financed mainly by supporting programs of European Union. This substantially affects quality of rural human capital in positive direction. (original abstract)
