The article analyzes the state of preservation of Ukrainian cultural monuments abroad, highlights the priority areas of their research, and identifies the problems associated with their identification and protection. The need to carry out the selection, identification, classification of objects of national cultural heritage in a new way, both in the state and abroad, is emphasized. In this context, studying the preservation of Ukrainian monuments of history and culture in foreign countries has scientific and practical significance. At the same time, it is necessary to single out a number of problems related to the preservation of authentic Ukrainian monuments on the territory of other states. Among them, we should highlight first of all the general ones, which relate to the development of socio-economic relations in the diaspora. They should include the problems caused by the curtailment of cultural and educational programs in the conditions of spreading trends of globalization and the world economic crisis. There is a decline in the activity of the Ukrainian diaspora itself, associated with the process of assimilation and, as a result, a reduction in the number of Ukrainian-speaking representatives of the diaspora. To this should be added the declining number of direct immigrants from the metropolis who are active in politics, education, and culture. In addition to general problems, a number of issues related to the appreciation and preservation of Ukrainian historical and cultural monuments abroad are highlighted and need to be resolved: - the territorial placement of monuments on the territory of other countries is subject to the adopted national legislation in the field of preservation of cultural heritage. At the same time, each of the countries takes care of the preservation of the national cultural heritage, and it is necessary to attract a significant information resource, so that the monuments related to the history and culture of the Ukrainian people abroad receive proper protection; - chronological boundaries are accepted in foreign countries (from 25 to 75 years), according to which the specified object acquires the status of a historical monument. Therefore, a certain number of objects that are considered monuments for Ukrainians, but do not fall under the definition of monuments, may be destroyed for purely utilitarian reasons as a result of new construction; - financial problems associated with maintaining memorial objects in proper condition during repair and restoration works in sacred buildings, preservation of Ukrainian necropolises and burials in cemeteries. In the process of building an independent Ukrainian state, it is important to establish contacts and create the necessary conditions for the unification of Ukrainians in the modern world. Therefore, the development of methods for preserving monuments in Ukraine and strengthening integration processes in the field of cultural heritage protection involves the active introduction of modern mechanisms for managing these activities. The development of methods for involving civil society in the preservation of cultural heritage abroad will help to strengthen the importance of public institutions in making positive changes in the field of culture.

У статті проаналізовано стан збереження пам’яток української культури за кордоном, виокремлені пріоритетні напрями їх дослідження, визначені проблеми, пов’язані з їх виявленням та захистом. Наголошується на необхідності по-новому проводити відбір, ідентифікацію, класифікацію об’єктів національної культурної спадщини як у державі, так і за її межами. У цьому контексті вивчення збереження українських пам’яток історії та культури в зарубіжних країнах має наукове і практичне значення. Водночас необхідно виокремити цілу низку проблем, пов'язаних зі збереженням автентичних українських пам’яток на теренах інших держав. Серед них варто виділити передовсім загальні, які стосуються розвитку суспільно-економічних відносин у діаспорі. Йдеться, зокрема, про проблеми, викликані згортанням культурно-освітніх програм в умовах розповсюдження тенденцій глобалізації. Спостерігається спад активності самої української діаспори, пов’язаний із процесом асиміляції, і як наслідок – скорочення кількості україномовних представників діаспори. До цього необхідно додати зменшення чисельності прямих вихідців із метрополії, які активно діють у сфері політики, освіти, культури. У процесі розбудови незалежної Української держави важливо налагоджувати контакти, створювати необхідні умови для об’єднання українців у сучасному світі. Отже, формування методів збереження пам’яток в Україні та посилення інтеграційних процесів у галузі захисту культурної спадщини передбачає активне запровадження сучасних механізмів управління цією діяльністю. Розробка методів залучення громадянського суспільства до справи збереження культурної спадщини за кордоном сприятиме посиленню значення громадських інституцій у здійсненні позитивних зрушень у сфері культури.

The article deals with the creation and activity of the Ukrainian Congress Committee of America during the Cold War. It is the main organization of the Ukrainian diaspora in the United States, which brings together more than 30 leading public, cultural, religious organizations. It represents the interests of the Ukrainian Diaspora of the United States and lobbies the interests of Ukraine in the US authorities and the world community. The author traced the historical preconditions and circumstances of the creation of the Ukrainian Congress Committee of America and concluded that the founding of the organization demonstrated a new qualitative stage in the development of the Ukrainian diaspora of the United States. Its institutional design was completed, and systemic integration into the social and political space of the United States was launched, including interaction with the highest state power. Attention is focused on determining the main activities of the Ukrainian Congress Committee of America and their implementation during the Cold War. Thus, one of the main tasks of the Committee was to protect the rights of the Ukrainian people to self -determination and democratic freedoms, including national self -expression, religious and political freedom, cultural development in Ukraine and abroad, in particular in the United States. The majority in the Ukrainian diaspora considered this mission the main thing of their lives. Therefore, this has become the most important unifying factor for various Ukrainian organizations and forces in the US around the Ukrainian Congress Committee of America. During the second half of the 1940s-1991, the activity of the Ukrainian Congress Committee of America was aimed at promoting the essence and tasks of the Ukrainian national liberation movement, exposing the USSR policy towards the Ukrainian people, protection of human rights and Ukrainian nation in the USSR, gaining support for the idea of independence of Ukraine. As well as the formation of a positive image of the Ukrainian nation in the United States and the international arena, preserving the national identity and culture of the Ukrainian people, the unification of the Ukrainian diaspora in America and the world. In fact, the UCCA appears as the first Ukrainian lobby in the US political party, which effectively defended the interests of Ukraine and the Ukrainian people, and made a significant contribution to the proclamation and recognition of Ukraine's independence.

У статті розглянуто створення та діяльність у другій половині 1940-х – 1991 рр. Українського конгресового комітету Америки – центральної «парасолькової» організації української діаспори у США, що об’єднує понад 30 провідних українських громадських, культурних, релігійних організацій, представляє інтереси української діаспори Сполучених Штатів та лобіює інтереси України перед владою США і світовою спільнотою. Простеживши історичні передумови та обставини створення Українського конгресового комітету Америки, автор доходить висновку, що його заснування ознаменувало якісно новий етап у становленні української діаспори США: завершення її інституалізації та початок системної інтеграції в суспільно-політичний простір США, зокрема взаємодії з вищою державною владою. Увага акцентується на визначенні головних напрямків діяльності Українського конгресового комітету Америки та їх реалізації в роки «холодної війни». Так одним з основних завдань Комітету було визначено захист прав українського народу на самовизначення і демократичні свободи, серед яких національне самовиявлення, релігійну і політичну свободу, культурний розвиток в Україні та поза нею, зокрема у США. Саме ця місія, яку більшість української діаспори вважала головною справою свого життя, й стала найважливішим об’єднуючим чинником різних українських організацій та сил США навколо Українського конгресового комітету Америки. Протягом другої половини 1940-х – 1991 рр. діяльність Українського конгресового комітету Америки спрямовувалася на популяризацію суті та завдань українського національно-визвольного руху, викриття політики СРСР щодо українського народу, захист прав людини та української нації в СРСР, здобуття підтримки ідеї незалежності України, а також формування її позитивного іміджу у США та на міжнародній арені, збереження національної ідентичності й культури українського народу, об’єднання української діаспори в Америці та всьому світі. Фактично, УККА постає як перше українське лобі у політикумі США, що ефективно відстоювало інтереси України та українського народу, і зробило значний внесок у проголошення та визнання світом незалежності України.
