The study was focused on the LEADER+ programme and local action groups (Lokalne Grupy Działania - LGD), which functioned within its framework as factors activating the endogenic potential of the region, stimulating its competitiveness, and further influencing the competitiveness of the economy of the country. This detailed analysis was preceded by the genesis and the overall description of the programme LEADER+ and the Rural Development Programme (Program Rozwoju Obszarów Wiejskich - PROW) for years 2007-2013, because the horizontal axis - LEADER+ was its integral part. LGD are working out well in the "old" EU countries as the factors stimulating entrepreneurship and competitiveness of rural regions, and this is why they are becoming increasingly needed for the diversification of the agricultural activity.
The study investigates regional policy and particular types of cohesion in the context of pursuit of regional cohesion. On the one hand, attention is paid to the territorial cohesion, which encompasses economic and social cohesion. On the other hand, the author discusses EU regional cohesion policy, fulfilling the challenges of the Strategy Europe 2020. These can be summarized as three dimensions in which the individual kinds of cohesion are implemented: intelligent growth – social and territorial economic cohesion; sustainable growth – economic and territorial cohesion; strengthening of social integration – social cohesion.
