The paper aims at determining the benefits from operation of enterprises with foreign capital involvement for individual municipalities and assessing the activities of local authorities in attracting foreign investors. The questionnaire-based studies were conducted in 2008 among representatives of local authorities from three voivodeships (37 municipalities of Warminsko-Mazurskie voivodeship, 43 municipalities of Kujawsko-Pomorskie voivodeship and 30 municipalities of Pomorskie voivodeship). Among the benefits resulting from the foreign capital inflow the municipalities covered drew attention to increase of employment (Kujawsko-Pomorskie voivodeship - 0.88, Pomorskie voivodeship - 0.52) and economic enlivening of the municipality (Warminsko-Mazurskie voivodeship - 0.65). The activities of authorities aiming at attracting investors focus on investment land improvement (Kujawsko-Pomorskie voivodeship - 0.94), assistance in finding investment land available (Pomorskie voivodeship - 0.35), and in Warminsko-Mazurskie on application of tax relief (0.48). Among the municipalities covered by the study, those from Kujawsko-Pomorskie voivodeship are outstanding as in both assessment of the benefits from foreign capital inflow and the activities supporting the investors dominate over the other voivodeships covered.

Investment attraction of regions demonstrates the ability of areas to attract investment capital. The level of attractiveness alters on account of changing criteria that entrepreneurs consider before establishing a company. These are triggered by the access to factors of production, new technologies, subjective preferences of investors as well as the competition between regions in investment attractiveness. The aim of the article is to present changes in investment attractiveness of regions in Poland, to demonstrate dependence between investment attractiveness and the number of economic entities with foreign capital as well as an attempt to state conditions of future foreign investment inflow to regions. The presented calculations have demonstrated that there is a strong statistical dependency between investment attractiveness and the number of economic entities located in a region. Enterprises with foreign capital were less sensitive to investment attractiveness than enterprises without foreign capital. The investment attractiveness index design methodology, which disallows specific industry location factors being considered as well as the way foreign capital is being attracted, might be the reason for this. Well-prepared sites, having good access to means of transport, preferably with tax relieves are vital to foreign investors for particular investments that are developed. The future inflow of foreign investments may be determined by the investment attractiveness of a region and the level and number of prepared locations where foreign investors will be able to establish an economic entity easily.

Research background: The theory of endogenous regional development indicates in par-ticular the role of local authorities in creating the conditions for socio-economic development. Among the factors that shape institutional efficiency of local government, the ones referring to the administrative sphere should be especially analyzed. Purpose of the article: The aim of the paper was the assessment of the activities shaping institutional efficiency in the administrative area with respect to the activities pursued by local governments in Poland, and to assess the effects of such activities. The analysis includes activities aimed at streamlining service provision, implementation of a system of self-control of provided services, and measures related to the adjustment of the organizational structure of an office to the implemented tasks. Methods: For the purpose of performing the study a questionnaire was prepared and sent to local authorities in Poland. The research was conducted between 2015 and 2016 on a sample of 1,220 municipalities from 2,479. Identification of activities implemented by local gov-ernments was made on the basis of an analysis of the task implementation index. The evalu-ation of effects of tasks was made on the basis of the values of effect index of implemented tasks. Findings & Value added: Many local governments do not fully apply the available tools that streamline the provision of administrative services. The value of the task performance index had a low average level in Poland (0.42). Representatives of local authorities were convinced of the relatively high efficiency of undertaken activities. The value of the task implementation index in the area of self-control of the provided services remained at the level of 0.48. The average value of effects of activities amounted to 0.55. The average index of task implementation of activities adjusting the organizational structure to the implemented tasks and provided services amounted to 0.64 in Poland.
