Доведено, що під впливом змін, що відбуваються, проектні організації вимушені адаптувати свої системи управління, диверсифікувати послуги, освоювати суміжні сегменти, а також підвищувати ефективність і оптимізувати витрати. Обґрунтована необхідність оцінки ефективності процесів проектної організації з точки зору класифікації витрат за доцільністю витрачання (продуктивні і непродуктивні). Запропонована універсальна процесна модель проектної організації, що дозволяє представити діяльність організації у вигляді сукупності взаємозв’язаних процесів. Запропоновані показники оцінки витрат процесів проектної організації. Введений інтегральний показник, який розраховується як різниця між сумою продуктивних витрат на забезпечення якості процесів проектної організації і сумою непродуктивних витрат в проектній організації, і характеризує ефективність управління процесами в проектній організації. Розроблена універсальна процесна модель проектної організації, яка є впорядкованим за певним принципом набором процесів з вказівкою основних зв’язків між ними.

It is proved that under the influence of the changes taking place, design organizations have to adapt their management, diversify services, develop adjacent segments, and increase efficiency and optimize costs. The necessity of evaluating the effectiveness of the design process in terms of classification of expenses according to the feasibility of spending (productive and unproductive) is grounded. The universal process model of construction design organization that can provide the organization as a set of interrelated processes is proposed. The indicators for assessing the costs of design processes are proposed. The integral index, which is calculated as the difference between the amount of productive expenditure to ensure the quality of the project and the amount of overhead in the project organization and describes the effectiveness of management processes in project organization is introduced. A universal process model design organization, which is an arranged according to certain principles set of processes, indicating the major connections between them is developed.

Соціально-економічний моніторинг розглянутий як чинник підвищення ефективності господарювання і комплексного розвитку території. Науково обґрунтовані пропозиції щодо оптимізації процесу моніторингу території.

The article is devoted to the development of proposals to streamline information flows and improve the system of indicators of social-economic monitoring of regional development. The author reveals the essence of the socio-economic monitoring of the territory development. Socio-economic monitoring is considered as the factor of increasing the efficiency of economy and complex development of the territory. The proposals on optimization of the process of monitoring of the country are scientifically grounded.

Для стійкого зростання національної економіки України потрібна модернізація системи мотивації як пріоритетного напряму підвищення ефективності менеджменту. У статті обґрунтовані рекомендації з проведення модернізації кадрової політики і універсальна шкала рівнів мотивації в організації. Авторами визначений характер зв’язку мотиваційної структури працівників з результативністю їх праці як чинник підвищення безпеки руху з урахуванням специфіки роботи локомотивних бригад. Розроблена і обґрунтована класифікація передумов аварійних ситуацій з урахуванням виявлених причин помилок в роботі локомотивних бригад. Науково обґрунтований механізм мотивації і стимулюванні працівників локомотивних бригад, який спрямований на вдосконалення кадрової політики і забезпечення високого рівня безпеки руху потягів.

Modernization of motivation system as the priority direction of increasing management efficiency is necessary for the sustainable growth of the national economy of Ukraine. The article substantiates the recommendations for the modernization of human resources policy and universal scale of motivation levels in organizations. The authors define the relation of motivational patterns of employees to the productivity of their labor as a factor of increasing the safety of the specific work of locomotive crews. Classification of emergency preconditions with considering identified causes of errors in the locomotive crew work has been developed and grounded. The article scientifically substantiates the mechanism of motivation and stimulation of workers of locomotive crews, which aims at improving personnel policies and ensuring a high level of safety of trains.

У статті досліджено трактування механізму управління підприємством. Авторами вивчені і систематизовані різні точку зору дослідників щодо комплексного підходу до процесу взаємодії різних підсистем, які приймають участь в управлінських процесах. Дослідниками визначені основні завдання підприємств в сучасних умовах, які сприяють їх розвитку, доведено необхідність змін соціальної орієнтації системи управління відповідно до адаптації підприємства до нестабільного середовища. Авторами обґрунтовано взаємозв’язок еколого-орієнтованої діяльності підприємства і його конкурентоспроможності. Доведено, що важливим аспектом в ефективній реалізації економічної складової в системі управління підприємством є підтримка динамічної рівноваги розвитку.

The article examines the interpretation of the mechanism of enterprise management. The authors reviewed and systematized the different points of view of researchers a comprehensive approach to the process of interaction of various subsystems of the management process. The main task of the enterprises in modern conditions that contribute to their development. The authors proved relationship orientation in the enterprise environment and its competitiveness. It is proved that effective management contributes to the maintenance of dynamic equilibrium of development.

