Aglomeracja Wałbrzyska tworzona jest przez 23 gminy o zróżnicowanym stopniu rozwoju liniowej infrastruktury transportowej. W opracowaniu podjęto próbę analizy i oceny działań jednostek samorządu terytorialnego Aglomeracji Wałbrzyskiej pod katem istniejących dróg i sieci kolejowych oraz występującego na nich zjawiska kongestii. Pod uwagę wzięto takie elementy infrastruktury jak: drogi krajowe, wojewódzkie i gminne oraz sieci kolejowe. Analizując i oceniając zjawisko kongestii, dokonano obserwacji dróg aglomeracji, zarówno w godzinach szczytu, jak i poza nim. Na tej podstawie możliwa była identyfikacja „wąskich gardeł” w ruchu kołowym oraz zróżnicowanego stopnia rozwoju liniowej infrastruktury. Dokonano tez oceny funkcjonalności tej infrastruktury, a także wskazano preferowane kierunki jej dalszego rozwoju.

Walbrzych Agglomeration consists of 23 municipalities of varied levels of development of their linear transport infrastructure. This paper attempts to analyse and evaluate the local government units of Walbrzych Agglomeration in terms of the existing roads and rail networks, as well as congestion phenomenon. The author has considered such elements of the infrastructure as the national, provincial and municipal roads, as well as the railway networks. The observation of the phenomenon of congestion and the analyses and evaluations of Walbrzych Agglomeration roads were made both at peak and off-peak times.On this basis it has been possible to identify traffc bottlenecks and make differentiation of the development levels of the linear infrastructure in the examined area. The functionality of this infrastructure has also been evaluated, as well as the preferred directions for its further development.

Presentation of development directions of the Wałbrzych Agglomeration in the context of changes taking place in the area of logistics, including road infrastructure and its accompanying systems is the purpose of this publication. This article presents the results of a survey conducted among 22 territorial self-government units belonging to the Agglomeration. The questionnaire forms were addressed to employees of municipalities holding positions of: mayors, commune heads, their deputies, treasurers and secretaries. The agreement idea of local government units within the framework of the Wałbrzych Agglomeration is to solve problems together and search for integrated methods and development tools. In the course of the research, the authors sought an answer to the question: did the logistics infrastructure change over the last 10 years, and if so, how do they assess the investments undertaken in this area (in the opinion of the employees of territorial self-governments of the Wałbrzych Agglomeration)? This research question allowed the authors to focus on contemporary and future directions of the Wałbrzych Agglomeration development on which the currently implemented logistics processes have a significant impact.

This article is an attempt of understanding relations between financing a social cooperative from public funds and the dynamic of its growth in Lower Silesia. In the period 2006-2012 there was consistent but irregular development of this form of enterprise. A lot of privileges connected with running a social cooperative are the encouragement of taking the risk of its establishment. Social character of social cooperatives is normative development of a social enterprise concept. There is no doubt that this concept though normatively right, is not fully consistent with contemporary competition. In this paper there is a thesis that the dynamics of development of social comperative in majority depends on additional founds assigned to activate entities that can be potential founders. This work uses authors’ research and analysis of projects financed from structural funds.
