The article offers the conceptualization of energy in a systemic way, as the interrelated fields of the game. The interests of various sectors intersect in the area of electrical power engineering. The search for social and political mechanisms that will limit the power field effect on the functioning of energy production is also an important theme.

The main thesis of the paper is concerned with the strategy of Law and Justice Government, oriented to the carbon based electricity production. Author presents data illustrating how many different groups of interests is trying to have the impact on decisions taken in energy sector. The Government have persuaded public opinion, that the main goal of energy policy is to defend political position of miners. But in reality the governmental policy is supporting many others stakeholders in the economy.
Discussion concerned with following issues: Energy Policy of Polish Government to Renewable Energy Sources, political support to conventional energy strategy, the future of the hard coal sector, political determinants of European Union climate policy, the participative role of Public Opinion in the process of energy policy creation, the costs of the electric energy production in the different technologies, energy independence of the state.