В рамках статті виконане наукове обґрунтування напрямів вдосконалення державної політики стратегічного розвитку територій України в умовах євроінтеграції і глобалізації. За результатами дослідження розроблена схема взаємозв’язків у системі управління стратегічним розвитком території, яка враховує полісуб’єктність (державні і муніципальні органи управління, господарюючі суб’єкти, населення, громадські організації) впливу на процеси стратегічного розвитку з урахуванням зон розподілу відповідальності за реалізацію стратегій. Це дозволяє підвищити ефективність взаємодії при розробці та реалізації державної політики стратегічного розвитку територій; визначені пріоритетні напрями, які забезпечують реалізацію стратегічних завдань державної політики розвитку територій.

Within the article the scientific substantiation of directions of improvement of the state policy of Ukraine areas strategic development in terms of European integration and globalization is done. The study developed a scheme of relationships in the system of area strategic development, which takes into account the polysubjectivity (state and municipal governments, business entities, communities, NGOs) to influence the strategic development with areas of shared responsibility for implementing strategies. This improves the efficiency of interaction in the development and implementation of state policy of strategic development areas; identified priority areas that give effect to the strategic objectives of areas public policy.

Розроблена й апробована методика підвищення ефективності роботи трудового колективу за рахунок поліпшення соціально-психологічного клімату. На основі анкетного опитування, використовуючи окремі експертні характеристики взаємин людей у колективі, вимірюється інтегральний показник взаємин у колективі, потім розробляються заходи для коригування поведінки його членів з метою поліпшення морально-психологічного клімату.

On the basis of the questionnaire questioning, utilizing separate expert descriptions of mutual relations of people in a collective, the integral index of mutual relations is measured in a collective, measures are then developed for the correction of conduct of his cocks with the purpose of improvement of morally psychological climate.

Визначено чинники формування кон- курентоспроможності виробництва альтернативного палива в Україні. Обґрунтовано пропозиції щодо за- безпечення конкурентоспроможності виробництва біоетанолу з продукції переробки цукрових буряків в Укра- їні, найбільш конкурентоспромож- ним є переробка меляси на біоетанол. Встановлено, що виробництво і ви- користання біогазу з субстратів ве- ликої рогатої худоби в сільськогоспо- дарських підприємствах дозволитьналагодити иробництво екологічно чистого альтернативного палива, забезпечити продовольчу безпеку. Доведена необхідність і економічна доцільність виробництва і викори- стання біопалива в контексті продо- вольчої безпеки України.

In the article the perspectives of production and alternative fuels use in the context of food security of Ukraine were discussed. The raw material for bioethanol production may be starch crops, including corn and wheat processing products of it are used for human nutrition. It is inappropriate to implement its production from the corn and wheat according to growing problem of a shortage of food in the world. By-products of sugar beet processing are not used directly for nutrition, which is a confirmation of the feasibility of using it for ethanol production. Biodiesel production is possible with soybean, rapeseed or sunflower. However, sunflowers and soybeans are food crops because their usage for biodiesel production is inappropriate. It is advisable to use corn for silage for feeding cattle that will produce meat for nutrition and biogas from manure - as alternative fuel, in view of the necessity of country’s food security ensuring. Factors forming competitiveness of alternative fuel in Ukraine is determined. The suggestions to ensure the competitiveness of bioethanol production from sugar beet processing in Ukraine, is the most competitive processing molasses to ethanol are substantiated. Biogas production and use from cattle substrates in the farms allow to set up the production of clean alternative fuels to ensure food security it is established. The necessity and economic feasibility of the biofuels production and use in the context of food security of Ukraine are proved.

The system of training judoists-veterans with the use of interactive methods of pedagogical influence came forward in the article of research. The complicated character of the professionally-personal development of judoists-veterans on the basis of interactive methods of pedagogical influence stipulated the system-functional approach, and also the use of historically-logical and psychology-pedagogic analysis of the problem studied. In the course of research, the conceptions and theories, presented in researches of domestic and foreign scientists and practical workers, studying the psychology-pedagogic problems of technical and psychological training of veterans of the sport and their self-development have been used. The positive character of mutual influence of sporting activity and professional-personal development of judoists-veterans has been determined. The necessity to use interactive technologies for the construction of the modern sporting-pedagogical systems has been grounded, their role and high efficiency in the professionally-personal development of judoists-veterans have been exposed. It is well-proven that judo training, correct and positive way of life influence favourably the judoists-veterans’ health.
