The political transformation which was introduced in Poland in 1989 brought about the creation of a state founded on democratic rules and respecting basic human rights. It was a period of dynamic political changes. As a result, self-government appeared and continues to exist in its present shape. The electoral system is an essential part of political life on a local and regional level. However, this system can also easily be abused to achieve some immediate political goals which do not always converge with the aims of a democratic state. Six previous self-government elections have proven that electoral regulations often become the subject of a political game.

The main aim of this paper is to answer the following questions: does the present model of local government, professional associations and self-regulatory business associations fulfil the idea of decentralisation? Does it meet the expectations of the authors of the 1989 system reform? The currently functioning model of administration assumes the execution of administrative tasks by both the centralised governmental administration and a multifarious system of independent bodies and institutions which carry out public tasks vested in them by legislation. Apart from some obligatory units, like the units of local government, there are some other entities which have a significant role in the public sphere: professional associations and self-regulatory business associations.

Przedmiotem tego opracowania jest próba udzielenia odpowiedzi na pytanie: Czy obecnie funkcjonujący model samorządu terytorialnego, zawodowego i gospodarczego jest urzeczywistnieniem idei decentralizacji i spełnieniem oczekiwań twórców reformy systemowej z roku 1989? Obecnie funkcjonujący model administracji zakłada jej wykonywanie zarówno przez aparat scentralizowanej administracji rządowej, jak również wieloraki układ organów czy instytucji działających samodzielnie i wykonujących powierzone im w drodze ustaw zadania publiczne w imieniu własnym i na własną odpowiedzialność. Oprócz jednostek obligatoryjnych o podstawowym znaczeniu, jak na przykład jednostki samorządu terytorialnego, równie istotną role w sferze publicznej odgrywa samorząd zawodowy i gospodarczy.

The development of local government is one of the key factors that contributedto the democratization of the political system in Poland. The process of building local government in Poland is still not finished, and there are new challenges. One of the important issues is the question of increasing role of metropolitan areas and large urban areas. The subject of the article was an analysis of the parliamentary Act on the metropolitan district. The proposed project does not fit the local reality. The good thing was that this project provoked the debate. As a result, it developed a new solution – the Act on metropolitan associations.

Rozwój samorządu terytorialnego jest jednym z kluczowych czynników, które przyczyniły się do demokratyzacji systemu politycznego w Polsce. Proces budowy samorządu terytorialnego w Polsce nie jest skończony, a przed nami pojawiają się nowe wyzwania. Jednym z istotnych zagadnień jest kwestia zwiększenia roli metropolii i dużych aglomeracji miejskich. Przedmiotem artykułu stała się analiza poselskiego projektu ustawy o powiecie metropolitalnym. Przedstawiony projekt nie przystaje do samorządowej rzeczywistości. Nie ulega jednak wątpliwości, że dobrze się stało, iż ten projekt trafił pod obrady parlamentu, bowiem stał się podstawą do ożywionej dyskusji. W jej efekcie wypracowano nowe rozwiązanie – ustawę o związkach metropolitalnych.

The political and social transformations of 1989 in Poland were primarily related to the profound democratization of the apparatus of public authority, resulting in the almost total abandonment of the unified, centralized structure. In the realm of public administration this process is illustrated by the thorough decentralization of the administrative apparatus. The current model of administration assumes that is it is exercised both by the apparatus of the centralized governmental administration and by a diversified system of independent organs and institutions that perform public tasks vested in them by virtue of law in their own names and on their own accounts. The subject of this paper is the reinstatement of territorial self-government which constituted an integral part of this process.

An important element of the local government model in Poland is undoubtedly the city guard functioning since the beginning of its restitution in Poland. The anniversary of the restoration of local government in Poland this year is an opportunity for many summaries and to draw conclusions for the future. While in the case of discussions on the functioning of local government in Poland, there is no search for voices that would say about an attempt to withdraw from local government reform, the postulate of liquidating municipal guards from the Polish public security system is increasingly appearing in public discussion. However, when discussing the legitimacy of the functioning of city guards, it is worth relying on source material, which clearly and clearly depicts the scope of its activities and thus illustrates its role in the public security system at the local level. The purpose of this study is primarily to characterize the activities of the individual in the years indicated, which prove the legitimacy of its existence in the provincial city, which is Poznań.

Istotnym elementem modelu samorządowego w Polsce jest niewątpliwie funkcjonująca od początku jego restytucji w Polsce straż gminna. Obchodzona w tym roku okrągła rocznica przywrócenia w Polsce samorządu terytorialnego jest okazją do wielu podsumowań i wyciągania wniosków na przyszłość. O ile w przypadku dyskusji na temat funkcjonowania samorządu terytorialnego w Polsce próżno poszukiwać głosów, które mówiłyby o próbie wycofania się z reformy samorządowej, o tyle w dyskusji publicznej coraz częściej pojawia się postulat likwidacji straży gminnych z polskiego systemu bezpieczeństwa publicznego. Warto jednak, dyskutując na temat zasadności funkcjonowania straży gminnych, oprzeć się na materiale źródłowym, który w jasny i klarowny sposób obrazuje zakres jej działań i tym samym opisuje pełnioną rolę w systemie bezpieczeństwa publicznego na poziomie lokalnym. Celem niniejszego opracowania jest przede wszystkim scharakteryzowanie działań jednostki we wskazanych latach, które świadczą o zasadności jej istnienia w mieście wojewódzkim, jakim jest Poznań.

A politician’s image is a specific kind of image shaped in the minds of voters which brings certain associations, thereby generating attitudes and having an impact on electoral preferences. The importance of personality traits and politicians’ images as perceived by voters is increasing. Empirical studies into politicians’ personalities continue to be among the most effective tools to examine the foundations for the personalization of politics also at a local level. These tools are to measure the personality traits of politicians as perceived by citizens. This paper attempts to systematize concepts, and introduces advanced empirical research.

Wizerunek polityka jest szczególnego rodzaju wyobrażeniem ukształtowanym w umyśle wyborców, które wywołując określone skojarzenia - staje się źródłem postaw i wpływa na preferencje wyborcze. Jednocześnie obserwuje się rosnące znaczenie spostrzeganych przez wyborców cech osobowości i wizerunku polityków. Jednym ze skuteczniejszych narzędzi badania podstaw personalizacji polityki, również na poziomie lokalnym, pozostają studia empiryczne nad osobowością polityków. Dotyczyć one powinny pomiaru spostrzeganych przez obywateli cech osobowości polityków. Artykuł jest próbą usystematyzowania pojęć oraz wstępem do przeprowadzenia zaawansowanych badań empirycznych.
